RECOMMENDATION: Forward a recommendation to the Community Development Director on a request for technical demolition of a non-contributing single-family residence and construction of a new single- family residence located in the Almond Grove Historic District on property zoned R-1D:LHP. PROPERTY DETAILS: 1. Date primary structure was built: 1920 (effective year built 1934) per County Assessor’s Database; 2. Town of Los Gatos Historic Status Code: None 3. Yes BACKGROUND: The Santa Clara County Assessor’s Database lists a construction date of 1920 for the existing residence, with an effective year build date of 1934, indicating substantial construction occurred to the residence around that time. The property is located within the Almond Grove Historic District but is not listed as a contributor. The Sanborn Fire Insurance maps (Attachment 1) show the subject property vacant in 1891. The residence and detached garage are first shown in 1895, with the footprints remaining consistent through 1908. The 1928 map shows a rear addition, which is shown consistently through the latest map update from 1956. The existing 1,841-square foot single-story residence is located on the west side of Tait Avenue and has an approved Accessory Dwelling Unit (ADU) along the front façade. Pictures of the subject property and surrounding neighborhood are included as Attachment 2. An investigation of Town records indicates that the garage was replaced in 2000 (Attachment 3) and that the rear of the residence was remodeled in 2002 (Attachment 4). The Committee reviewed the garage replacement application prior to building permit submittal and provided recommended conditions of approval related to the garage door, siding, and trim materials (Attachment 5). On February 23, 2022, the Committee conducted a preliminary review of the proposal and provided the following feedback (Attachment 6): • General support for the technical demolition request, with one member requesting additional justification for the demolition; and • Additional information on the neighborhood is needed to determine the appropriate style, size, and massing. DISCUSSION: Architecture and Site Application S-22-024 for the proposed project was submitted to the Town on May 5, 2022. The Development Plans provided with the application are consistent with those considered by the Committee under preliminary review on February 23, 2022. The applicant submitted a Project Description and Letter of Justification (Attachment 7) providing details on the project and responding to the feedback provided by the Committee. The development plans (Attachment 10, Sheet AB/D-1) and letter (Attachment 7) clarify the portions of the residence that are not original and provide additional neighborhood context showing other examples of Arts and Crafts/Craftsman style residences. Given the location of the additions constructed after 1941, the residence is considered to have been previously technically demolished when the thresholds for demolition of a historic structure are applied. This being the case, the findings required for the proposed technical demolition are those required for demolition of a non-historic structure. PAGE 3 OF 5 SUBJECT: 223 Tait Avenue/S-22-024 DATE: May 20, 2022 N:\DEV\HISTORIC PRESERVATION\HPC Reports and Attachments\2022\05-25-22\Item 07 - 223 Tait Ave\Staff Report.223 Tait Ave.docx DISCUSSION (continued): The project includes demolition of the non-historic portions of the residence, as well as other existing exterior walls on the front and side elevations (Attachment 10, Sheet AB/D-1). Portions of the existing exterior walls that would remain are located toward the front of the residence on the side and front elevations. The project includes a significant addition to the main level and a new second story addition. The proposed residence reflects the Arts and Crafts/ Craftsman style with exterior materials including smooth plaster siding, composition asphalt shingle roof, fiberglass composite clad wood windows (Attachment 8), wood posts, rafter tails, and railings. The proposed residence includes a new functional front porch and covered porches at the rear of the main level and the front of the second-story addition. The Residential Design Guidelines provides the following recommendations related to window materials: 3.7.3 Match window materials to the architectural style and to the surrounding neighborhood • Wood windows are common in Los Gatos. Wood is still the desired choice for styles that traditionally used wood. However, today there are some window materials, such as vinyl clad wood windows that are not noticeably different from wood at a short distance. 4.8.2 Building Materials • Composite, synthetic, metal, vinyl, plastic or fabricated/ imitation wood products, painted brick or imitation used brick will generally not be approved. However, some ex- ceptions may be made on a case-by-case basis when the decision-making body determines that the replacement is consistent with the appearance of the original material, and that a lay person would be unlikely to discern the difference. The burden of proof will reside with the applicant. Material samples, photographs, and specific locations where the material may be seen in use will all assist in the evaluation of alternative materials. 4.8.4 Windows and Glass in doors • Windows should be constructed of real glass, and window frames should be constructed of real wood - not vinyl, metal, or plastic. Wood sashes may be vinyl or metal clad if the window frame and dressing is designed consistent with the historic context of the building. The Guidelines emphasize the use of wood windows but allows exceptions for alternative materials when they are not noticeably different from wood at a short distance, found to be consistent with the historic context, and consistent with the appearance of the original material where it would be unlikely to discern the difference. Given what is known about the proposed window materials and staff’s experience with the material in the field, it is likely that the proposed fiberglass composite cladding would not appear noticeably different than wood when viewed from a short distance. CONCLUSION: The applicant is requesting approval of a proposal for technical demolition of the existing non- contributing single-family residence and construction of a new two-story single-family residence on property located in the Almond Grove Historic District. Should the Committee find merit in the request, the recommendation would be forwarded to the Community Development Director and the application would continue through the Architecture and Site process. The project would not return to the Committee. FINDINGS AND CONSIDERATIONS: A. Findings As required under an Architecture and Site application for technical demolition of a non-historic structure, the deciding body shall consider: 1. Maintaining the Town's housing stock; 2. Preservation of historically or architecturally significant buildings or structures; 3. Property owner's desire or capacity to maintain the structure; or 4. Economic utility of the building or structure. B. Considerations Sec. 29.80.290. Standards for review. In evaluating applications, the deciding body shall consider the architectural style, design, arrangement, texture, materials and color, and any other pertinent factors. C. Residential Design Guidelines Section 4.10 of the Town’s Residential Design Guidelines offers recommendations for new construction within one of the Town’s historic districts (Attachment 9).
