PLAN.
2. GRAPHIC LAYOUT AND DOCUMENT FORMATTING FOR THE LOS
GATOS BOULEVARD DESIGN STANDARDS.
C. AUTHORIZE TOWN MANAGER TO REQUEST FORMAL PROPOSAL FROM
WILDAN ENGINEERING CONSULTANTS FOR AN INTERSECTION
CONFIGURATION STUDY FOR THE SHANNON ROAD AND ROBERTS ROAD
INTERSECTION AT LOS GATOS BOULEVARD.
RECOMMENDATION:
1. Authorize transfer of $10,000 from General Plan Update Account to Planning Department Expenditure
Account for Environmental and Traffic Consultants.
2. Authorize sending Request for Proposal to qualified Graphic Design Consultants for:
1. Drawings and illustrations for the Los Gatos Boulevard Plan.
2. Graphic Layout and document formatting for the Los Gatos Boulevard Design Standards.
3. Authorize Town Manager to request formal proposal from Wildan Engineering Consultants for an intersection
configuration study for the Shannon Road and Roberts Road intersection at Los Gatos Boulevard.
BACKGROUND:
For almost two years the General Plan Committee has been working on a plan to improve Los Gatos Boulevard. While
the Committee has been able to prepare the Plan by recruiting many volunteers from the community, the remaining tasks
require special expertise from professional consultants. As a result, on July 10, 1996, the Committee recommended
that Town Council appropriate funding to hire a graphic design consultant, an environmental consultant, and a traffic
consultant. Their recommendation went to the Council for consideration on August 5, 1996. For a detailed account
of the individual task outlines for the consultants, see the staff report prepared on this matter for the August 5, 1996
Council meeting (Attachment 1).
During the Planning Commission public hearing on September 25, 1996, the Roberts/ Shannon Road intersection with
Los Gatos Boulevard was discussed. Consideration of the proposed development at the vacant Dodge dealership caused
the Commission to re-evaluate the effect that the staggered intersection has upon any type of development on that lot.

The Commission determined that the "difficult" intersection and its inefficient traffic circulation will negatively impact
any development of the vacant corner lot.
DISCUSSION:
On August 5, 1996 the Council continued this matter to allow the Council members time for reviewing the Draft Los
Gatos Boulevard Plan as an informational item. The Draft Plan was distributed to the Council and Planning Commission
as an item of information in September. At the September 11, 1996 General Plan Committee meeting, the Committee
moved to reaffirm their recommendation for a graphic design consultant. After working closely with the public and
seeing people's frustrations in trying to interpret the Policies and Implementation Measures in text only, the Committee
strongly recommends that the Council approve sending a request for proposal for a graphics consultant.
On September 18, 1996, the Architectural Standards Committee requested that the Council authorize sending a Request
for Proposal for a graphic design consultant to format the Los Gatos Boulevard Design Standards. The Committee has
drafted the Design Standards text and graphics, and would prefer use of a professional graphics consultant to format
the document. The Committee wants the Los Gatos Boulevard Design Standards format to resemble the Breckenridge,
Colorado Design Standards (Attachment 2). The Committee expects the cost for such service to be $2,500.00 or less.
The Shannon Road and Roberts Road intersection with Los Gatos Boulevard was discussed at the Boulevard Charette
in 1994. The vision of the Charette participants was to align the two roads intersecting with the Boulevard. The General
Plan Committee however, did not make the intersection a matter of policy in the Draft Los Gatos Boulevard Plan. The
Committee chose not to because the Council had considered aligning the intersection several times in the past. The most
recent study was conducted in the mid 1980's as part of the Los Gatos Boulevard repaving project. The result of the
effort to study the intersection was some minor modifications to the intersection striping to improve traffic safety. Prior
to that study, an alternative was to make Roberts Road a T-intersection with no access from the Boulevard. The public
opposed the alternative because traffic patterns to Fischer Middle School would have been impeded.
ENVIRONMENTAL ASSESSMENT:
The requested action is not a project defined under CEQA, and no further action is required.
