RECOMMENDATION: Consider a request for approval for construction of exterior alterations (retractable awning and seating area) to a pre-1941 commercial building on property zoned C-2 located at 307 N. Santa Cruz Avenue. PROPERTY DETAILS: 1. Date primary structure was built: 1900 per County Assessor’s Database, with an effective year built date of 1910 2. Yes BACKGROUND: The subject property contains five existing primary buildings: 208 Bachman Avenue (CB Hannegans), and 301, 303, 305, and 307 N. Santa Cruz Avenue. The applicant is requesting approval to construct a new seating area with a retractable open-air awning to the north side of 307 N. Santa Cruz Avenue. PAGE 2 OF 3 SUBJECT: 307 N. The property is not within a historic district or LHP overlay. The subject property is included in the Sanborn Fire Insurance maps, beginning in 1891 (Attachment 1). The building at 208 Bachman Avenue, location of the former CB Hannigans restaurant, was previously a two-story residence, and is the only primary building on the site until 1928. The 1928 Sanborn Fire Insurance map shows a “tea room” at 301 N. Santa Cruz Avenue, and two small detached dwelling units at 305 and 307 N. Santa Cruz Avenue. The group of buildings fronting on N. Santa Cruz (301, 303, 305, and 307) are all listed in the 1990 Anne Bloomfield Survey (Attachment 2). These buildings are listed as Mediterranean style, and 307 N. Santa Cruz has a historic status code of “historic and intact or worthy of special note.” Both 301 and 305 are noted to have been altered, while 303 and 307 are noted as “intact.” The estimated age of the buildings is 1930’s, and remodeled in the 1960’s. The “Evaluation Sheet” within the survey shows the building ages as 1952 with a cumulative rating of 7: “appears ineligible for designation because newer than 1941.” The applicant is requesting approval for construction of an attached retractable awning and seating area to the north side of 307 N. Santa Cruz Avenue. Town records are included in Attachment 3. Records for 307 N. Santa Cruz Avenue show a building permit for alteration of the structure in 1950. The applicant has provided pictures, proposed renderings, and historic research in Attachment 4. Per the applicant’s research, a residential dwelling existed at 307 N. Santa Cruz Avenue prior to 1941 per the 1928 Sanborn Map. This building changed substantially, as an additional 14 feet was added to the building length in the 1950s or 1960s. In March of this year, a Conditional Use Permit for a new restaurant with alcohol service was approved adjacent to 307 N. Santa Cruz Avenue (addressed as 309 N. Santa Cruz Avenue). The approved Conditional Use Permit plans (Attachment 5) showed the conceptual location of a future outdoor dining area adjacent to 307 N. Santa Cruz with a retractable awning. The project is in the process of obtaining building permits for this work but needs approval from the Committee before issuance as the building at 307 N. Santa Cruz Avenue was deemed to be historic by the Committee at the November 16th, 2022 hearing. DISCUSSION: The applicant is requesting approval to construct a new seating area with a retractable awning attached to the north side of the building at 307 N. Santa Cruz Avenue. The seating area would be enclosed by a wood slat fence, and the retractable awning would be connected to the existing building with steel awning trusses screwed into the wall. Santa Cruz Avenue is substantially different than the original residence on the site in 1941. The existing north-side wall is currently blank with no architectural significance, and “attaching a modern awning to this side will make it attractive, useful to the community, and have no effect on any historical aspect of 307 itself.” CONCLUSION: The applicant is requesting approval to construct an outdoor seating area with a retractable awning attached to the north side of 307 N. Santa Cruz Avenue (Attachment 4). Should the Committee find merit in the request, a recommendation would be forwarded to the Community Development Director and the project would be completed with a Building Permit. The project would not return to the Committee. CONSIDERATIONS: A. Considerations Sec. 29.80.290. Standards for review. In evaluating applications, the deciding body shall consider the architectural style, design, arrangement, texture, materials and color, and any other pertinent factors. Applications shall not be granted unless: For pre-1941 structures, the proposed work will neither adversely affect the exterior architectural characteristics or other features of the property which is the subject of the application. However, the footprint of the building has changed substantially. As can be seen from this close-up of the 1941 Assessor’s diagram, the building in 1941 was essentially a 30’ square. Mostly likely in the 1950s or 1960s, an additional 14’ was added to the building’s length. This enlargement can be seen in the architect’s diagram of the yogurt shop which currently occupies the space. What used to be a 30’ long square building has become a 44.25’ long rectangular building. November 18, 2022 Page 5 - The photos below show the apperance of the building’s north side in the 1960s versus today: CONCLUSION The current north side of 307 is a blank wall with no architectural significance. Attaching a modern awning to the this side will make it attractive, useful to the community, and have no effect on any historical aspect of 307 itself.
