But it is also fair to say that these rules have been well known and documented by HCD for at least 18 months. The January 31, 2023 statutory deadline was well known and should not have been a surprise to the Staff. Is it the Town’s current forecast that the Town will not meet the January 31, 2023 deadline? I am not aware of the Town officially stating this. It would be helpful if Staff clarified this point for the residents. If that is indeed the case, has the Staff prepared an updated timeline which shows the remaining work required and HCD review cycles that must be completed prior to the Town Council adopting a compliant Housing Element? Specifically, will the Town be able to meet the next deadline of May 31, 2023? Is this also in jeopardy? Thank you for clarifying these point for the Town’s residents.
