MINUTES OF THE DEVELOPMENT REVIEW COMMITTEE MEETING
NOVEMBER 21, 2023
The Development Review Committee of the Town of Los Gatos conducted a regular meeting on
November 21, at 10:00 a.m.
ROLL CALL
Present: Joel Paulson, CDD Planning; Robert Gray, CDD Building; Corvell Sparks,
PPW Engineering; and Kenny Ip, SCCFD.
Absent: None.

VERBAL COMMUNICATIONS

CONSENT ITEMS
1. Approval of Minutes – October 24, 2023
MOTION: Motion by Robert Gray to approve the consent calendar. Seconded by
Corvell Sparks.
VOTE: Motion passed unanimously 4-0.
PUBLIC HEARINGS
2. 16212 Los Gatos Boulevard
Architecture and Site Application S-21-037
Requesting Approval for Construction of a New Two-Story Mixed-Use Commercial
Building and Site Work Requiring a Grading Permit on Property Zoned CH:PD. APNs:
523-06-010 and -011. A Negative Declaration was Prepared as a Part of the Planned
Development Approval and the Architecture and Site Application is Consistent with the
Findings of the Negative Declaration and Planned Development Ordinance.

The project planner presented the staff report.
Opened Public Comment.
Michael Dern, Applicant
They are remodeling an existing 3,151-square foot building and incorporating a
mezzanine within the existing roof area. A new 13,420-square foot mixed-use building is also
proposed, which would include offices above retail space on the first floor. They are aiming for
zero net energy and LEED Platinum Standards. They are considering using CLT floor plates and
trusses for faster and efficient construction.
Karina Thompson, Neighbor
They have two children. Concerned about pedestrian safety and the increase in traffic
on Shannon Road which is near Van Meter Elementary School.
Ryan Safty, Project Planner
The Applicant is required to make extensive traffic improvements, such as, the location
of the signal light and crosswalk in compliance with the Safe Routes to School Program. The
traffic impacts was reviewed extensively at the Town Council meeting when the Planned
Development was approved.

In order to address traffic concerns, we pulled the street trees back from the edge of the
sidewalk into the landscaping. A third lane of traffic was removed to prevent cars from making
a right turn while children are crossing. The crosswalk will be wider. All the signal lights will
simultaneously turn red. They are mindful of sightlines and kept the vegetation low.
Pedestrians can be seen on the sidewalk. No street trees or planter boxes will block the view.
Closed Public Comment.
MOTION: Motion by Robert Gray to approve with required findings and
recommended conditions of approval. Seconded by Corvell Sparks.
VOTE: Motion passed unanimously 4-0.
Appeal rights were recited.
