SUBJECT: Discuss and Provide Direction Regarding Fiscal Analysis of the Draft 2040
General Plan.
RECOMMENDATION:
Discuss and provide direction regarding fiscal analysis of the Draft 2040 General Plan.
BACKGROUND:
At the January 25, 2022 Town Council Strategic Priorities meeting, two Council Members
requested an agenda item to discuss and provide direction regarding fiscal analysis for the Draft
2040 General Plan.
DISCUSSION:
In response to the request for a discussion of fiscal analysis for the Draft 2040 General Plan,
Town staff asked Applied Development Economics to prepare a memo describing the different
fiscal analysis options available for consideration with a General Plan update, including a
summary of the analysis already completed during the development of the Draft 2040 General
Plan. The resulting memo is included as Attachment 1.
This agenda item provides an opportunity for the Council to review the information provided in
Attachment 1 and discuss if further information is needed.
Given the continued interest in this topic, staff plans to recommend an additional
implementation program for the Draft 2040 General Plan to review fiscal impacts related to the
Land Use Element every five years.

CONCLUSION:
The fiscal analysis that was included in the December 2019 Land Use Alternatives Report is
standard practice for a General Plan update process for a municipality where future
development will predominately be infill development.
Staff looks forward to Town Council discussion regarding fiscal analysis of the Draft 2040
General Plan.
Per State law, the Town Council cannot act on the draft General Plan until environmental
review is completed and until the Town Council receives a recommendation from its Planning
Commission.
NEXT STEPS:
The next steps in the General Plan update process include:
• Planning Commission meeting to discuss and make a recommendation on the Draft
2040 General Plan and Final Environmental Impact Report (EIR) via teleconference at
7:00 p.m. on Wednesday, April 13, 2022.
• Town Council consideration of the Draft 2040 General Plan and Final EIR, following a
recommendation from the Planning Commission.
COORDINATION:
This report has been coordinated with the Town Manager’s Office and Town Attorney’s Office.
ENVIRONMENTAL ASSESSMENT:
A Draft EIR analyzed the Draft 2040 General Plan as required. Preparation of a Final EIR has
been completed and provided for consideration by the Planning Commission and Town Council
along with the Draft 2040 General Plan.
