Minutes of the Town Council Special Meeting
June 20, 2022
The Town Council of the Town of Los Gatos conducted a special meeting utilizing
teleconference and electronic means consistent with Government Code Section 54953, as
Amended by Assembly Bill 361, in response to the state of emergency relating to COVID-19 and
enabling teleconferencing accommodations by suspending or waiving specified provisions in
the Ralph M. Brown Act (Government Code § 54950 et seq.) and Town of Los Gatos Resolution
2021-044 on Monday, June 20, 2022, at 7:00 p.m.
MEETING CALLED TO ORDER AT 7:00 P.M.
ROLL CALL
Present: Mayor Rob Rennie, Vice Mayor Maria Ristow, Council Member Mary Badame, Council
Member Matthew Hudes, Council Member Marico Sayoc (all participating remotely).

PUBLIC HEARINGS
1. Conduct a Public Hearing, Review the Planning Commission Recommendations, Determine
Any Additional Modifications, Adopt the Draft 2040 General Plan, and Certify the Final
Environmental Impact Report.

MOTION: Motion by Vice Mayor Ristow to approve the proposed changes from the Planning
Commission and Town Staff and outside agencies for the introduction and items 1-8
as contained in Attachment 7 with the following changes:
• Direct staff to bring back proposed language for the Vision Statement that
acknowledges a mix of businesses.
• Direct staff to bring back proposed language for the Community Vitality Guiding
Principle that highlights our unique and historic downtown.

• Ensure the proposed revision regarding bike classes allowed on Shannon Road
from Los Gatos Blvd. to Cherry Blossom Ln. from “Proposed Class I” to “Proposed
Class II” is correct.
AMENDMENT: Amend a sentence in the introduction from “Council is the
political body” to “Council is the elected body”. Seconded by Council Member
Sayoc.
VOTE: Motion passed unanimously.
MOTION: Motion by Vice Mayor Ristow to direct the Town’s external JEDI consultant to
review Chapter 2 Racial, Social, and Environmental Justice Element of the Draft 2040
General Plan and Planning Commission recommendations 9-14 and 42 in
Attachment 7, and bring any proposed changes to the Council on June 30, 2022.
AMENDMENT: Direct the Town’s external JEDI consultant to review all of Chapter 2,
Chapter 12 Glossary, and any supporting material related to the Justice, Equity,
Diversity, and Inclusion aspects of the Draft General Plan. Seconded by Council
Member Hudes.
VOTE: Motion passed unanimously.
MOTION: Motion by Council Member Badame to approve Planning Commission
Recommendations 15-17 as contained in Attachment 7. Seconded by Vice Mayor
Ristow.
VOTE: Motion passed unanimously.
MOTION: Motion by Mayor Rennie to approve the Planning Commission recommendations
18-22 as contained in Attachment 7. Seconded by Vice Mayor Ristow.
VOTE: Motion passed unanimously.

recommendations 26-38 and direct staff to bring revised verbiage of item 39 to the
meeting on June 30, 2022. Seconded by Mayor Rennie.

MOTION: Motion by Mayor Rennie to approve Planning Commission recommendations 40
and 41 as contained in Attachment 7. Seconded by Vice Mayor Ristow.
VOTE: Motion passed unanimously.

MOTION: Motion by Mayor Rennie to direct staff bring back proposed language for Council
consideration for MOB 11.3 to allow for improvements of Highway 17. Seconded by
Council Member Hudes.

MOTION: Motion by Mayor Rennie to direct staff to bring back proposed language for Council
consideration for ENV-10.1 to reduce packaging and microplastics. Seconded by
Council Member Badame.
VOTE: Motion passed unanimously.
MOTION: Motion by Mayor Rennie to on page 8-33 under item NN, revise the phrase
“installation of rooftop solar” to “installation of rooftop solar and storage.”
Seconded by Vice Mayor Ristow.

MOTION: Motion by Mayor Rennie to approve the Planning Commission recommendations
item 43 through 45 as contained in Attachment 7. Seconded by Vice Mayor Ristow.

MOTION: Motion by Council Member Badame to replace the terms “missing middle housing”
with the phrase “small multi-unit housing” in the Land Use Element section of the
2040 Draft General Plan. Seconded by Council Member Hudes.
VOTE: Motion passed unanimously.
MOTION: Motion by Mayor Rennie to direct staff to bring implications of reverting the Low
Density Residential (LDR) to the previous density range and propose a Low Medium
Density designation (0-10 units per acre) to be used in the Community Place Districts
for Council consideration on June 30, 2022. Seconded by Vice Mayor Ristow.
VOTE: Motion passed unanimously.
MOTION: Motion by Council Member Hudes to rename Community Place Districts to
Community Growth Districts. Seconded by Council Member Badame.
VOTE: Motion passed unanimously.
MOTION: Motion by Council Member Badame to remove LU-1.3 and LU-3.5. Seconded by
Council Member Hudes.
VOTE: Motion fails 2/3. Mayor Rennie, Vice Mayor Ristow, and Council Member Sayoc
voting no.
MOTION: Motion by Council Member Hudes to remove LU-1.3. Seconded by Council
Member Badame.
VOTE: Motion passed 3/2. Vice Mayor Ristow and Council Member Sayoc voting no.
MOTION: Motion by Council Member Badame to rewrite LU-5 as a goal incorporating Land
Use Goal #1 in the existing 2020 General Plan and direct staff to bring back proposed
verbiage for Council consideration on June 30, 2022. Seconded by Vice Mayor
Ristow.

as contained in Attachment 7. Seconded by Council Member Sayoc.
VOTE: Motion passed 3/2. Council Members Badame and Hudes voting no.
MOTION: Motion by Council Member Sayoc to approve Planning Commission
recommendations 47-52, exclusive of 51, as contained in Attachment 7.
AMENDMENT: Replace the word “and” with “or” in recommendation 49 contained
in Attachment 7. Seconded by Vice Mayor Ristow.
VOTE: Motion passed unanimously.
MOTION: Motion by Council Member Badame to approve Planning Commission
recommendation 51 as contained in Attachment 7. Seconded by Council Member
Hudes.
VOTE: Motion passed 3-1-1. Vice Mayor Ristow voting no, Council Member Sayoc
abstaining.
MOTION: Motion by Council Member Hudes to revise the total capacity to be the Regional
Housing Needs Allocation (RHNA) of 1,993 units plus a 15% buffer, and revisit the
numbers when more information is obtained from the State understanding the
number of units may need to be adjusted. Seconded by Council Member Badame.
VOTE: Motion fails 2/3. Mayor Rennie, Vice Mayor Ristow, and Council Member Sayoc
voting no.
MOTION: Motion by Vice Mayor Ristow to continue this item to a date certain of June 30,
2022. Seconded by Council Member Sayoc.
VOTE: Motion passed unanimously.
