Main Street Los Gatos, CA 95030 ● (408) 354-6832 www.losgatosca.gov TOWN OF LOS GATOS COUNCIL AGENDA REPORT MEETING DATE: 6/6/2023 ITEM NO: 10 DATE: May 31, 2023 TO: Mayor and Town Council FROM: Laurel Prevetti, Town Manager SUBJECT: Authorize the Town Manager to Execute a Grant Agreement with KCAT for “The Producers” 55+ Volunteer Program for $100,000 and Authorize an Expenditure Budget Adjustment of $100,000 from the Available General Fund in the Council Priorities-Economic Recovery Reserve RECOMMENDATION: Authorize the Town Manager to execute a grant agreement with KCAT for “The Producers” 55+ volunteer program for $100,000 and authorize an expenditure budget adjustment of $100,000 from the available General Fund in the Council Priorities-Economic Recovery Reserve. BACKGROUND: On September 7, 2021, the Town Council approved allocating $100,000 of American Rescue Plan Act (ARPA) funding to KCAT to develop a community of 55+ volunteers who would help create and run local public access TV and internet radio. The program was designed to help ease senior isolation through increased senior engagement. As the guidelines for the use of ARPA funds evolved, the Town has subsequently used the “simplified” approach by allocating ARPA funding to qualifying expenditures specifically to cover Police staffing costs. This has subsequently freed other General Fund dollars for Council priorities. For auditing and other purposes, staff is tracking these General Fund dollars to ensure that grant recipients provide appropriate documentation for the use of the funds. The unallocated proceeds are in the Council Priorities-Economic Recovery Reserve. PAGE 2 OF 2 SUBJECT: Agreement with KCAT and Expenditure Budget Adjustment of $100,000 DATE: May 31, 2023 DISCUSSION: On February 21, 2023, the Town Council directed staff to allocate $100,000 from the unallocated proceeds to KCAT for to continue 55+ programing for one year. Staff is bringing forward a new agreement for this additional funding. KCAT is requesting funding in fiscal year 2022/23 which requires a budget expenditure adjustment. CONCLUSION: Authorize the Town Manager to execute a grant agreement with KCAT for “The Producers” 55+ volunteer program for $100,000. FISCAL IMPACT: There is sufficient funding in the Council Priorities-Economic Recovery Reserve to cover the proposed grant and its budget expenditure adjustment. ENVIRONMENTAL ASSESSMENT: This is not a project defined under CEQA, and no further action is required. Attachment: 1.
