Consider comments from Chamber of Commerce, and Town commissions and committees. 2. Consider revised sign replacement program for the Central Business District (CBD). 3. Adopt Resolution establishing the CBD Sign Replacement Program (Attachment 1). PURPOSE: The sign replacement program for the CBD will simplify directions and improve the appearance of the right-of-way. With the streetscape improvements (planters, pedestrian scale light installation and new street furniture), the downtown needs the finishing touch of a unified sign program. Signs currently posted in the CBD right-of-way are redundant, inconsistent, and not always helpful to visitors. BACKGROUND: The CBD Streetscape and Improvement Guidelines were amended in April 1996 to include the Streetscape Concept Plan. The Guidelines include a section on signs in the public Right -of -Way that is listed below: 1) The Town shall develop a consistent public sign program for non -regulatory signs that allow the casual user to quickly orient themselves to the area. Typical sign groups are directional, traffic, street signs and public parking lot signs. 2) Sign locations shall be chosen carefully and should be consolidated when possible to reduce visual clutter. 3) The selected sign program shall be consistent throughout the CBD and signs shall consist of the same material, size, color and type. Planning and Engineering staff reviewed these guidelines, surveyed the downtown and drafted the proposed sign replacement program. On January 20, 1998, staff presented the draft program to the Town Council. Council requested that staff present the Program to various Town committees and commissions (Attachment 10). During the month of February, staff received input from the eight groups listed below: Arts Commission Chamber of Commerce Historic Preservation Committee Planning Commission Community Services Commission Downtown Beautification Committee Parking Commission Redevelopment Advisory Committee Staff presented a slide show to these groups illustrating existing signs downtown and sign examples from other cities, and the four alternatives for a street name sign graphic (as prepared by graphic artist Patrick Keller). A summary of comments from the Chamber and each committee and commission are included as Attachment 2. The following comments were made most frequently and consistently: • A sign replacement program for the CBD is needed. • New street name signs incorporating a graphic icon to represent the Historic Downtown will help distinguish the Downtown. • Directional signs for the downtown posted at locations outside the downtown would be helpful for visitors (e.g. at Winchester exit from HWY 85 and at Los Gatos Boulevard and Los Gatos- Saratoga Road). • The Parking Commission and Police Department should be involved in removing and/or replacing parking regulation signs. • A welcome sign to the downtown should be added at a prominent entrance only, for instance on S. Santa Cruz Avenue at the HWY 17 exit. Based on these comments, staff has re-evaluated the program presented to Town Council on January 20, 1998 and revised it as described below. RECOMMENDATION: All of the groups agreed that steps must be taken to improve and reduce existing signs in the downtown. Based on this guidance, staff has divided the sign replacement program into five steps: I) Replace all existing street name signs in the CBD; 2) Remove and replace public parking lot directional signs; 3) Reduce the amount of parking / traffic regulation signs and confusing signs; 4) Create welcome signs and directional signs; and 5) Create Downtown location map signs for placement in public parking lots. Staff proposes that the overall sign replacement program be implemented in the steps listed above. The focus of this report is on the street name signs and public parking lot directional signs. The third step involving parking and traffic regulation signs will involve the Police Department and the Parking Commission (Attachment 9). The fourth and fifth steps will involve more time for sign design considerations and cost estimates. Details about the welcome signs for entrances to downtown, directional signs posted outside of the downtown and location map signs for parking lots are listed in Exhibit A of Attachment 1. Staff anticipates bringing a comprehensive design for welcome signs, directional signs and location maps to the Council by June 1998. PAGE 3 MAYOR AND TOWN COUNCIL SUBJECT: CBD Sign Replacement Program April 15, 1998 Street name signs: Existing street name signs are inconsistent in color, shape and letter type; one has a brown background with beige lettering and one has a white background with black lettering. Proposed street name signs will be consistent in color. shape and letter type as well as highlight our "Historic Downtown" as shown in the draft street name sign format (Attachment 4). Staff proposes that a graphic icon be integrated into the street name sign design. The well known cupola from the La Canada Building is recommended. (The Farwell family has released permission to the Town for graphically reproducing the cupola.) Graphic Artist Patrick Keller produced four alternatives for the sign design using one cupola icon. These alternatives were presented to the Council on January 20, 1998 and all other groups mentioned earlier. Comments were made by all groups about the level of detail in the cupola icon. Based on these comments, Mr. Keller will prepare a revised icon for the April 20, 1998 meeting. Members of the Downtown Beautification Committee recommended that staff contact local designer Rick Tharp to see if he would like to present alternatives also. Mr. Tharp is very interested and will provide a concept for the street name signs (including mounting hardware, colors and typeface style). He proposes a street name sign using the La Canada building cupola as an icon and has worked with Patrick Keller to create the icon. He will present his proposal to the Town Council at its April 20, 1998 meeting. Mr. Keller and Mr. Tharp have generously donated their time in preparing alternatives for the street name signs. Each has indicated to staff that if his design is chosen, he will charge for the time required to prepare a photo -ready copy of the street name sign design. Staff has indicated that the Town will spend up to $1,000 for design services alone. Out of respect to both designers, no alternatives are attached to the report because the Town has not paid for any services and does not own the proposed graphics. Street name signs were originally proposed to be reflective with a white background and green text. Based on comments from Town Committees such as the Historic Preservation Committee, the sign colors proposed has been revised. The signs are proposed with a low reflectivity brown background and a high reflectivity white text. Rather than green and white which connotes "parks", the brown and white connotes a historic built environment. Staff proposes "Monterey" typeface style as designated by the sign manufacturer, using capital and lower case letters. (Rick Tharp may present a different typeface style on April 20, 1998.) Currently, signs are single faced and double mounted. Staff proposes double faced, single mounted signs which will be more cost effective and conducive to the arched "Historic Downtown" element on top of the signs. Signs will be posted on individual posts, street signal posts, and/or stop sign posts. Locations are indicated on the Sign Location Map, Attachment 3. Fifty sign locations are involved for replacing street name signs. Existing street name sign inventories and new street name sign cost estimates are included in Attachments 6, 7 and 8. Public Parking Directional Signs: A round sign with a capital "P" and an arrow pointing toward the parking lot was proposed in January 1998. In response to Chamber, committee and commission comments, staff proposes a rectangular sign with "Parking" spelled out and an arrow pointing toward the parking lot (Attachment 5). Sign colors are proposed as consistent with street name signs, brown background and reflective white text. Locations are shown on Attachment 3. All 27 existing Parking Lot signs would be removed and replaced. A directional sign for pedestrian orientation to public parking lots was proposed in January 1998, but due to comments this is not a part of the revised program. The majority of comments reflected that the intent of the program was to reduce the amount of signs, not add new ones. CONCLUSION: Signs in the CBD right-of-way are currently functional, yet many are inconsistently designed and redundant. The proposed sign replacement program will serve to unify the sign designs, clarify locations, and simplify where signs are posted. Sign improvements implemented via the Sign Replacement Program for the CBD will provide the finishing touch to the Streetscape Plan implementation. The Sign Replacement Program is based on the above mentioned guidelines and information gathered by Town staff from field surveys and sign inventories. The Town Council, Planning Commission, Chamber of Commerce and other Town Committees and Commissions presented with the Sign Replacement Program have all agreed that steps must be taken to improve and reduce existing signs in the downtown. A rectangular sign with "PAIuuNG" spelled out (larger "P" and smaller "arking") and an arrow pointing toward the parking lot will be the standard sign. Sign colors and typeface will be consistent with street name signs. The sign background will be brown with reflective white text. All 27 existing Parking Lot signs will be removed and replaced. III. SIGN REDUCTION a. Reduce the amount of parking / traffic regulation signs and confusing signs. The emphasis of this step is to reduce the existing visual clutter in the Downtown. "Two Hour" and "30 Minute" parking space signs are currently posted on electroliers and individual posts. The frequency of these signs is nearly one per two on -street parking spaces. Signs on electroliers should be retained and signs on individual posts should be removed where appropriate. The Planning Department will work with the Police Department and Parking Commission to achieve the goal of reducing traffic regulation signs without reducing the signs' effectiveness. Confusing signs such as conflicting 15 m.p.h. speed limit signs and "No Cruising" signs; skateboarding signs mounted too high on electroliers for pedestrians to see; and Public Parking directional signs posted where no turn into a parking lot is possible should all be identified and removed as determined possible by the Police Department and Planning Department. IV. NEW DIRECTIONAL AND LOCATION SIGNS a. Create welcome signs and directional signs. Erect one monument "Welcome Sign" in the proposed median at the main entrance to downtown on S. Santa Cruz Avenue (northbound). The median will be constructed as part of the CBD Streetscape Plan; location in front of the Toll House Hotel. The sign will be a maximum three feet high as to not obstruct the traffic view area. Text will be on one side and consistent with the "Monterey" typeface on street name and public parking directional signs. The sign will read"Welcome to Historic Downtown Los Gatos." Sign material will be determined based upon criteria for durability, aesthetics, and low maintenance. A graphic may be included in the sign format Two "Directional Signs" will be placed outside the downtown. These signs will be placed either on intersection signals, electroliers or individual posts. The sign area for each will be a maximum or nine square feet. The background will be low reflective brown with high reflective white text. Typeface will be "Monterey". The text will read "Historic Downtown Los Gatos" with an arrow pointing toward downtown. One sign will be located at the intersection for the Winchester exit from Highway 85 and one sign will be located at the intersection of Los Gatos Boulevard and Los Gatos -Saratoga Road. 2 Page 3 CBD Sign Replacement Program Adopted April 20, 1998 b. Create Downtown location map signs for placement in public parking lots. Erect ground signs showing "You are here" on a base map of the CBD. The signs will be located at one end of each public parking lot and in the Town Plaza (total of seven signs). The sign face will measure approximately six square feet, stand three feet high and be set at an angle. The map will show land marks such as the Town Plaza, Post Office, Town Service Center and Civic Center; address ranges will also be shown. As part of the locator sign element, a sign with the Parking Lot Number will be posted at public parking lot entrances. Make sure to replace Forbes Mill directional signs. 2. All downtown signs should have consistency in typeface. 3. For street name signs: White with green is nice, but connotes parks. 4. Just the capital letter "P" with an arrow underneath it does not convey enough. Need the word "Parking" for parking directional signs. 5. Lot number sign maybe necessary for public parking lots. 6. "Thank you for visiting" seems trite, do not include on welcome signs. 7. Continuity in color and type style is important. 8. Green = parks, which is not appropriate for downtown. 9. Brown = Associated with downtown historic structures for street signs. 10. Graphic icon should be more representative of La Canada building cupola: -not so simplified -like the historic element -overall, they like the graphic icon 11. "Calle de Los Gatos" sign should be removed from Lot IV parking lot signs. 12. Numbering the Town Lots may not be helpful. Town isn't that big! 13. Street name sign: "Downtown Los Gatos", no need to include the EST. 1887 date. 20. One member provided a sketch for refinement of the cupola for the street name signs. 21. They like icon. Reduces confusion from signs for timed parking stalls/curbs. Comments from: Arts Commission 2/5/1998 1. Hills in background great (upper left alternative). 2. A little more accuracy is needed in cupola icon. 3. Historic Connotation very good. 4. Cats may be appropriate for downtown welcome signs or Town logo. 5. Prefers the sense of mountains as shown in upper left alternative for street name signs. 5. Stylized drawing of cupola may not truly identify what it is meant to be. Feels if it were more accurate and encompassed more detail with the mountains in the background, it would work. 6. Feels that if the Incorporation date is included, it is too much information and too small. 7. Questioned the budget priority for this project. 8. One commissioner concurred with the recommendation from the Police Chief regarding U-turn signs (that they are necessary). Comments from: Chamber of Commerce 2/18/1998 1. TODD CHJJF OF POLICE POLICE DEPARTMENTIIMORANDOI DATE: JANUARY 8, 1998 SUBJECT: SIGNREPLACEMENT FOR THE CENTRAL BUSINESS DISTRICT I have reviewed your recommendations to Council concerning the removal of certain parking and traffic regulation signs in the Central Business District. I concur with the majority of your recommendations, but I do have some concerns. Reduce the amount ofparlring regulation signs (Recommendation la.) While I would agree that there is no need to maintain one parking regulation sign for every two spaces, I do not concur with the removal of signs designating loading zones, red zones, or temporary parking zones. The goal of the parking program is to gain voluntary compliance with parking regulations, ensuring that all visitors to the Central Business District have an opportunity to park and conduct business. While drivers are, of course, required to park in conformance with the curb markings, the gradual fading of paint, inclement weather, and night time parking sometimes reduce the visibility of the markings. The placement of signs drawing attention to green zones, yellow zones, etc., assists motorists in complying with the regulations. I believe that painting all 30 minute zones white, with the words "30 minutes" stenciled on the curb does not conform with the Vehicle Code, nor with Town Code. For example, a white curb restricts parking to purposes of loading/unloading passengers, or the deposit of mail into an adjacent mailbox. Town Code Section 15.40.110 limits white zone parking to 10 minutes. Likewise, green, yellow, red and blue each have a special significance. Town Code conforms to the Vehicle Code; to vary from the provisions of the Vehicle Code would be both illegal and confusing to motorists. Remove confusing and misplaced signs (Recommendation lb) Section 22102 of the Vehicle Code permits U-turns at intersections in a business district unless a sign prohibiting such turn in placed at the intersection. While Streetscape Plan improvements provide for the installation of "bulb -outs", I do not concur that U-turns will be impossible to execute, but rather will merely require a series of turning and backing movements to complete the turn_ Experience has taught many police officers that some people will try to make U-turns even in situations that would require difficult maneuvering. In addition, the bulb -outs will not deter motorcyclists or bicyclists from making U-turns. Unless there are regulatory signs, officers will not be able to prevent motorists from making ATTACHMENT 9 U-turns at intersections, even if the turns impede the flow of traffic. I agree that the present signage in the Central Business District can be confusing to some. My staff and I will be pleased to work with the Planning Department to address issues concerning the placement of traffic and panting regulatory signs so that confusion is reduced.
