RECOMMENDATION: Preliminary review of a proposal for exterior alterations and construction of a new second-story addition to an existing pre-1941 single-family residence located at 46 Los Gatos Boulevard. Yes BACKGROUND: The County Assessor indicates that the residence located at 46 Los Gatos Boulevard was constructed in 1989 and the 1991 Bloomfield Survey estimates the construction date as the 1880’s (Attachment 1). This rating suggests that very few modifications have been made to the residence over time, which is reflected in the brief permit history contained in the Town’s records. There was earthquake repair, including foundation, windows, and interior walls, at the main residence in 1989 and 1991. Additionally, the Sanborn Fire Insurance Maps show that the footprint of the residence remained consistent between 1981 and 1956 (Attachment 2). The applicant proposes to construct second story addition to the rear of the residence, an addition of an elevator on the eastern elevation and a proposed recessed second story deck at the rear elevation (Attachment 6). DISCUSSION: The property is located southeast side of Los Gatos Boulevard, between Loma Alta Avenue and Johnson Avenue. The applicant is requesting a preliminary review by the Committee for the construction of a second story addition to the rear an existing two-story Victorian-style residence, an addition of an elevator on the eastern elevation and a proposed recessed second story deck at the rear elevation (Attachment 6). The applicant is also requesting feedback on an accessible ramp on the western elevation. The development plans show that the front façade of the residence would remain. The proposed second story addition would be located at the eastern, southern, and western elevations, primarily at the side and rear of the existing residence. Existing second story attic space would be removed and replaced with the proposed new large second story gable ended addition, expanded over the existing one-story roofline (Attachment6). The second story addition would accommodate a proposed accessible bedroom suite, which proposes a two- story elevator located on the eastern elevation with a hipped roof. The applicant also proposes a new second story deck set into the existing first floor with a decorative spindle work top rail. The proposed composition roofing, wood trim, wood dentils and wood extended brackets would match the existing residences materials and details. The ten-inch horizontal wood siding and two-to-three-inch vertical wood siding would match the existing exterior materials. The second story proposes new windows, bay windows under new gabled roofs, new skylights, and new French sliders doors located at the second story inset deck. The preliminary application does not include material details on these proposed elements. Exterior changes at the ground floor include new sliding doors and sliding windows at the rear elevation. A Stick style of Victorian homes has identifying features such as a steeply pitched gabled roof, cross gables, and gables showing decorative trusses at their apex. Other features include overhanging eaves with often exposed rafter ends, wooden wall cladding of either shingles or boards, patterns of horizontal, vertical, or diagonal boards raised from the wall surface to interrupt the field wall cladding and provide emphasis, and porches as described in the book, A Field Guide to American Homes by Virginia McAlester. The Committee should consider the Sections 3.9 of the Town’s Residential Design Guidelines which provides recommendations for construction of additions to existing residences (Attachment 5). Including but not limited to the following recommendations: • The existing built forms, components and materials should be reinforced. Heights and proportions of additions and alterations should be consistent with and continue the original architectural style and design. • Additions should be subordinate, and compatible in scale and proportion to the historically significant portions of the existing structure. • When an addition or remodel requires the use of newly constructed exterior elements, they should be identical in size, dimension, shape, and location as the original, and should utilize the same materials as the existing protected exterior elements. As part of this preliminary review the applicant has not provided a full demolition plan but has indicated that the proposed project will fall below Town’s demolition thresholds for historic residences. A demolition plan will be provided the applicant once a formal application is made. CONSIDERATIONS: A. Considerations Sec. 29.80.290. Standards for review. In evaluating applications, the deciding body shall consider the architectural style, design, arrangement, texture, materials and color, and any other pertinent factors. Applications shall not be granted unless: For pre-1941 structures, the proposed work will neither adversely affect the exterior architectural characteristics or other features of the property which is the subject of the application. B. Residential Design Guidelines Sections 3.9 of the Town’s Residential Design Guidelines offers recommendations for construction of additions to existing residences (Attachment 5). The intent is to create an accessible home for the owners with a view of the mountains, so they may comfortably and safely use their home for many years to come. The existing stair in the home is steep, so we are proposing adding an elevator inside the home, to access the second floor, should the stairs become too difficult to manage at some future date. The new bathroom is designed to accommodate a 5’ turn-around for a wheelchair in both the shower area and the water closet, and all doorways are sized to allow for wheelchair use. The addition located at the rear of the house, allows for an accessible suite, with minimal interruption to the existing floor plans of the house. The space for a connecting hallway at the second floor is taken from an existing bedroom, only reducing the length of the room, without disrupting its existing characteristics. The proposed bedroom is located in what is now a large attic space above the kitchen, at the rear of the house. There is a small roof deck outside the new bedroom, which is set down into the existing roof line, minimizing its view from or to side neighbors. This home, although originally built in 1881, has had an addition of an in-laws quarters and bath, and later an extensive addition and remodel in 1991, filling in the entire left side of the building, in front and behind the in-law’s quarters, on the first floor. The existing kitchen design is not original to the house, and this is the main area that would be affected internally, to accommodate structure at the rear wall line, to support ATTACHMENT 3 the new space above. The kitchen’s exterior wall, is the rear wall of the house, and this wall would be affected by the addition above. A new window and door would replace the existing, depending on the location of new structure, which is still to be determined. It is our intent to match all exterior materials used in the proposed addition to the existing materials and colors. The exterior walls are clad in 10” horizontal wood siding, as well as 2-3” vertical wood siding. The dental detail is to follow around the building, and windows and doors shall receive the same trim application as the existing windows. Matching brackets at the eaves will be used similarly at the corners of the building, to the existing. The front of the house is the main historic area as retains most of its original elevation. Some elements that have changed through the years on this front elevation are the porch columns, porch balusters, and rails. The windows have been replaced and only slight changes can be seen in the style from the original. The chimney near the front has been added. The wrap-around veranda at the back of the house received new rails and balusters at the steps, that match the newer front porch. The rear of the house is simple with not much presence from the yard. The owners would like the character of the house to show on this elevation as well, so the detailing intends to match the elements from the front and sides of the house. The project minimizes windows to the side yards, to be thoughtful of the neighbors. The rear yard is sizable, and is in line with a connecting alley. If it works with the budget, I would like to explore an accessible ramp, to access the side of the veranda from the side yard, but this is not a priority at this time. The rails and steps at the rear elevation of the veranda will remain. The posts will remain or be matched in style should a post need to change for structural reasons. 06 08 2023 Historical Report: 46 Los GAtos Blvd (formerly 46 San JOse Road) 532-29-016 The “Hunter House” at the present day 46 Los Gatos Blvd, was built in 1881 according to the 1941 Tax Assessment Survey. In 1941 it was said to have an age of 60 years (1881) and a remodeled age of 48 years (1893). Other sources list the house as being built in 1888-90 and 1898. The house was originally built for Emily and Thomas Hunter, on what was then called San Jose Road, around the time of the Town of Los Gatos’s incorporation. The house faced Peter Johnson’s farmhouse. The house was the first on its end of the block with its parcel stretching to Johnson Avenue, as shown on the February 1891 Sanborn Insurance Map pictured below. The house is circled in red. It was located between Johnson Ave and what was then called Market, which is now called Loma Alta Avenue. ATTACHMENT 4 Phone records for the Town in 1895-1896 indicate that Mrs. Emily Hunter was a resident of the Los Gatos Hotel, and that Thomas Hunter was a resident of a home on the corner of Bachman and Tait. Per the phone records, it seems the Hunter’s had moved out of the house. After which a man named Noble moved in. In the 1890’s when Dora Rankin came to Los Gatos, she recalls a local real estate man named Noble lived in the house. Dr. Chamberlain MD purchased the house from Noble. He and his daughter, Winnie Chamberlain who taught art at Los Gatos High School, lived there for many years. After her death, her brother Cecil Chamberlain and his wife lived in the house before moving to Santa Cruz. Local History: Before the coming of the Spaniards, Central California had the densest native american population anywhere north of Mexico. Over 10,000 people lived in the coastal area between Point Sur and the San Francisco Bay. These people belonged to about 40 different groups, speaking 8-12 different languages, and the average size of each tribelet was about 250 people, according to Malcomn Margolin in The Ohlone Way . The Puichun, Quiroste and Thamien tribelets were in the area of the south bay and Santa Cruz mountains, surrounding what is now Los Gatos. The Spanish sometimes referred to them as Costenos, people of the coast. Later settlers mispronounced it as Costanos, and finally morphed into Costanoan. It was never adopted by the native americans themselves, and the word Ohlone, which may be a MiWuk word to mean ‘western people’, was instead used to broadly describe the many tribelets of peoples who once inhabited these lands. Per the book Generations by Peggy Convey published in 2007, the Forbes Mill was the first building built in town, in 1853. It started producing its Santa Rosa Brand flour in 1855 and after changing hands to Rogers in 1866, went on to produce flour until 1887. Soon after the Forbes Mill was built, Jonathan Parr came to town and purchased 2000+ acres of the original Rancho Rinconada de Los Gatos. Several churches were built in the 1880’s, including the Presbyterian church on Church Street (right down the road from 46 Los Gatos Blvd) where the current home-owner’s architect, Michelle Kusanovich, now has her practice. Also of interest, around the time of this home’s construction, Josephine McCrackin’s literary salon in the Santa Cruz In 1941 the property was owned by W.E. Chamberlin. It is part of the Johnsons Addition and is listed as having pine floors, painted pine interior trim, redwood exterior walls, and painted, ornamental, wood trim, and is of medium quality and in good condition. The Bellringers II list, of 1987, indicates that Dr. Aldon Hilton and Callie Brophy were owners of 46 Los Gatos Blvd, and says the house was originally built in 1881. However, there is a bellringer certificate made out to Callie Brophy and Dr. Alton Brophy, with a strike-through on Brophy, as well as the address listed as 49 Los Gatos Blvd, instead of 46 Los Gatos Blvd. 97 Los Gatos Blvd was the Johnson farmhouse, so there may have been some confusion at the time of the signing of this certificate (pictured below.) 46 Los Gatos Blvd. is not on the Home Tours list, nor in the Patron’s Inquiries binder, nor in the Historic Property Research Collection in the Town of Los Gatos history room references. However, it is in the Los Gatos Historic Resources Inventory of June 1991. It is listed as a Stick/Eastlake style home, and dated as 1886-90 ‘per Sanborn Map’ as it states in the inventory. It was considered a Bungalow with porch, or a B-style porch ‘on rear of lot’. In 1881, the Hunter House was built in the Stick Victorian style. Per A Field Guide to American Homes by McAlester, A Stick style of Victorian homes has identifying features such as a steeply pitched gabled roof, cross gables, and gables showing decorative trusses at their apex. Other features include overhanging eaves with often exposed rafter ends, wooden wall cladding of either shingles or boards, patterns of horizontal, vertical or diagonal boards raised from the wall surface to interrupt the field wall cladding and provide emphasis, and porches. The home was originally a two story Victorian, with a relatively stacked floor plan with a one story portion at the rear of the house. The single story portion comprised a kitchen and storage rooms, and one family room slightly bumping out at the middle of the left side of the house. In the photo above, you will notice the fireplace stove pipe running up the right side of the building with no masonry chimney. Also, the porch posts are tapered and square in a more bungalow arts and crafts style. Relatively soon after the original build of the house in 1881, according to the 1941 tax assessment survey, a remodel was done to the house in 1889. It is unknown what work was a part of this remodel. It could have been part of the one story addition, or to possibly enlarge it from what was then a family room to adding an extra bedroom downstairs, labeled “in-law quarters” and “bath” on the 1991 Gary Schloh plan second photo below. In 1991-1992, local architect Gary E. Schloh created a one story addition to the Hunter House, at that time known as the Hilton-Brophy Residence, comprising a bed/bath suite, laundry, pantry and guest bath along the left side of the building, to the front and back of the existing “in-law’s quarters and bath”. He also designed the addition of a double height squared bay along the left side of the building, just beyond the trees on the right in the image below, to match the original rectangular bay that sits prominently on an angle at the front corner of the building, facing west. (pictured below) A masonry chimney was built (but only to the roof line) and the porch columns were replaced with circular and more slender posts. The curving wood rail and newels were added at the front entry steps and the rear wrapping Veranda was built to match. A window replacement is obvious at the front living and upper bedroom window due to the change in divided lites and fixed to sash windows. The other windows have been replaced for energy efficiency purposes, but following the undivided lite, double sash style of window. The existing floor plan of 1991 below, before the Schloh design, is rotated 90 degrees from the site plan following below. A few infill areas around the perimeter of the kitchen at the back of the house were added and the kitchen was remodeled and expanded within the overall footprint of the building. The back covered porch appears to have been added at this time. The railing, posts and newel posts were built to match the updated front entry detailing. The “original footprint” indicated in the drawing above shows how the footprint existed at the time of the 1991 design. The Victorain at 46 Los Gatos Blvd also features an asymmetrical facade with a corner bay window stacked at each of the two levels. According to Los Gatos Observed by Alastair Dallas, this building also features late-Italianate details such as a porch roof, tall windows, and prominent cornices. When Alastair wrote his book in 1999, he also mentioned a small tin sign that hung from the gate, reading “Attention: Chien Bizarre”, which the then current owners had purchased from a shop in Paris. The French blue Victorian was later painted a sunny yellow while maintaining the bright white trim. At some point after 2012 and before 2011, the chimney was extended above the roofline and sheathed in a multicolored earth-tone stone veneer. (pictured below, right) The current owners, Mrs. Kathleen Magid is a corporate consulting executive in Communications, Marketing, Community Relations, and Patient Advocacy for bay area biotechnology companies and Dr. Morgan Magid is a dermatologist and Mohs surgeon. Mr. and Mrs. Magid have owned the home since 2011. Their home is painted a soft but sunny yellow and is pictured below with a Ukrainian flag mounted at the porch, in solidarity with the people of Ukraine during the 2022 Russian invasion and escalation of the Russo-Ukrainian War, which began in 2014. 2023 photos 2023 photos This Page Intentionally Left Blank Residential Design Guidelines 33 Town of Los Gatos BUILDING DESIGN3 3.8.3 Use traditional detailing •Treat openings in walls as though they were constructed of the traditional material for the style. For example, be sure to provide substantial wall space above arches in stucco and stone walls. Traditionally, wall space above the arch would have been necessary to structurally span the opening, and to make the space too small is inconsistent with the archi- tectural style. •Openings in walls faced with stone, real or synthetic, should have defined lintels above the opening except in Mission or Spanish Eclectic styles. Lintels may be stone, brick or wood as suits the style of the house. •Treat synthetic materials as though they were authentic. For example, select synthetic stone patterns that place the individual stones in a horizontal plane as they would have been in a load bearing masonry wall. •Select roof materials that are consistent with the traditional architectural style (e.g., avoid concrete roof tiles on a Crafts- man Style house.) 3.8.4 Materials changes •Make materials and color changes at inside corners rather than outside corners to avoid a pasted on look. 3.9 ADDITIONS/ACCESSORY BUILDINGS/SECONDARY UNITS •Site additions in the least conspicuous place. In many cases this is a rear or side elevation - only rarely is it a rooftop. •The existing built forms, components and materials should be reinforced. Heights and proportions of additions and alterations should be consistent with and continue the original architectural style and design. •Additions should be subordinate, and compatible in scale and proportion to the historically significant portions of the existing structure. •When an addition or remodel requires the use of newly constructed exterior elements, they should be identical in size, dimension, shape and location as the original, and Use stone or wood lintels over openings in stone walls Additions, accessory buildings and secondary units should match the form, architectural style, and details of the original house ATTACHMENT 5 Residential Design Guidelines34 Town of Los Gatos BUILDING DESIGN3 should utilize the same materials as the existing protected exterior elements. • When an addition necessitates the removal of architectural materials, such as siding, windows, doors, and decorative elements, they should be carefully removed and reused in the addition where possible. • The introduction of window and door openings not char- acteristic in proportion, scale, or style with the original architecture is strongly discouraged (e.g., sliding windows or doors in a structure characterized by double hung windows and swinging doors). • The character of any addition or alteration should be in keeping with and subordinate to the integrity of the original structure. • The amount of foundation exposed on the addition should match that of the original building. • Do not add roof top additions where the roof is of historic significance. • Second floor additions are discouraged in neighborhoods with largely one story homes. If horizontal expansion of the house is not possible, consider incorporating a second floor addition within the roof form as shown in the example to the left. • Second floor additions which are not embedded within the roof form should be located to the rear of the structure. • The height and proportion of an addition or a second story should not dominate the original structure. • Deck additions should be placed to the rear of the struc- ture only, and should be subordinate in terms of scale and detailing. • New outbuildings, such as garages, should be clearly subor- dinate to the main structure in massing, and should utilize forms, materials and details which are similar to the main structure. • Garages should generally be located to the rear of the lot behind the rear wall of the residence. One car wide access driveways should be utilized.
