Santa Cruz Avenue. APN 529-04-085. PROPERTY OWNER/APPLICANT: McCarthy Ranch. PROJECT PLANNER: Ryan Safty. RECOMMENDATION: Consider a request to remove a presumptive historic property (pre-1941) from the Historic Resources Inventory (HRI) for property zoned C-2 located at 212-216 N. Santa Cruz Avenue. PROPERTY DETAILS: 1. Date primary structure was built: 1939 per County Assessor’s Database, with an effective year built date of 2007 2. Town of Los Gatos Historic Status Code: N/A 3. Does property have an LHP Overlay? No 4. Is structure in a historic district? No 5. If yes, is it a contributor? N/A 6. Findings required? Yes 7. Considerations required? No DISCUSSION: In an effort to clean up our records, the Town is bringing this request to the Committee for removal of the property from the HRI. The Santa Clara County Assessor’s Database lists a construction date of 1939, with an effective year build date of 2007, typically indicating substantial construction occurred around that time. The property is not included in the 1990 Anne Bloomfield Survey. The Sanborn Fire Insurance maps show that the site was vacant in the 1928-1944 version, and then occupied with a building in the 1928-1956 version (Attachment 1). PAGE 2 OF 4 SUBJECT: 212-216 N. An investigation of records includes: • 2006 news article related to a fire that occurred at the property (Attachment 2); • 2007 Building Permit for fire damage repair of the building (Attachment 3); • 2015 Google Maps streetview showing the building after fire repair (Attachment 4); • 2016 Architecture and Site application for a significant exterior modification of the building; specifically: o Project Description letter from 2016 application, explaining the proposed façade changes and summarizing the history and lack of historic significance (Attachment 5); and o Approved project plans from 2016 application (Attachment 6). • 2020 Google Maps streetview showing the current building design (Attachment 7). Based on the records, it is evident that the building is not historic as it was rebuilt in 2007 and then extensively remodeled in 2016. Attachments 2 and 3 show that substantial fire damage occurred in 2006. Attachment 4 shows the building façade following the fire repair. Attachment 5 summarizes the approved façade changes in 2016; specifically, “The existing building is not considered historic as it burned down in (2006) and consequently rebuilt thereafter.” Attachment 6 shows the approved design from 2016, and Attachment 7 shows the current condition of the building. In an effort to clean up the Town’s HRI records, Town staff is requesting to remove the structure from the HRI. CONCLUSION: In an effort to clean up our records, the Town is bringing this request to the HPC for removal of the property from the HRI. Town records indicate that the original building from 1939 has been substantially altered over the years and is no longer historic. Should the Committee find that the structure does not have sufficient historic significance or architectural merit, the structure would be removed from the HRI and any proposed work would not return to the Committee. In evaluating a request for a determination of historic significance or architectural merit, the Historic Preservation Committee shall consider the following: 1. The structure is not associated with events that have made a significant contribution to the Town; 2. No Significant persons are associated with the site; 3. There are no distinctive characteristics of type, period or method of construction or representation of work of a master; 4. The structure does not yield information to Town history; or 5.
