Main Street Los Gatos, CA 95030 ● 408-354-6874 www.losgatosca.gov TOWN OF LOS GATOS DEVELOPMENT REVIEW COMMITTEE REPORT MINUTES OF THE DEVELOPMENT REVIEW COMMITTEE MEETING NOVEMBER 2, 2021 The Development Review Committee of the Town of Los Gatos conducted a Regular Teleconference Meeting on November 2, 2021, at 10:00 a.m. This meeting is being conducted utilizing teleconferencing and electronic means consistent with Town Council Policy 2-01 entitled Town Agenda Format and Rules and Town Resolution. In accordance with Town Policy and Resolution, the public may only view the meeting online and not in the Council Chambers. ROLL CALL Present: Joel Paulson, CDD Planning; Robert Gray, CDD Building; Mike Weisz, PPW Engineering; and Kenny Ip, SCCFD. Absent: None. Staff: Jocelyn Shoopman, CDD Planning; Erin Walters, CDD Planning; Ryan Safty, CDD Planning; Corvell Sparks, PPW Engineering; and Robert Schultz, Town Attorney. APN 532- 23-072. PROPERTY OWNER: Purple Rose LLC APPLICANT: Stuart Alderman PROJECT PLANNER: Jocelyn Shoopman The project planner, Jocelyn Shoopman, presented the staff report. Opened Public Comment. Stuart Alderman, Architect The project meets the planning requirements. We have received some comment from the neighbors. Otherwise, it is ready to go. Theresa Warren, Owner Available for questions. Vishak Chandrasekhar, Neighbor Concerned about three redwood trees. Why do they need to be removed? The Arborist report incorrectly assumes that the trees numbered 29 through 31 are located on the project. The only tree to remove is number 30. There is also a temporary fence there that will need to be removed. Concerned about oak trees numbered 19 through 24. The plan states that all will be removed because they will become destabilized during construction. These trees provide shade and privacy for our neighbor deck area. Only two of the five trees need to be removed according to the Arborist report. Phil and Kim Couchee, Neighbor Copious amounts of water come off that hill. The existing curb prevents this water from flowing onto their property. They had spoken with the owner about a neighbor friendly fence. They would like the fence included as a requirement in the plans. The fence will be erected when the owner grades the driveway. When will this occur? Therese Hall and Peter Sakeem, Neighbor The project includes a covered porch area that faces their property. During construction they heard all the noise generated by the workers. They are concerned about the design acoustics. Concerned about not seeing the project plans sooner. When their home was demolished and rebuilt, the plans were shared in advance to all the neighbors. A possible solution to the echo chamber effect is to install a retractable awning on the covered porch. Stuart Alderman, Architect Here are responses to issues brought up. They don’t want to cut down any trees that don’t need to be cut down. They will work on site to evaluate the trees and speak with the neighbor. The owner can address the fence issue. The driveway is designed to handle any water runoff. They are not installing a sound system to the porch. They are willing to plant trees to provide screening and privacy. This can be included on the plans. Theresa Warren, Owner The owner intends to build the fence and share the cost. The exact day to put up the retaining wall and fence depends on approval by Planning.
