DOWNTOWN STREETS TO INSTALL FOUR SETS OF TWO STREET LIGHTS
B. INSTALL PEDESTRIAN STYLE LIGHTS AT ELM STREET, GRAYS LANE, ROYCE,
AND BACHMAN WITH THE UPCOMING PHASE III STREETSCAPE PROJECT
RECOMMENDATION:
1. Accept report regarding street lights on E1m Street and other Downtown streets to install four sets of two street
lights.
2. Install pedestrian style street lights at E1m Street, Grays Lane, Royce Street, and Bachman Avenue with the
upcoming Phase III Streetscape Project.
BACKGROUND:
A verbal request to increase the lighting on E1m Street was received at the Town Council meeting of November 3, 1997.
The Town Council directed the staff to return with a report on December 1, 1997. The section of Elm Street in question is
between Santa Cruz Avenue and the Municipal Parking Lots #4 and #6. The merchants in the area have complained of
graffiti, public urination, fighting and tarrying. The Police have been called on many occasions to deal with problems in the
general area.
DISCUSSION:
Staff made evening observations of the lighting conditions and has found that due to current Streetscape Improvement Project
i.e. planter boxes, three street lights on Santa Cruz Avenue at E1m Street are temporarily out of service. This has decreased
the available light to this area. Additionally, when this phase of the Streetscape project is completed, more lights will be
installed in the area further increasing the available light. Consequently, a scientific or relational representation of the
available light is not practical at this time. Staff could return after the lighting on Santa Cruz Avenue has been completed
with a more definitive analysis of the available light. Staff has made night time observations and found the area to be largely
illuminated by once retail business. Staff believes that even if all the regular street lights were functional, and the new planter
lights installed, the areas closer to the parking lots would benefit from additional lights.
Staff has estimated the cost to install two pedestrian scale street lights at $11,000. The street lights would be the same design
as those asscriated with the new planter boxes. Staff suggests that the Council authorize installing four sets of these street
lights. One set would be placed on each of the streets that intersect Santa Cruz Avenue and the municipal lots. This would
improve lighting for pedestrians traveling between the parking lots and Downtown destinations.

DISCUSSION:
Staff would include these street lights with the next phase of Streetscape improvements scheduled for early 1998. The
estimated funding increase is available within the current capital project budget. Staff would detail fiscal impacts and
account numbers with the Phase III "award of bid" Town Council staff report.
CONCLUSION:
Staff will move froward with the recommended action unless the Town Council provides other direction.
ENVIRONMENTAL ASSESSMENTS:
Is not a project defined under CEQA, and no further action is required.
FISCAL IMPACT:
Additional funding is available from Account 100-36161 - Planter Reserve with a current balance of $260,700. Staff will
detail the expenditures and amend the streetscape plan at the time the Town Council awards the bid for Phase III of the
Streetscape Project.

Motion by Mr. Blanton, seconded by Mrs. Benjamin, that Council authorize the Community
Services Director to distribute the attached request for proposals for management of the Town's
Rental Dispute Resolution Program. Carried unanimously.
DOWNTOWN STREET LIGHTING/ELM STREET (09.40)
Motion by Mr. Blanton, seconded by Mrs. Benjamin, that Council accept report regarding street
lights on Elm Street and other Downtown streets to install four sets of two street lights and
install pedestrian style street lights at Elm Street, Grays Lane, Royce Street, and Bachman
Avenue with the upcoming Phase III Streetscape Project. Carried unanimously.

Motion by Mr. Blanton, seconded by Mrs. Benjamin, that Council adopt Resolution 1997-133
entitled, RESOLUTION OF THE TOWN OF LOS GATOS ACCEPTING WORK OF
DEVCON CONSTRUCTION, INC.. 14700 OKA ROAD, AND AUTHORIZING THE TOWN
MANAGER TO EXECUTE CERTIFICATE OF ACCEPTANCE AND NOTICE OF
COMPLETION FOR RECORDING BY TOWN CLERK. Carried unanimously.
9721 PROJECT/TREE PRUNING AND REMOVAL/RESOLUTION 1997-134 (11.35)
Motion by Mr. Blanton, seconded by Mrs. Benjamin, that Council adopt Resolution 1997-134
entitled, RESOLUTION OF THE TOWN OF LOS GATOS APPROVING SPECIFICATIONS,
AND AUTHORIZE THE ADVERTISEMENT FOR PROJECT 9721 - TREE PRUNING AND
REMOVAL. Carried unanimously.
LOS GATOS BLVD 16190/OFFICE RESIDENTIAL USE/RESOLUTION 1997-135 (12.09)
Motion by Mr. Blanton, seconded by Mrs. Benjamin, that Council adopt Resolution 1997-135
entitled, RESOLUTION OF THE TOWN OF LOS GATOS DENYING APPEAL OF A
PLANNING COMMISSION DECISION APPROVING ARCHITECTURE AND SITE AND
CONDITIONAL USE PERMIT APPLICATIONS TO CONSTRUCT A NEW MIXED USE

CURFEW ORDINANCE/AMENDING TOWN CODE SECTION 18/ORDINANCE 2038 (13.09)
Motion by Mr. Blanton, seconded by Mrs. Benjamin, that Council adopt Ordinance 2038
entitled, ORDINANCE OF THE TOWN OF LOS GATOS AMENDING CHAPTER 18,
DIVISION 2 - CURFEW, which was introduced at the Council meeting of November 17, 1997.

Dear People Concerned,
The following signatures are a small collection of the people who
patronize and have businesses along Santa Cruz Ave. No one I
spoke to knew about the trees in the planters coming down until
I informed them, despite the public meetings which discussed new
planters. No mention of the trees was present in these announce-
ments thereby I'm sure many people did not think they needed to be
present to handle a situation they felt the city and its designers
was competent to do. No one realized that a meeting about one thing
could lead to other agendas being carried nut.
From everyone I have spoken to, including experts in a number of
fields, there is no Logical ( or financially sound ) reason to
remove the trees. Ynu are going to make alot of penpte unhappy if
you go ahead and do this without public consent. I urge y-u to
reconsider your decision, delay the action-- in fact, throw nut that
proposed action, and put another solution into effect. You are all
supposed to be representing the people of Los Gatos.
