AUTHORIZE TRANSFER OF $2,290 FROM MUSIC IN THE PLAZA (MIP) DEPOSIT ACCOUNT TO COMMUNITY SERVICES DEPARTMENT BUDGET FOR FY 1996/97 EXPENSES. 2. AUTHORIZE TRANSFER OF $12,420 FROM MUSIC IN THE PLAZA (MIP )DEPOSIT ACCOUNT TO COMMUNITY SERVICES DEPARTMENT BUDGET FOR 1997/98 EXPENSES. RECOMMENDATION: 1. Authorize transfer of $2,290 from Music in the Plaza (MIP) Deposit Account to Community Services Department Budget for FY 1996/97 expenses and revenues. 2. Authorize transfer of $12,420 from MIP Deposit Account to Community Services Department Budget for FY 1997/98 expenses and revenues. BACKGROUND: MIP is coordinated jointly by the Arts Commission and the Community Services Department. MIP is a summer series of musical concerts held in Town Plaza Park on Sunday afternoons. It is an extremely popular event which has enriched the community and added vitality to the downtown area since 1988. While the concerts are offered free of charge to the community, funds are still required to pay for production costs: performers, sound, stage set-up, clean-up, etc. The Arts Commission, with the help of other Town volunteers, has raised funds for the 1997 MIP Program, which consists of 12 concerts and is projected to cost just over $16,000 to produce. Each concert will attract between 300 and 500 community and area residents. In planning the concerts, the Arts Commission is careful to select musicians who meet the highest quality standards, present a variety of styles, forms, and multi -ethnic and cultural origins, and, whenever possible, represent the best of local talent. Hundreds of volunteer hours go into raising funds for and producing Music in the Plaza. Significant staff time is also spent managing the contractual and fmancial aspects of the Program. The summer concerts reflect very positively on the Town's commitment to coordinate special programs and activities that inspire artistic and community celebrations. PREPARED BY: Regina A. June 9, 1997 DISCUSSION: Funds available for the 1997 concert series include $16, 752.13 in donations and a $1,680 grant from the Town for a total of $18,432.13. Estimated expenses total $16,390. ENVIRONMENTAL ASSESSMENTS: MIP is not a project defined under CEQA, and no further action is required. FISCAL IMPACT: Funding for MIP comes from grants and donations. 1997 MIP costs are estimated at $16,390. Revenues for this year include donations of $14,710 and a $1,680 Town grant. A project budget is attached. Authorize corresponding transfers from MIP Deposit Account 100-26220 (Balance $16,752.13 as of 6/9/97). PAYROLL RATIFICATION/MAY 1997 (02.V) Motion by Mr. Blanton, seconded by Mr. Hutchins, that Council ratify the check register for the payroll of May 18, 1997 through May 31, 1997, paid on June 6, 1997, in the amount of $356,158.37. Carried unanimously. ACCOUNTS PAYABLE/RATIFICATION/MAY-JUNE 1997 (03. V) Motion by Mr. Blanton, seconded by Mr. Hutchins, that Council ratify the accompanying check registers for accounts payable invoices paid on May 30, and June 6, 1997 in the amount of $408,829.54. Carried unanimously. MINUTES OF JUNE 2, 1997 (04.V) Motion by Mr. Blanton, seconded by Mr. Hutchins, that Council approve the Minutes of June 2, 1997 as amended by Mr. Attaway who reaffirmed his reason for voting no on the Housing Element. He fully supports the housing goals but opposes the state's dictates and methodology in dealing with the issue. Carried unanimously. MUSIC IN THE PLAZA/FUNDING (05.20) Motion by Mr. Blanton, seconded by Mr. Hutchins, that council authorize transfer of $2, 290 from Music in the Plaza (MIP) Deposit Account to Community Services Department Budget for 1996-97 expenses and revenues and authorize transfer of $12,420 from MIP Deposit Account to Community Services Department Budget for 1997-98 expenses and revenues. Carried unanimously. SATELLITE DISH/TRAINING BROADCASTS (06.09) Motion by Mr. Blanton, seconded by Mr. Hutchins, that Council authorize transfer of $3,000 from Account 4020-61004 to Account 4060-77000 to purchase and install a satellite dish to receive training broadcasts made by the Commission on Peace Officer Standards and Training. Carried unanimously. GENERAL PLAN TASK FORCE/RESOLUTION 1997-59 (08.20) Motion by Mr. Blanton, seconded by Mr. Hutchins, that Council adopt Resolution 1997-59 entitled, RESOLUTION OF THE TOWN OF LOS GATOS ESTABLISHING THE 30 MEMBER GENERAL PLAN TASK FORCE AS AN ADVISORY BODY TO THE TOWN COUNCIL AND REPEALING TOWN COUNCIL RESOLUTION 1997-39. Carried unanimously. OPERATING BUDGET FOR 1997-98/RESOLUTION 1997-60 (09.06) Motion by Mr. Blanton, seconded by Mr. Hutchins, that Council adopt Resolution 1997-60 entitled, RESOLUTION OF THE TOWN OF LOS GATOS APPROVING FISCAL YEAR1997- 98 OPERATING BUDGET. Carried unanimously. GANN APPROPRIATIONS LIMIT FOR 1997-98/RESOLUTION 1997-61 (10.06) Motion by Mr. Blanton, seconded by Mr. Hutchins, that Council adopt Resolution 1997-61 entitled, RESOLUTION OF THE TOWN OF LOS GATOS ESTABLISHING THE 1997-98 FISCAL YEAR APPROPRIATION LIMIT FOR THE TOWN OF LOS GATOS.
