05-21-01 8 Special Events Permit Los Gatos Celebrates the 4th of JulyCOUNCIL AGENDA REPORT DATE: May 17, 2001 TO: MAYOR AND TOWN COUNCIL FROM: TOWN MANAGER SUBJECT: FOURTH OF JULY COMMUNITY EVENT - STATUS REPORT MEETING DATE: 5/21/01 ITEM NO. &, RECOMMENDATION: Accept status report regarding Fourth ofJuly Community Event. BACKGROUND: In his 2001 State of the Town address, Mayor Pirzynski proposed an expanded Fourth of July celebration. At its March 27 meeting, the Council approved Town sponsorship of a Fourth ofJuly Community Event. Representatives from the Town, local businesses, the Los Gatos Chamber of Commerce, and the Recreation Department have fortned a committee to plan the event. DISCUSSION: The planning committee has adopted the slogan "What So Proudly We Hail...Los Gatos Celebrates the Fourth ofJuly." The following activities are planned: All -American Picnic & Games Strike Up The Band Happy Birthday, America Yankee Doodle Dancing 11 a.m. to 1:30 p.m. Patriot Plaza (Civic Center) 1:30 to 3:30 p.m. Liberty Lawn (High School) 3:30 p.m. Patriot Plaza 7:00 to 10:00 p.m. Patriot Plaza In addition, the Chamber's Beautification Committee is sponsoring a "Wave the Flag" campaign. Its goal is for every home and business in Town to wave the American flag on the Fourth ofJuly. The Chamber has agreed to transfer $6,000 of its funds previously allocated to Cultural Arts brochures to marketing the Fourth of July event. The Chamber states that it already has sufficient of the brochures in stock to meet expected demand. PREPARED BY: Debra J. These services include set-up and take- down of the stage and barricades, trash removal, police security, and use of the Civic Center. The Town will also incur hard costs for providing portable toilets, booths, and tables. The Town Manager's budget can cover these costs and any funding shortfalls which are not anticipated to exceed $10,000. All of the event partners are working hard to minimize costs by using donated labor and materials and obtaining in -kind service donations. ENVIRONMENTAL ASSESSMENT: The proposed event is not a project defined under CEQA, and no further action is required. Distribution: Fourth of July Planning Committee members RAF:JLM/ Town Council Minutes May 21, 2001 Redevelopment Agency Los Gatos, California COUNCIL COMMENTS Mr. Blanton reported that at the VTA meeting which he attended earlier in the evening, the VTA Policy Advisory Committee voted to approve the plan for the overhead crossing at Hamilton Avenue. Mr. Glickman representing the Trails and Bikeways Committee, noted the meeting in Cupertino which was relative to the proposed Union Pacific Rail to Trail project. Should this move forward, Los Gatos will be responsible for funding about a third of the trail. The total cost is currently estimated at nine million dollars. VTA will pay about 80% of the cost, and the Town would be responsible for about $600,000. That is the cost to just build the trail. Lithe decision is to purchase the property the cost will be between 40 and 50 million. Mr. Attaway spoke about the Congestion Management Council Policy Advisory Committee and the VTA Board's Budget and Finance Committee. Congestion Management have not raised their fees over the last ten years. At this time they want to double the fees. After discussion on how to raise fees the decision was made by the committee that 25% the first year, 25% the second year, 7% the third year, 7% the fourth year and 7% the last year. The presenters will take those figures to the board for approval. The Town's Pavement Management Fees which come from Congestion Management have been spent in a timely fashion by the Town. This was acknowledged at the VTA meeting, and the appropriate work will continue next year with our impressive street maintenance program. Mr. Pirzynski spoke of a meeting of Mayors and managers of the Santa Clara County Cities, and other neighboring counties' cities to improve regional government and specifically traffic issues. He made note of Los Gatos' position of the "back door" into the valley, and how all of the speculation that is going on is ignoring our Town's position. He noted his request for a meeting with the Mayor of Santa Cruz to discuss the impacts to both cities. The position that will be taken by Los Gatos is to link the light rail to the Hwy 101 corridor so as to reduce traffic impacts to Los Gatos. He also reported on the VTA meeting at Santa Clara City Hall to discuss the VTA 2020 plan which projects into the future and which incorporates the Vasona Light Rail proposal. Strategies must be used to keep moving that project forward, and Council and Town must continue to show strong interest in support of that project. Mrs. Decker noted that the bus from the south counties does not stop in Los Gatos but does stop in Campbell. Since there is tallc of expanding transportation could that item be discussed and could a bus stop be negotiated. Mr. Attaway representing Los Gatos and the Bay Area Quality Management District at the airport where the Secretary of Transportation, Norm Miineta, arrived. He gave a presentation, along with Willy Brown. MANAGER'S REPORT Ms Figone reported on the 46 of July celebration report and noted the flyers that the Chamber of Commerce has generated for the event. All of the partners for this event are working on fund raising, contributions and the town is supplying in -kind services. She spoke of a budget to assure a successful community celebration. Mr. Korb spoke about the Town's efforts to support the Bike to Work Day, and noted the employees that had participated in the program.
