SUBJECT: Authorize the Town Manager to Execute an Agreement with Los Gatos
Saratoga Community Education and Recreation for Senior Services in the
Amount of $225,000
RECOMMENDATION:
Authorize the Town Manager to execute an agreement (Attachment 1) with Los Gatos Saratoga
Community Education and Recreation (LGSR) for senior services in the amount of $225,000.
BACKGROUND:
In January 2023, the Los Gatos Town Council endorsed a Senior Services Roadmap (Roadmap)
prepared by an interdisciplinary Senior Services Committee appointed by the Town Council.
Over 17 months in the making, the Committee did extensive research, stakeholder outreach,
and analysis to identify short-, medium-, and long-term action items to address housing,
transportation, engagement, senior services, volunteer opportunities, and other needs of the
growing Los Gatos senior population. The Town Council has directed pertinent existing Town
Commissions to incorporate the year-one items into their respective work plans, with the
Community Health and Senior Services Commission (CHSSC) driving the majority of the
Roadmap implementation.
As the guidelines for the use of ARPA funds evolved, the Town has subsequently used the
“simplified” approach by allocating ARPA funding to qualifying expenditures specifically to
cover Police staffing costs. This has subsequently freed other General Fund dollars for Council
priorities. For auditing and other purposes, staff is tracking these General Fund dollars to
ensure that grant recipients provide appropriate documentation for the use of the funds. The
unallocated proceeds are in the Council Priorities-Economic Recovery Reserve.
In February 2023, the Town Council allocated $225,000 from the unallocated reserve to LGSR to
provide senior services for one year. On March 7, 2023, the Town Council asked the CHSSC to
determine the essential senior services to be provided for this amount.

DISCUSSION:
The CHSSC began discussions of essential senior services at its March 2023 meeting after
receiving documentation, including LGSR’s March 2, 2023 recommendations for 55+
Programming (Attachment 2), January 2023 through March 2023 copies of The Print, LGSR’s
ARPA Reports for 2022, Attachment F to the Lease Agreement for 208 East Main Street, and
other materials.
At its April meeting, the CHSSC appointed Vice Chair Yick and Commissioner Rossman to take
the lead on preparing draft recommendations for consideration by the full Commission. At its
May meeting, the CHSSC unanimously approved the subcommittee’s recommendations
(Attachment 3), which concluded that LGSR is providing programs that are “popular, relevant,
and deemed important as evidenced by the record number of members and group activities. It
is not possible for the CHSSC to either identify which specific activities are essential.” The
CHSSC stated that given the expertise of the LGSR staff that the organization was in the best
position to continue to provide programming that met the needs of the 55+ population.
In consideration of the subcommittee’s recommendation, the CHSSC also discussed some of the
responses to the questions posed by Chair Blum (Attachment 4). These questions were
intended to identify ways to heal the relationship between the Town and LGSR. The CHSSC
requested that the Town Council receive these responses as well.
The Commission is also supportive of the Town Council considering additional funding to
support LGSR bringing on a case manager to assist seniors with their unique needs. A funding
proposal will be considered for final approval by the County Board of Supervisors on June 15,
2023 to allocate $125,000 to the Town of Los Gatos to support Adult Day Services and/or case
management for adults aged 60 years and older.
Based on the recommendation of the CHSSC, staff has prepared a draft agreement (Attachment
1) with LGSR to provide senior services for next fiscal year in the amount of $225,00 based on
the scope contained in its March 2023 communication to the Town (Attachment 2).
CONCLUSION:
Staff is recommending that the Town Council authorize the Town Manager to execute an
agreement (Attachment 1) with Los Gatos Saratoga Community Education and Recreation
(LGSR) for senior services in the amount of $225,000.

The preparation of this report was coordinated with the Finance Director, Library Director, and
the Town Attorney.

FISCAL IMPACT:
The Fiscal Year 2023/24 Budget includes the Town Council’s February 2023 action to allocate
$225,000 of replacement ARPA proceeds to LGSR for the provision of senior services.
ENVIRONMENTAL ASSESSMENT:
This is not a project defined under CEQA, and no further action is required.
