Project Planner: Ryan Safty RECOMMENDATION: Forward a recommendation of approval to the Director on a request for construction of exterior alterations to an existing contributing multi-family residence located in the Almond Grove Historic District on property zoned R-1D:LHP, located at 100 Tait Avenue. Considerations required? Yes BACKGROUND: The Santa Clara County Assessor’s estimated construction date for the residence is 1900. The property is a contributor to the Almond Grove Historic District. Historic research of the property is included as Attachment 1. The property was reviewed by the Committee in January of this year for a new detached garage. Pictures of the subject property are included as Attachment 3. The property owner is requesting approval to rebuild two existing decks and modify the existing front porch (Attachment 4). DISCUSSION: The subject property includes a two-story triplex structure. As described in Attachment 2, the property owner is requesting approval to rebuild two existing decks and enlarge and modify the existing front porch. There are two existing decks at the east-side of the existing building, serving Units 2 and 3. The owner is proposing to replace these existing decks and stairs in kind. The proposed materials include horizontal board siding and wood railing to match the existing decks and existing building (Attachment 4). The owner is also requesting approval to modify the existing front porch, stairs, and roof overhang. The front porch area for Unit 1, facing the intersection of Tait and Bean Avenue, is disjointed and broken into two sections: there is a stair approach to the front door, and a partially covered porch leading to the side door. The front door does not have a roof overhang and faces Tait Avenue, while the flagstone stair approach to the front door faces Bean Avenue. As noted in the Ann Bloomfield survey (Attachment 1), the brick steps serving the front porch at Unit 1 appear to be an alteration and not original. The steps currently have flagstone siding, which have been there since at least 2011 per Google Earth. The porch off the side door, facing Bean Avenue, has a partial roof cover which does not appear original to the building (Attachment 3). The owner is proposing to connect the front entry and side porch area with a roof extension to provide cover over the area. The existing flagstone steps to the front door would be reoriented to face the same direction as the front door, towards Tait Avenue, and would have horizontal board siding and a wood railing to match the rest of the house. The existing partial roof cover over the side door would be removed and replaced with a larger roof overhang, providing cover over both the front and side door, with composition shingles to match the existing roof (Attachment 4). Considerations – related to the request for approval of detached accessory structure in an Historic District. X In evaluating applications, the deciding body shall consider the architectural style, design, arrangement, texture, materials and color, and any other pertinent factors. Applications shall not be granted unless: 2. In historic districts, the proposed work will neither adversely affect the exterior architectural characteristics or other features of the property which is the subject of the application, nor adversely affect its relationship, in terms of harmony and appropriateness, with its surroundings, including neighboring structures, nor adversely affect the character, or the historical, architectural or aesthetic interest or value of the district. CONCLUSION: The applicant is requesting approval for construction of exterior alterations to an existing contributing multi-family residence located in the Almond Grove Historic District. Should the Committee find merit in the request, the recommendation of approval would be forwarded to the Community Development Director and the project would continue through the building permit process. The majority of the changes are at the front of the house, where the existing stone stair is not historic and does not use materials that are historically appropriate. The proposed wood deck extension and wooden stairs facing Tait is more appropriate and keeping with the neighborhood aesthetic. In addition, the existing porch roof facing Bean is poorly designed and constructed. The new proposed porch roof would have more historically correct trim and details, while providing the needed shelter for the doors.
