RECOMMENDATION: Requesting approval for construction of exterior alterations to an existing non-contributing commercial building in the University-Edelen Historic District on property zoned C-2:LHP located at 106 Royce Street. Yes BACKGROUND: The applicant is proposing exterior modifications to an existing, non-contributing building in the University-Edelen Historic District. The Santa Clara County Assessor’s Database lists a construction date of 1961. The Sanborn Maps show evidence of a residential unit at the subject property between 1928-1956 (Attachment 1). There are no records of this residential unit, however there are several plumbing and electrical building permits for this property from the 1960’s (Attachment 2), which generally indicates new construction. Elevations from Attachment 3 reflect the existing conditions of the subject property. DISCUSSION: The proposal includes new wood and stucco siding, new wood eave posts, replacement of all existing windows, two new large format glass doors and two new standard size glass doors, a new branding mural on the West elevation, a new roof sign, and new landscaping (Attachment 4). The roof sign as shown in the development plans would require an Architecture and Site Application which is not being reviewed with this application. The Project Description Letter (Attachment 5) discusses the scope of work, explains the history of the existing mural on the West elevation, and how this project contributes to the University-Edelen Historic District. The subject property pictures are included in Attachment 6. CONCLUSION: The applicant is requesting approval of a proposal to construct exterior modifications to an existing non-contributing building located in the University-Edelen Historic District. Should the Committee find merit in the request, the recommendation would be forwarded to the Community Development Director and the application would continue through the Building Permit process. The project would not return to the Committee. CONSIDERATIONS: A. Considerations Sec. 29.80.290. Standards for review. In evaluating applications, the deciding body shall consider the architectural style, design, arrangement, texture, materials and color, and any other pertinent factors. Applications shall not be granted unless: In historic districts, the proposed work will neither adversely affect the exterior architectural characteristics or other features of the property which is the subject of the application, nor adversely affect its relationship, in terms of harmony and appropriateness, with its surroundings, including neighboring structures, nor adversely affect the character, or the historical, architectural or aesthetic interest or value of the district. The proposed coffee shop will have a service bar, refrigerated storage, and a dishwash area, but no commercial kitchen or alcohol service. Proposed exterior remodeling includes the following: new wood and stucco siding, new wood eave posts, replacement of all existing windows, two new large format glass doors and two new standard size glass doors, a new branding mural on the West elevation, a new roof sign, and new landscaping. Hours of operation will be every day from 7am to 5pm. Deliveries will arrive on Royce Street by van daily at 6am with additional deliveries on Wednesday at 9am and on Tuesdays and Thursdays at 10am. PROJECT JUSTIFICATION In our opinion the application for a Conditional Use Permit is justified because the C-2 zoning area is appropriate for a coffee shop and because of the proximity to downtown and town parking lots. Additionally, the nearby residents have expressed support for a coffee shop in this location. The scope of work includes the removal of an existing mural that was painted in 1998 by Danica Frantz, a prior tenant. The work was not permitted when it was added and has not been maintained since. The owner supports the removal of the mural and none of the neighbors objected to its removal during our outreach. The existing building is located on the edge of the University-Edelen historic district which is made up of primarily Victorian style and Craftsman style homes. In our opinion, 106 Royce does not contribute to the historic nature of this district due to both it’s mid-century styling and it’s location.
