SUBJECT: Receive a Report on Traffic Management at the Shannon Road Repair (CIP
Project No 811-0008) Location (Between Diduca Way and Santa Rosa Drive)
and Provide Feedback
REMARKS
This Desk Item provides preliminary estimates of cost associated with the three strategies
outlined in the staff report. It also provides the current engineer’s estimate for implementation
of completed design for the full repair.
Strategy 1 – Maintain Existing One-Way Traffic Control
This option would retain the existing one-way traffic control, provide additional enhanced
signage, and provide outreach to drivers and residents about how the lights function. The
associated costs are as follows:
Fixed Costs
Initial implementation of one-way road closure: $33,800 (Prior Spending)
Additional safety signage: $1,000 (New Spending)
Additional outreach: $250 (New Spending)
Total Fixed Cost: $35,300
Monthly Costs for the Duration of the Closure
Monthly signal rental: $7,300
Monthly fuel cost for generators: $1,400
Total Monthly Cost (per Month): $8,700

Strategy 2 – Temporary Road Repairs
This option would construct temporary pavement repairs in the northern lane of Shannon
Road, which is the area that generated the need for the one-way closure. This would allow
Shannon Road to be reopened to two-way traffic until construction of the Shannon Road Repair
Project. The temporary road repair would not provide any benefit towards the ultimate road
repair project improvements and it would require the full closure of Shannon Road during the
period of construction.
Estimated Cost to Repair Shannon Road Pavement: $150,000 - $200,000
Outreach: $250
Implementation of Traffic Control Plan: $12,500
Total Cost: $162,750 – $212,750
Strategy 3 – Full Closure of Shannon Road
This option would close Shannon Road between Santa Rosa Drive and Diduca Way from
December 2023 through construction of the repair.
Outreach: $750
Implementation of Traffic Control Plan: $40,000
Total Cost: $40,270
FISCAL IMPACT:
Each strategy will require expenditure of capital funds. The staff report reported an incorrect
current balance in the project budget as $3,748,617. The current budget balance is $4,184,770
as demonstrated in the fiscal table below. The $224,270 balance would be available to
implement the traffic control strategies outlined above. If construction bids exceed the
engineer’s estimate then additional funding may be needed for the permanent repair and this
would be addressed at award of the construction bid.
