19 Addendum - Downtown Streetscape PlanDATE: TO: MEETING DATE: 4/15/96 ITEM NO. / COUNCIL AGENDA REPORT ADDENDUM April 10, 1996 MAYOR AND TOWN COUNCIL CHAIR AND MEMBERS OF THE REDEVELOPMENT AGENCY FROM: TOWN MANAGER/ EXECUTIVE DIRECTOR SUBJECT: DOWNTOWN STREETSCAPE PLAN REDEVELOPMENT AGENCY: A. CONSIDER ADOPTING RESOLUTION APPROVING THE CENTRAL BUSINESS DISTRICT STREETSCAPE AND IMPROVEMENT GUIDELINES. B. CONSIDER ADOPTING RESOLUTION AUTHORIZING PAUL RODRIGUES TO PROCEED WITH PART B OF CONTRACT FOR PLANNING AND DESIGN SERVICES (PLANS, SPECIFICATIONS & ESTIMATES FOR PLANTERS AND SEATING AREAS). TOWN COUNCIL: A. CONSIDER ADOPTING RESOLUTION APPROVING THE CENTRAL BUSINESS DISTRICT STREETSCAPE AND IMPROVEMENT GUIDELINES. DISCUSSION: A public forum about the Central Business District Streetscape Plan was held on April 9, 1996. Eleven people attended the meeting. Below are the public comments received at the forum: • Consider a "u-turn" at the south end of South Santa Cruz Avenue (in front of Rural Supply or at Wood Road). • Eliminate the Peerless Depot and make the site into a public parking lot. • Tree grates are needed on Almendra. • Trees on some streets should be replaced. • Consider a stop sign or signal on Main Street at College Avenue. • Trash cans should be emptied more often. • Curb returns at street elevation may cause bikes and rollerblades to use sidewalks more frequently. • Consider a bike lane on North Santa Cruz Avenue. • Consider one way streets on Santa Cruz Avenue and University. • This plan is an upgrade of the Lloyd Turner Plan. • Is there a way to vote for Plan implementation funding? • A clear sight distance and line of sight should be maintained at Wood Road and the Post Office. • Can buses negotiate the turn onto South Santa Cruz Avenue with the proposed medians? • Stop sign at Bachman may create stacked up traffic and prevent turning onto Almendra from North Santa Cruz Avenue. • Medians on South Santa Cruz Avenue will prevent large trucks from using the two-way left turn lane to back into the Post Office parking lot. Also Rural Supply delivery trucks sometimes park in the two-way left turn lane. PREPARED BY: LEE E.
