RECOMMENDATION: Consider a request to remove a pre-1941 property from the Historic Resources Inventory for property zoned R-1D located at 39 Reservoir Road. PROPERTY DETAILS: 1. Date primary structure was built: 1900 per County Assessor’s Database 2. Town of Los Gatos Historic Status Code: Historic and intact or worthy of special note, and historic and some altered but still contributor to district if there is one 3. No DISCUSSION: The subject property contains three existing residential units. The applicant is requesting approval to remove the property from the Historic Resources Inventory. The Santa Clara County Assessor’s Database lists a construction date of 1900. Per the applicant’s Historic Research Submittal (Attachment 1), Units A and B were constructed in 1888, and Unit C was constructed in 1990. Attachment 1 includes a detailed historical analysis of the property, Sanborn Fire Insurance maps, permit records, a summary of recent repairs, and property pictures. PAGE 2 OF 3 SUBJECT: 39 Reservoir Road/PHST-22-015 DATE: August 19, 2022 N:\DEV\HISTORIC PRESERVATION\HPC Reports and Attachments\2022\08-24-22\Item 03 - 39 Reservoir Rd\Staff Report.docx DISCUSSION (continued): The property is included in the 1990 Anne Bloomfield Survey (Attachment 2), with a historic status code of “historic and intact or worthy of special note,” and, “historic and some altered but still contributor to district if there is one.” The three units existed at the time of the survey, with a note that the rear unit (Unit C) was built in 1990 and not original. The survey also notes that the original Victorian farmhouse style units (Unit A and B) are, “in terrible repair”. The property is not within a historic district or LHP overlay. The property is shown on the Sanborn Fire Insurance maps (Attachment 1). Per the maps, there were two detached structures behind the main residence in 1904. In 1908, the detached structure directly behind the main residence was expanded. In 1928, a garage was added to the detached structure directly behind the main residence, the second detached structure was demolished, and the footprint of the front of the main residence was altered and the front porch was removed. The footprints of the remaining structures did not change in the 1956 version of the map. Town records are included in Attachment 3. The property was re-zoned from RMH to R-1M in 1975. In 1987, the Town approved two Accessory Dwelling Units; it appears this was to permit previously constructed Accessory Dwelling Units. In 1988, minutes from a Town Council hearing show that the owner was ordered to install a code-compliant foundation under one of the Accessory Dwelling Units. In 1990, a subsequent structural condition report was submitted to the Town, detailing the existing structural issues throughout the property. Between 1989 and 1990, the owner replaced the existing detached Accessory Dwelling Unit (Unit C), obtained re-roof permits, and added a fire wall and electrical meter to Unit C. In early 2000, permits were pulled for repair of frame damage to exterior walls, and replacement of windows, damaged wood siding, and drywall to Unit A. In 2004, and then in 2016, re-roofing permits were issued. Per the background information provided in Attachment 1, several changes occurred to the front elevation from 1908 through 1989. There are three different types of roof materials (each unit is different), the previous owners were not significant figures to the Town, and the attached units at the front of the property (Units A and B) have no footing or foundation, as well as no insulation to the interior walls. The applicant has provided pictures of each unit in Attachment 4. Project plans showing the existing orientation of the units, as well as a future proposed remodel, are included in Attachment 5. CONCLUSION: Should the Committee find that the structure no longer has historic significance or architectural merit due to the loss of integrity, the structure would be removed from the Historic Resources Inventory and any proposed alterations would not return to the Committee.
