RECOMMENDED ACTION
Consider the following related to the Town’s Fleet and Equipment:
a.Receive a report entitled “Town of Los Gatos Fleet Management Analysis”;
b. Adopt a resolution to modify Town Council Policy 4-05 “Town Vehicle and
Equipment Acquisition and Replacement Policy”
BACKGROUND
•83 Vehicles and 39 Equipment Items (122 Total) Serving Police Department, PPW and CDD
•Equipment Includes Chipper, Trailers, Radar Speed Signs, Moveable Message Boards, Generators, Compressors and Hand Tools
•Estimated Value of $7.9 million
•Spring 2024 Assessment of Fleet Operation with Three Key Recommendations:
Update Town Council Policy 4-05
Comply with California Zero Emission Vehicle Requirements
Evaluate Staffing Levels for Mechanics and the Fleet Operation
TOWN COUNCIL POLICY 4-05
•Clarify / Reduce Type of Assets on the Replacement List
•Life of Assets to Extend Minimum Length of Time Before Replacement is Considered
•Encourage Use of Hybrid and Zero Emission Vehicles Whenever Possible
•Procedure for Adding Vehicles and Equipment to the Replacement List
ZERO EMISSION VEHICLE MANDATES
•California Clean Fleet Regulations Mandate that Medium and Heavy-Duty Vehicle be Transitioned to Zero Emission Vehicles (ZEV) (i.e., all electric)
•Starting in 2024, 50% of purchases must be ZEV
•By 2027, 100% of purchases must be ZEV
•Affects 26 Vehicles in the Fleet
•With Silicon Valley Clean Energy (SVCE) Funded Consultants Design Development is Underway for 10 Charging Ports at PPW. No Construction Funding at this Time.
STAFF EVALUATION RESULTS
•Supervising Mechanic Responsibilities Include Non “Wrench-Turning” Work:
•Maintenance of Non-Vehicle Assets: Emergency Generators, Fuel Island
•Regulatory Compliance for all Vehicle and Equipment Assets (emissions testing, asset management system management, registering vehicles, Clean Air Board reporting, etc.)
•Possible Solutions Include:
•Reducing Assets Owned and Operated
•Leasing Certain Assets
•Adding Staffing to Support Operations
