The 1990 Anne Bloomfield Survey indicates a build date of 1900’s (Attachment 1). The foundation was significantly damaged in the 1989 Loma Prieta earthquake. Building permits for foundation repair and a basement were issued in 1990. DISCUSSION: The applicant is requesting approval for exterior alterations, and a first and second story addition to an existing two-story contributing Dutch Colonial Revival residence located in the Almond Grove Historic District. The project proposes a 78-square foot addition to the second floor and 14-square foot addition to the first floor. The existing below grade square footage is proposed to be converted to heated space, however this does not impact the exterior the residence. The applicant has submitted a project description letter (Attachment 2) providing details on the project and justification for the modifications, historic research (Attachment 3) and proposed development plans (Attachment 6). The proposal includes adding a second story shed dormer to each side elevation. The southern elevation proposes a new second story shed dormer built with new clearstory windows to accommodate the reconfiguration and an addition of a bathroom. The northern elevation proposes a second story shed dormer addition to accommodate reconfiguration of a bedroom closest. The dormers are proposed to be built over the existing lower walls and will not increase the existing footprint of the residence. The proposed low-slope roofs are proposed to minimize impact to the roof. A first and second story addition is proposed to be added to the rear elevation and will not be visible from the street (Sheet A-11, Attachment 6). An arborist review will be required during the building permit process as the dripline of an existing tree appears to be located within the proposed development area. All existing windows are proposed to be replaced with Marvin Windows, with the “Historic Casing Option” to match the existing style and materials of the existing windows (Attachment 4). The applicant notes that the existing single pane windows have poor operation and lacking safety glass (Attachment 2). The proposed new windows will visually match the existing window style and increase energy conservation for the residence. Window style changes are proposed at the rear elevation with the proposed addition (Sheet A-11, Attachment 6). The existing front door is proposed to be retained (Attachment 4). The two rear doors will be replaced in kind with new doors (Sheet A-11, Attachment 6). All exterior materials are proposed to match the existing materials, including siding, trim, window casing and roofing. New copper gutters and downspouts are proposed to replace the non-historic galvanized facia gutters. CONSIDERATIONS: A. Considerations Sec. 29.80.290. Standards for review. In evaluating applications, the deciding body shall consider the architectural style, design, arrangement, texture, materials and color, and any other pertinent factors. Applications shall not be granted unless: In historic districts, the proposed work will neither adversely affect the exterior architectural characteristics or other features of the property, which is the subject of the application, nor adversely affect its relationship, in terms of harmony and appropriateness, with its surroundings, including neighboring structures, nor adversely affect the character, or the historical, architectural, or aesthetic interest or value of the district. CONCLUSION: The applicant requests approval for construction of exterior alterations, a first-floor addition, and an addition of less than 100 square feet to the existing second story to an existing contributing single-family residence located in the Almond Grove Historic District.
