SWEEP" SCHEDULED FOR NOVEMBER 6, 1999
RECOMMENDATION:
Consider providing mechanical cleaning of downtown sidewalks before the holiday season to supplement the "Sunrise
Sidewalk Sweep" scheduled for November 6, 1999.
BACKGROUND:
In September of 1996 the Town received formal quotations for year round sidewalk cleaning in the Downtown. Two
different levels of service were included in the proposals; quarterly and monthly. The costs for the requested services
averaged about $60,000 per year for monthly cleaning. Additionally, there was discussion of having the Business
Improvement District or Redevelopment Agency purchase the cleaning equipment. Staff also considered funding the
program from the Urban Storm Water Runoff Program. No action was taken on the matter at that time, however, staff
has heard renewed interest in cleaning sidewalks in the Downtown and has brought this item forward for consideration.
Staff has received a number of requests and inquiries related to cleanliness of the sidewalks in the Downtown.
DISCUSSION:
On November 6, 1999, Club Live/CASA, the Chamber ofCommerce, and Town staff will conduct the "Sunrise Sidewalk
Sweep" (Attachment 1). This is the third year that the "youth" of our Community have come forward to contribute to
the beatification of the Downtown. The participates of this event contribute three hours early in the morning scraping,
sweeping, and cleaning the Downtown. Cooperating local merchants will post a letter of appreciation in their storefronts
extolling the participants of the program. The Town honors the participants of this event at the Volunteer Recognition
Ceremony. This event is held in high regard because it promotes the good deeds of our youth and improves the
appearance of the Downtown.
The work of the "Sunrise Sidewalk Sweep" does improve the appearance of the Downtown, however, it occurs only once
a year and is limited to hand cleaning activities. The good work of our youth could be augmented with a mechanical
washing effort. The Chamber of Commerce has attempted to gain financial support from the business community for
such an endeavor. The outcome of the Chamber's efforts has been mixed. Some businesses already pay for sidewalk
cleaning, some are willing to support this activity, and many others do not want to participate.

The one time mechanical cleaning of the Downtown is estimated to cost approximately $6,000. If Council is so inclined
to proceed with a one time effort, we would propose to contract with a vendor for the desired services. The vendor would
need to deliver the service before November 23, 1999 and meet all Town contract and insurance requirements. The
Town has received a proposal from a vendor referred by the Chamber of Commerce (Attachment 2). Staff has been
unsuccessful at getting other proposals at this time. Two previous vendors have indicated that they cannot meet the time
criteria due to scheduling demands.
FISCAL IMPACT:
This activity can be funded from the1999/00 adopted Operating Budget.

Thank you for your call this morning regarding the sidewalk cleaning for the Town of Los Gatos.
Though Green Valley would consider entering into a long term contract with the Town for
sidewalk cleaning, we are not able to "gear up" for a one-time cleaning.
At this time we do not have the equipment or the personnel to fulfill your needs.

Motion by Mrs. Lubeck, seconded by Mr. Pirzynski, to provide mechanical cleaning of downtown
sidewalks before the holiday season to supplement the "Sunrise Sidewalk Sweep" scheduled for
November 6, 1999.
Council Consensus to have staff report on the potential for long term downtown maintenance
schedule to address sidewalks, trash receptacles, benches, and graffiti.
BLOSSOM HILL ROAD AND UNION AVENUE INTERSECTION (27.40)
Council accepted report on the right turn red light northbound on Union from westbound
Blossom Hill which changed the timing light slightly to allow people to leave their driveway and
not keep others sitting in the right hand turn forever. Report filed.

Council Consensus to approve the Minutes of November 1, 1999 with amendment to page 4
under Council Comment. Mrs. Lubeck asked that her points concerning this item be added
for the record as follows: "Mrs. Lubeck stated for the record that this should be a two step
process, and that the traffic concerns should be mitigated to the neighbors' satisfaction before
the school issues are considered." Under the motion to continue on page 5: "Mrs. Lubeck stated
for the record that the public hearing was still open for discussion and decision on all aspects
of the proposal."
TRAFFIC CALMING/TRAFFIC STUDY/LIVE OAK MANOR (07.40)
Council Consensus to accept and file report on traffic calming issues/traffic study for Live Oak
Manor neighborhood which spoke of painting the street ad not putting up a stop sign yet.
Council would like staff to monitor this traffic calming action and send communication to Ms
Daspars.
