Main Street Los Gatos, CA 95030 ● 408-354-6832 www.losgatosca.gov TOWN OF LOS GATOS HOUSING ELEMENT ADVISORY BOARD REPORT MINUTES OF THE HOUSING ELEMENT ADVISORY BOARD OCTOBER 21, 2021 The Housing Element Advisory Board of the Town of Los Gatos conducted a Regular Meeting on October 21, 2021, at 7:00 p.m., via teleconference. This meeting was conducted utilizing teleconferencing and electronic means consistent with Government Code Section 54953, as Amended by Assembly Bill 361, in response to the state of emergency relating to COVID-19 and enabling teleconferencing accommodations by suspending or waiving specified provisions in the Ralph M. Brown Act (Government Code § 54950 et seq.). Consistent with AB 361 and Town of Los Gatos Resolution 2021-044 this meeting was not physically open to the public and the Advisory Board Membe rs were teleconferencing from remote locations. Members of the public were able to participate in the meeting by joining the Zoom webinar (log in information provided below). MEETING CALLED TO ORDER AT 7:00 P.M. ROLL CALL Present: Chair Melanie Hanssen; Vice Chair Kathryn Janoff; Council Member Mary Badame; Council Member Maria Ristow; Commissioner Emily Thomas; Board Adam Mayer; Board Member Todd Jarvis; Board Member Joseph Mannina; Board Member Steven Piasecki; Board Member Ryan Rosenberg; Board Member Lee Quintana; Board Member Randi Chen; and Board Member Rob Moore. Absent: None. Staff present: Erin Walters; Jocelyn Shoopman; Jennifer Armer; Joel Paulson; Laurel Prevetti; and Rob Schultz. Welcome Mayor Sayoc welcomed the public, staff, and the Board members in attendance. 2. Introductions Joel Paulson introduced staff members. 3. Election of Chair and Vice-Chair MOTION: Motion by Council Member Badame to nominate Board Member Ryan Rosenberg as Chair. Nomination fails for a second. MOTION: Motion by Council Member Ristow to nominate Commissioner Melanie Hanssen as Chair. Seconded by Board Member Chen. VOTE: Motion passed 10-2-1, with Council Member Badame and Board Member Quintana voting no and Board Member Moore abstaining. MOTION: Motion by Commissioner Hanssen to nominate Commissioner Kathryn Janoff as Vice Chair. Seconded by Council Member Badame. MOTION: Motion by Board Member Quintana to nominate Board Member Rob Moore as Vice Chair. Nomination fails for a second. VOTE: Motion passed unanimously. 4. Introduction to the Housing Element Update Presentation by Ande Flower from EMC Planning Group Inc. Housing Element Advisory Board (HEAB) members comments and questions: - Reach out to other local groups in Town such as the Los Gatos Anti-Racism Coalition to encourage increased engagement from residents; - What will the impacts of Senate Bill 9 be on the Town and its housing production; - Contact the California Department of Housing and Community Development (HCD) early in the Housing Element process to receive early feedback on the Town’s proposed strategies; - Members of the HEAB should also be using their social media platforms to share upcoming HEAB meetings and encourage increased resident participation; - What happens to the housing numbers for other Santa Clara County cities who have challenged their Regional Housing Needs Allocations (RHNA) and will this impact the Town’s RHNA number; - Modify the language of social media posts regarding upcoming HEAB meeti ngs to use more engaging and specific language to encourage participation from Town residents; PAGE 3 OF 3 MINUTES OF HOUSING ELEMENT ADVISORY BOARD MEETING OF OCTOBER 21, 2021 N:\DEV\HEAB\2021-2023\HEAB Minutes\10-21-2021 - Minutes - HEAB.docx - The appeals heard by the Association of Bay Area Governments (ABAG) have all been turned down, with the exception of an appeal by the County of Contra Costa; - Background information will be helpful to understand the characteristics of the population that the Town needs to address in its Housing Element update; and - More information on the methodology of how the Town’s RHNA numbers were determined. Adopt the Draft HEAB Meeting Schedule MOTION: Motion by Council Member Badame to adopt the HEAB Meeting Schedule. Seconded by Board Member Moore. VOTE: Motion passed unanimously.
