First doing an RFP process to select service providers prior to beginning consideration the interim modifications to the facility is inappropriate. It will delay the timeline by at least 9 months and will create unnecessary additional work for the CHSSC, administration and council. The service provider space is to be used by multiple providers and, as our Los Gatos Thrives Foundation observed in multiple center tours, providers simply use the space available. The proposed process implies that space will be redesigned for providers even though multiple providers and purposes will be in play. Such needs will be best accommodated simply with furnishings, which will insure future flexibility for this interim solution. Thus the process recommended on Page 181 of step 3 and 7 should be done in parallel. This is the process recommended by the CHSSC, however that information is not included in this desk memo.
