Amendment to the NBS Agreement to Include Phase 2 in the Scope of
Services to Prepare a 1/8th Cent Sales Tax Measure for the November 2024
Ballot and Increase the Not to Exceed Amount to $105,000, and Authorize an
Expenditure Budget Adjustment in an Amount of $60,400 from the Available
General Fund Capital/Special Projects Reserve

Dear Honorable Mayor,
The Staff report for Agenda Item #13 – Review Polling
Results stated the Finance Commission had the option to
consider the polling results prior to Council consideration.
The Vice Chair and I were first made aware of this option
on Tuesday April 30.
Given the Finance Commission is under a tight timeline to
make a recommendation to the Town Council regarding
the FY 2025 budget and there is considerable work still
outstanding, the Vice Chair and I made the decision it was
more important to focus our time on gaining a complete
understanding of the operating and capital improvement
budgets. To be clear, the Finance Commission has many
unanswered questions and is struggling to fully make
sense of the draft budget.
Furthermore, since this was an offer to review polling
results which the Council had decided to undertake, we
did not believe any input from the Finance Commission

was needed. The polling results are the results.
We did however inform Staff that if the Town Council wants
to explore a tax increase based on the polling results, the
Finance Commission should take that matter up.
I have attached the email correspondence between Staff
and me on this matter.
I also note that as of this email, the polling results are not
available online for anyone to review. The Staff report
states that the results will not be made available prior to
the Town Council meeting.
It is curious to me that if Staff was offering to make the
polling results available to the Finance Commission for its
meeting on May 6, why not make the results available to
everyone prior to the Town Council meeting so residents
would be able to offer input and comments.
