61004 FOR WILLDAN ASSOCIATES TO PREPARE AN OPERATIONAL ANALYSIS OF
THE LOS GATOS BOULEVARD CONCEPTUAL DESIGN PLAN.
RECOMMENDATION:
Approve transfer of $400.00 from Account #100-36010 to Account #3150-61004 for Willdan Associates to prepare an
operational analysis of the Los Gatos Boulevard conceptual design plan.
BACKGROUND:
The General Plan Committee has developed a conceptual design plan for Los Gatos Boulevard that includes 4 traffic
lanes, side access lanes, landscape medians, sidewalks, and limited on -street parking. The Committee determined that
the plan should be evaluated by a Traffic Engineer so that any major problems can be identified and possible solutions
can be evaluated. The Committee decided to request the traffic engineer's evaluation before inviting the public to review
the plan so that any major issues can be addressed in advance. On November 8, 1995 the General Plan Committee
requested that funds be appropriated to pay for an operational analysis of the Los Gatos Boulevard conceptual design
plan.
DISCUSSION:
The Town Traffic Engineer has reviewed the conceptual design plan and will perform an operational analysis for
$400.00 (Attachment 1). The analysis would include the identification of major problems ("fatal flaws") as well as
possible alternative solutions. The analysis would be summarized in a memorandum to staff. A detailed traffic study
could be provided in the future, at significant additional cost, if the Town decides the plan warrants further
consideration.
CONCLUSION:
The General Plan Committee considers the expenditure of $400.00 for an operational analysis of the conceptual design
plan is warranted so that the Committee can proceed with the Boulevard planning process.
ENVIRONMENTAL ASSESSMENT:
Is not a project defined under CEQA, and no further action is required.

FISCAL IMPACT:
The reserve account for the Los Gatos Boulevard Study (#100-36010) has a balance of $5,000.00. If Council approves
the request to fund the Traffic Operational Analysis of the conceptual design plan, $400.00 will be transferred to the
Planning Department (Account #3150-61004). This will leave $4,600.00 for the Los Gatos Boulevard Study.

Subject: Review of Concept Plan for Los Gatos Boulevard Corridor
Dear Lee:
I have reviewed the architectural rendering of the corridor concept plan for Los Gatos
Boulevard and can perform an operational review. This review, along with a memo
summarizing my comments, would focus on "fatal flaws" associated with the concept plan.
Additional coordination could be provided at a later date if there is interest in developing
alternative plans. The initial review and memo preparation can be performed for a lump
sum fee of $400. Please notify me if and when I should proceed.

Motion by Mrs. Lubeck, seconded by Mrs. Benjamin, that Council approve transfer of $400.00
from Account 100-36010 to Account 3150-61004 for Wildan Associates to prepare an operational
analysis of the Los Gatos Boulevard conceptual design plan. Carried unanimously.
