Main Street Los Gatos, CA 95030 ● 408-354-6832 www.losgatosca.gov TOWN OF LOS GATOS HOUSING ELEMENT ADVISORY BOARD REPORT MINUTES OF THE HOUSING ELEMENT ADVISORY BOARD AUGUST 18, 2022 The Housing Element Advisory Board of the Town of Los Gatos conducted a Regular Meeting on August 18, 2022, at 7:00 p.m., via teleconference. This meeting was conducted utilizing teleconferencing and electronic means consistent with Government Code Section 54953, as Amended by Assembly Bill 361, in response to the state of emergency relating to COVID-19 and enabling teleconferencing accommodations by suspending or waiving specified provisions in the Ralph M. Brown Act (Government Code § 54950 et seq.). Consistent with AB 361 and Town of Los Gatos Resolution 2021 -044 this meeting was not physically open to the public and the Advisory Board Members were teleconferencing from remote locations. Members of the public were able to participate in the meeting by joining the Zoom webinar (log in information provided below). MEETING CALLED TO ORDER AT 7:00 P.M. ROLL CALL Present: Chair Melanie Hanssen; Vice Chair Kathryn Janoff; Council Member Maria Ristow; Board Member Todd Jarvis; Board Member Joseph Mannina; Board Member Rob Moore; Board Member Steven Piasecki; Board Member Ryan Rosenberg; and Board Member Emily Thomas. Absent: Council Member Marico Sayoc, Board Member Randi Chen, and Board Member Adam Mayer. Staff present: Erin Walters; Joel Paulson; and Gabrielle Whelan. VERBAL COMMUNICATIONS Dick Conrad A member of the Senior Service Committee who will be watching the meeting to see how best seniors can be supported during the Housing Element update. CONSENT ITEMS (TO BE ACTED UPON BY A SINGLE MOTION) 1. Approval of Minutes – August 4, 2022 MOTION: Motion by Council Member Ristow to approve adoption of the Consent Calendar. Seconded by Board Member Piasecki. Board Member Jarvis absent during this vote. DISCUSSION ITEMS 2. Review and Provide Input on the Initial Public Review Draft of the 2023-2031 Housing Element. Presentation by Erin Walters. Housing Element Advisory Board (HEAB) member’s comments and questions: 1. How should the HEAB handle references to the 2040 General Plan in the document ; 2. Does staff have a recommendation on what the HEAB should be focusing on in the document given the comment letter provided by the Department of Housing and Community Development (HCD) on the City of Redwood City’s Draft Housing Element; 3. See Desk Item for all comments provided by Board Member Janoff to be incorporated; 4. The introduction of the document should explain that the Housing Element Update is a State requirement and list the implications for noncompliance; 5. Currently, the Town is not creating a lot of new units of varying sizes which would enable young adults to live in the Town; 6. References to the 2040 General Plan in the document should be left until the Town receives further direction; 7. Create a program related to housing on religious sites based on current State law; 8. Create a program related to anti-housing sentiment. Opened Public Comment. Don Capobres - Congratulations on getting to this point in the Housing Element Update process; - Under the No Net Loss law, it is important the housing units listed in the document for the North Forty Area are achievable numbers for a developer; and - Do intend to donate land to Eden Housing for affordable housing units. Lee Quintana - Applaud the Board’s efforts to get the document in shape; - Based on the comment letter provided by HCD on the Housing Element for the City of Redwood City, the Town will likely receive significant comments from HCD; - The implementation programs need more specifics and transparency by adding a cl ear statement of the objectives and what they intend to achieve ; and - How is the implementation program for small multi-unit housing going to be implemented. Be more specific about the measures that will be taken to encourage smaller units.
