The title of Figure 2.8 on page 2-13 of the draft Housing Needs Assessment (Attachment 1) is mislabeled and will be corrected to match Figure 8: Jobs-Household Ratio as labeled in the Association of Bay Area Governments (ABAG) and Metropolitan Transportation Commission (MTC) Housing Data Needs Report, page 19. I would like to point out one other controversy, namely the update provided for HOU Action 1.2 from the prior HE. If you read action 1.2 and compare it to the Town Code amendment, it is clear the amendment did not implement the action as written in the HE. The problem is the Town’s discussion of the achievements/effectiveness is not descriptive enough to inform the reader that the action was not implemented. While it is true there was an amendment which addressed action 1.2, it does not definitively state the result of the amendment- namely action 1.2 as drafted was not implemented. For sake of accuracy and completeness, the discussion needs to be modified. Thank you. The graph should be jobs- household ratio as reported by ABAG in their Housing Needs Data Report and not jobs per employed resident ratio as shown. I have also attached the ABAG Figure 8 which is the same graph. If you read the footnote to figure 2-8 it discusses the source data and explains the jobs-household ratio and not a jobs per employed resident ratio . Also, the write up on the bottom of page 2-12 which describes Figure 2.8 is factual incorrect. Again, please refer to page 18 of the ABAG document for the proper description. ABAG did not publish a jobs per employed resident ratio in the Housing Needs Data Workbook. Schedule POPEMP-13 from the workbook is the data source for both figure 2.8 and Figure 8. Given that the Town’s jobs-household ratio as of 2018 is 1.59 and the County’s ratio is 1.71, the logical conclusion is the Town is “exporting” housing to the surrounding county area. Stated another way, relative to the surrounding county communities, the Town has more housing which is being “imported” by those jurisdictions which have more jobs. This is an important point to understand since the 2040 General Plan on an incremental basis is planning for 3,738 more housing units with jobs increasing by only 759 from 21,171 in 2018 to 21,930 projected in 2040. On an incremental basis the Town’s jobs- housing ratio is .2, which is materially below the ideal ratio of 1.0 and supports the “exporting” of housing conclusion. In short, a .2 jobs-housing ratio indicates that the Town is “exporting” these incremental units to surrounding county jurisdictions which are employment rich. This is also confirmed by the GHG study which shows VMT is increasing as residents drive from Los Gatos to their jobs in surrounding areas. I would also respectively request that the draft Housing Element provide a more complete discussion regarding Figure 2.8. Thank you. Thank you. ATTACHMENT 6
