COMMITTEE REPORT
MINUTES OF THE DEVELOPMENT REVIEW COMMITTEE MEETING
SEPTEMBER 28, 2021
The Development Review Committee of the Town of Los Gatos conducted a Regular
Teleconference Meeting on September 28, 2021, at 10:00 a.m.
This meeting was conducted utilizing teleconferencing and electronic means consistent with
State of California Executive Order N-29-20 dated March 17, 2020, regarding the COVID-19
pandemic and was conducted via Zoom. All committee members and staff participated from
remote locations and all voting was conducted via roll call vote. In accordance with Executive
Order N-29-20, the public could only view the meeting online and not in the Council
Chambers.
ROLL CALL
Present: Jennifer Armer, CDD Planning; Robert Gray, CDD Building; Mike Weisz, PPW
Engineering; Kenny Ip, SCCFD.
Absent: None.
Staff: Robert Shultz, Town Attorney.
MEETING CALLED TO ORDER AT 10:00 AM

CONSENT ITEMS
1. Approval of Minutes – August 31, 2021.
MOTION: Motion by Mike Weisz to approve the consent calendar. Seconded by
Kenny Ip.
VOTE: Motion passed unanimously 4-0.

PUBLIC HEARINGS
1. 221 Highland Terrace
Architecture and Site Application S-20-031
Requesting approval for demolition of an existing single-family residence, removal of
large protected trees, and construction of a new single-family residence on property
zoned HR-2 1/2. APN 529-36-027.
PROPERTY OWNER/APPLICANT: Brandye Sweetnam
PROJECT PLANNER: Jennifer Armer
The project planner, Jennifer Armer, presented the staff report.
Opened Public Comment.
Eugene Sakai, Architect
They are familiar with doing projects in Los Gatos. The project is a modest house on a
large site. It is designed to avoid impact to the neighbors.
Brandye Sweetnam, Owner
They love the location and vistas and intend to live there a long time. They will improve
the fire safety, update the septic system, and consider the contours of the landscape. The four
oak trees to be removed are in poor condition according to the arborist. This is out of 150 trees
total. The tree canopy will be preserved.
Nancy Stump, Neighbor
She is in support of the project. The owners have been very transparent. It is a win-win
situation for the community.
Paul Pastrone, Neighbor
He likes the design. His only concern is the septic system that crosses a riparian area. Is
there the possibility of rupture during an earthquake? What is the location of the trees that
need to be removed? He will speak offline with the owners/applicants.
Eugene Sakai, Architect
The owners have contacted far reaching neighbors. The feedback has been positive.

MOTION: Motion by Mike Weisz to approve with the required findings and
recommended conditions of approval. Seconded by Robert Gray.
VOTE: Motion passed unanimously 4-0.
