Main Street Los Gatos, CA 95030 ● (408) 354-6832 www.losgatosca.gov TOWN OF LOS GATOS COUNCIL AGENDA REPORT MEETING DATE: 10/04/2022 ITEM NO: 7 DATE: September 26, 2022 TO: Mayor and Town Council FROM: Laurel Prevetti, Town Manager SUBJECT: Adopt a Resolution Amending the Enabling Resolution of the Senior Service Committee and Rescind Resolution 2021-035 RECOMMENDATION: Adopt a resolution amending the Enabling Resolution of the Senior Service Committee and rescind Resolution 2021-035. BACKGROUND: On March 2, 2021, the Town Council held a joint session with the Community Health and Senior Service Commission (CHSSC) to hear the Commission’s goals for the coming year. The Council indicated its strong interest in the work of the Commission in light of the inclusion of senior services as a new Council Strategic Priority for FY 2021-2023. Councilmembers requested that the Commission review the current senior service provision in Town and help identify any gaps that exist in senior services. On June 15, 2021, the Town Council received the Community Health and Senior Service Commission’s (CHSSC) assessment report on senior service provision in Los Gatos. At the conclusion of the discussion, Council provided direction to staff to return to Council with recommendations for establishing a Senior Service Committee. On August 3, 2021, the Town Council adopted a Resolution 2021-035 establishing a Senior Service Committee (Attachment 1). While Council’s original motion included the entirety of the CHSSC, staff at the time recommended two members from the Commission, the Chair and the Youth Commissioner. PAGE 2 OF 2 SUBJECT: Senior Service Committee Resolution Amendments DATE: September 26, 2022 DISCUSSION: On September 20, 2022, the Town Council received a staff report (Attachment 2) seeking additional clarity regarding the roles and responsibilities of the Senior Service Committee and the Community Health and Senior Service Commission. The staff report provided several options for updated governance structures and at the conclusion of the item the Town Council adopted Option 2. Option 2 provides that all members of the CHSSC be included as Committee members on the Senior Service Committee as originally envisioned. An amendment to the motion also directed that when the Committee has completed their roadmap report the Council will reevaluate the structure again. In addition, staff is taking this opportunity to make an administrative update and delete individual names referenced for organizations in the event individuals change while the Committee is still in existence. Attachment 3 provides redline amendments to the Senior Service Committee enabling Resolution reflecting the Council action. CONCLUSION: Adopt amendments to the Enabling Resolution of the Senior Service Committee and rescind Resolution 2021-035. COORDINATION: This staff report was coordinated with the Town Manager, Town Clerk and Town Attorney. FISCAL IMPACT: None.
