BACKGROUND:
In May 1990, the Town Council accepted a report from the Commercial Plan Committee that included a
recommendation to develop guidelines and standards to replace street furniture and appurtenances on downtown
sidewalks. On February 21, 1995, Council adopted Phase I of the Central Business District Streetscape and
Improvement Guidelines, which provide standards in text for placement and location of street furniture such as benches,
trash receptacles, and newspaper racks. Public improvements such as lighting, planters and street trees are to be
addressed in Phase II (in map and graphic format). The streetscape guidelines adopted in Phase I have been amended
to include additional ADA and Title 24 requirements and changes identified during Phase II (see Attachment 1, Exhibit
A for redlined CBD Streetscape and Improvement Guidelines).
The public right-of-way downtown is in poor condition. Existing sidewalks, benches and planter/ seating areas are badly
deteriorated. Many tree well grates are needed to comply with Title 24 requirements. The streetscape plan and
guidelines are designed to eliminate blight in the downtown and encourage economic development. Due to the number
of elements identified in Phase II, discussion of the guidelines and plan is categorized in the following sections:

DISCUSSION:
A. OVERVIEW:
On October 16, 1995, the Redevelopment Agency (Agency) authorized hiring Paul Rodrigues, Landscape Architect,
to prepare the Streetscape Plan. He was hired to complete the following tasks:
• Prepare Downtown Base Plan from aerial and parcel maps.
• Prepare Overall Analysis/ Evaluation of Downtown issues, problems and opportunities.
• Prepare proposed Downtown Plan - symbols for signs, light fixtures, planters, trash receptacles,
benches, drinking fountains and bicycle racks.
• Prepare illustrations of fixtures and furnishings.
• Prepare overall Conceptual Street Tree Plan.
• Prepare Schematic Planter/ Seating Area Plan.
• Prepare preliminary cost estimate for planter areas and furnishings.
The consultant met with Town representatives on October 20, 1995 to discuss existing conditions, opportunities and
constraints. Existing conditions in downtown encourage cut -through traffic to and from Highway 17, making pedestrian
circulation somewhat unsafe. After this discussion, it was determined that the plan and guidelines should feature

pedestrian activity and safety in downtown. Proposed changes in auto traffic patterns, crosswalk locations, sidewalk
widths and lighting increase pedestrian orientation. Such changes lessen downtown's appeal as a cut -through route for
highway traffic and heighten the appeal for pedestrians enjoying downtown amenities.
The consultant walked the downtown with Town representatives on October 27, 1995 and visited the Town numerous
times to conduct field surveys. He even conducted a survey at night to evaluate the lighting at crosswalks and other key
locations. Existing pedestrian pathways from N. Santa Cruz Avenue to the public parking lots are emphasized in the
Streetscape Concept Plan and were considered in the process of eliminating crosswalks to simplify circulation.
In early November the consultant presented a preliminary draft of the Streetscape Plan and six design prototypes to staff.
The prototypes included conceptual sketches for planters and seating areas at a mid -block crosswalks and other features
that could be repeated throughout the CBD.
On November 14, 1995 the consultant presented the draft Streetscape Plan and conceptual sketches to the
Redevelopment Advisory Committee and a group of 15 to 20 citizens including merchants, Downtown Association and
Downtown Beautification Committee members and residents. Every property owner and business owner in the CBD
was sent a notice of the meeting (Attachment 5). The draft plans were well received. The group made valuable
comments which were incorporated into the plans.
Staff presented the Streetscape Plan at the Council, Board and Commission Joint Study Session on February 24, 1996.
Among those present at the meeting was Los Gatos resident Rick Melzig, who wrote a letter supporting the Plan (see
Attachment 8.) The Downtown Association also wrote a letter supporting the Plan (see Attachment 14.)
The Downtown Association and Chamber of Commerce were notified of the March 18, 1996 Town Council/ Agency
hearing on this matter. The Downtown Association was given a notice of the meeting to distribute to merchants for
posting in downtown locations. The Streetscape Plan was also publicized in the March 6, 1996 edition of the Los Gatos
Weekly Times (see Attachment 12 for two articles).
B. STREETSCAPE CONCEPT PLAN:
The Concept Plan (dated February 27, 1996) will be posted at the March 18, 1996 Council hearing. The study area for
the Streetscape Plan includes the C-2 zone from E. Main at Church Street to N. Santa Cruz Avenue and S. Santa Cruz
Avenue from Wood Road north to Los Gatos -Saratoga Road. The plan reflects changes that are known at this time in
the C-2 zone; Old Town was not included because the pending application will deal with streetscape issues as part of
the approval process.
The consultant developed a preliminary conceptual design for the gateway to downtown at the N. Santa Cruz Avenue
and Los Gatos -Saratoga Road intersection. Staff recommends the plan for acceptance only at this time. The plan needs
to be evaluated as a separate project since Los Gatos -Saratoga Road is within Caltrans jurisdiction. The concept plan
will be subject to further review, as the plan is a project as defined under CEQA and will require Caltrans review, an
environmental review and a traffic study. If this intersectionplan were included in the Streetscape Plan, the time
required for the environmental review would delay approval of the Plan.
The existing public amenities in downtown Los Gatos such as street furniture, landscape planters, trash receptacles,
crosswalks and lighting currently need renovation. To maintain an economically viable downtown it is necessary to
implement the CBD Streetscape and Improvement Guidelines via the Streetscape Plan. Implementation involves
upgrading the safety of the sidewalks and crosswalks for pedestrians in the downtown. The Streetscape Plan illustrates
design concepts for improving and upgrading safety, circulation and aesthetics. Below is a summary of the design
concepts included in the Streetscape Plan (items are numbered and follow the comment sequence on the Concept
Streetscape Plan, dated February 26, 1996):

Expand sidewalk and landscape area to slow traffic and make for safer pedestrian crossings. The expanded
sidewalk may be referred to as a "choker", which increases pedestrian safety and area for pedestrian amenities.
The main purpose of the choker is to decrease pedestrian crossing distance and increase pedestrian visibility

Move stop sign back at University Avenue to improve bus and truck turning movements off of Main Street.

3. Tow_n plaza
The Town Plaza Blue Ribbon Task Force recommendations for the Plaza are in harmony with the consultant
recommendations (see Attachment 10 for Plaza Task Force report). The consultant's design concepts are
recommendations only. The Plaza should be treated as the heart of downtown. Possibly remove parking
spaces along west side of Plaza to increase pedestrian area. Existing bus stop and shelter to remain. Suggested
removal of north -bound Santa Cruz Avenue free right turn onto Main Street.

Create a gateway to downtown by planting portions of median/ turn lane. Redwood trees are proposed, as they
are reminiscent of Los Gatos history and mountain backdrop. Introduce signs to welcome visitors to downtown
and the historic district. Maintain access to driveways at Post Office, bus station and Toll House Hotel.

Change to one-way west bound at N. Santa Cruz Avenue. The existing Gray's Lane is sub-
standard for a two
way street with parking on one side. The one-way street west bound works in coordination with Elm Street
as a one-way street east bound. It is also consistent with the conditions of approval for the Los Gatos Brewing
Company. One-way street allows for sidewalk widening of three (3) feet on each side. Sidewalk widening
complies with ADA access requirements to the new parking lot and emphasizes the link from the public lot
to N. Santa Cruz Avenue.
8. Rovice-Nicholson Intersectjons
Create chokers at south end of both intersections. Remove crosswalk at north side of Nicholson to simplify
intersection. Relocate one parking space (moved as a result of choker) to where the crosswalk was located.

9. Bachman Avenue Intersection
Expand sidewalks at the southeast and northwest corners of intersection. Remove the free right turn onto north
bound Santa Cruz Avenue at east side of Bachman. Align the centerline of Bachman with the elimination of
the free right turn lane and addition of chokers. Expand length of choker at southwest corner of intersection
to accommodate existing bus stop. Add stop signs on N. Santa Cruz Avenue for north and south bound traffic.
10. Almendra Avenue Intersection
Expand sidewalks at the southwest and northeast areas of the intersection. Remove the crosswalk at the south
end of intersection.
C. CIRCULATION AND PARKING:
The overall purpose of the Streetscape Concept Plan is to improve the streetscape amenities and circulation in the
downtown. Sidewalk chokers expand sidewalk area to afford space for items such as benches, planters, and pedestrian
scale lighting. Chokers also increase pedestrian visibility and reduce walking distance at crossing points. Buses
stopping in lane as a result of chokers at bus stops will slow traffic and reduce undue bus passing movements by
motorists. A bus stopping in lane makes for a shorter stopping period, as opposed to the bus ducking in and out of
traffic. Stop signs installed on N. Santa Cruz at Bachman Avenue will slow traffic and allow safer turning movements
from Bachman Avenue. These efforts combined will improve pedestrian and motorist movement by eliminating traffic
that sees downtown as a short-cut to and from Highway 17 rather than a place to stop and enjoy.
The Santa Clara Transit Authority reviewed the draft Streetscape plan and provided comments (see Attachment 6).
Upon their recommendation, the following elements were added to the plan:
• Relocate existing Nicholson Avenue bus stop to the southwest side of the Bean Ave. and N. Santa Cruz Ave.
intersection. This would improve general bus stop spacing and access for St. Mary's students.
• Keep existing Bachman Avenue bus stop. Lengthen proposed choker at southwest corner of Bachman/ N. Santa
Cruz intersection to accommodate full length of bus and allow adequate crosswalk clearance.
• Maintain a six (6) inch curb on the sidewalk chokers facilitating a bus stop. The curb affords a near -level
landing for those boarding and exiting a bus.
The design concepts mentioned in the Streetscape Plan overview will cause a net loss of two (2) on -street parking
spaces. No spaces will be lost on N. Santa Cruz Avenue. The spaces will be lost on Gray's Lane . One parking space
lost on Main Street in front of the Coffee Roasting Company will give way to space for bike racks and seating area,
commodities which are in high demand at that location. Below is a summary of parking spaces lost and gained:

D. LIGHTING AND FURNISHINGS PLAN:
The consultant has illustrated more detailed features on the Lighting and Furnishings Plan (dated February 26, 1996).
Below is a summary of the lighting and furnishing details:
Light Fixtures: Existing and proposed Tight fixture locations are identified on the plan. Proposed sidewalk
lighting will be at pedestrian scale, 10 to 12 feet in height with an estimated 10 foot radius coverage area.
This lighting is located at pedestrian crossing points to heighten pedestrian safety.
Signs: Locations for new locator signs are identified on the map. Included are street signs, public parking
direction signs and location map signs. The location map signs are proposed for installation in public parking
lots, to help with visitor orientation to downtown.
Furnishings: Approximate locations are identified for benches, landscape planters, newsracks, trash
receptacles, drinking fountains and bike racks. The Five Year Implementation Plan for the Central
Redevelopment Project includes streetscape improvements for benches, trash receptacles and landscape
planters. Newsrack locations shown on the plan indicate where permits have been applied for under the
Newsrack Ordinance.
E. DESIGN PROTOTYPES:
The consultant has prepared six design prototypes which may be repeated throughout downtown (see Attachment 7,
for sheet 6). Sheets one through five will be posted at the March 18, 1996 Council meeting. Below is a brief summary
of the six prototypes:
Sheet One: Gateways S. Santa Cruz Avenue median planting plan is shown on sheet one. Redwood trees
are proposed, as they are reminiscent of Los Gatos history and mountain backdrop. The preliminary
conceptual plan for N. Santa Cruz Avenue at Los Gatos -Saratoga Road is also included.
Sheet Two: Mid -block Planter Shown in perspective and plan view. This prototype would replace the
existing planters and be installed in any new planter locations. Planters include materials compatible with
the built downtown.
Sheet Three: Corner Choker Details This detail exemplifies a corner choker, as proposed for example, at
the southeast corner of Bachman and N. Santa Cruz Avenue. Street grade at the choker would be elevated
to the sidewalk grade to create a" woonerf' sidewalk design. This woonerf design would eliminate the need
for curb cuts to meet ADA and Title 24 access requirements.
Sheet Four: Details Planter Planter elevations and structural details illustrated. The planters will have a
one foot concrete face with "Norman" brick rim and one foot high wrought iron railing. If adjacent to a
parking space, the sidewalk curb where planter areas are located will be cut at a 45 degree angle. This angle
allows for efficient street maintenance and ease in parking without hitting the planter.
Sheet Five: Street Furniture Details including elevations of pedestrian lighting, benches as designated by
the Downtown Association, trash receptacles and other furnishings.
Sheet Six: Choker with Off -set Crosswalk This type of choker is proposed in front of the Los Gatos Coffee
Roasting Company. It provides space for benches, a planter and bike racks.
F. STREET TREE PLAN:
The Street Tree Plan has been reviewed by Parks and Forestry staff and revised accordingly. The detailed Plan (dated
February 27, 1996) will be posted at the March 18, 1996 Council hearing. Below is a short summary of the Plan:
• Replace Holly Oaks on east side of S. Santa Cruz Ave. with Aristocrat Pears.
• Replace some Holly Oaks on West Main (in front of Coffee Roasting Co.) with Town approved evergreens.
• Replace Privets with Cork Oaks.
• Replace Laurel trees with Aristocrats or Evergreens.

Plant no additional Sycamores.
New planters to be planted with standard Oleander (red). These provide color and without interfering with
storefront visibility.
All tree grates to conform to ADA and Title 24 requirements.
G. LOS GATOS-SARATOGA ROAD MEDIAN
In a related project, the Parks, Forestry and Maintenance Services Department is proposing to repair and replace the
landscaping and irrigation on Los Gatos -Saratoga Road medians within the Redevelopment Area. The work includes
installing drip irrigation, permanent shrubbery and uplighting for trees and electrolier banners. It also includes
replacement of trees killed by frost and preparing areas for planting annuals (annuals not funded by Redevelopment
Agency).
CONCLUSION:
The CBD Streetscape and Improvement Guidelines are consistent with the goals of the Downtown Specific Plan,
Redevelopment Plan and General Plan. The Streetcape Plan, detail prototypes and street tree plan further define the
standards for downtown improvements. The purpose of the Guidelines is to establish a "master plan" for public
improvements in the CBD so that the design, placement and function of downtown improvements are compatible and
part of a coordinated program. Improvements may be completed in phases or the Town/Agency could float a bond
to complete the project entirely. The preliminary estimated cost total for implementation is $1,018,813.75 (see
Attachment 11). All improvements to eliminate blight are eligible for funding by the Redevelopment Agency under
the Central Los Gatos Redevelopment Plan.
The preliminary conceptual plan for the N. Santa Cruz Ave. and Los Gatos -Saratoga Road intersection requires further
review. It includes eliminating the free -right turns at each corner to establish better pedestrian crossing points. The
right turn lane elimination affords space for planters and trees. The intersection could provide strong entry features
that distinguish a gateway to downtown, as is recommended in the CBD Streetscape and Improvement Guidelines (see
Attachment 1, Exhibit A Sec. IX, page 5).
The Agency's approved "Adopt -a -Bench" program (see Attachment 9 for program description) may be implemented
with the approval of the CBD Streetscape and Improvement Guidelines. The Agency has a list of those who are
waiting to contribute funding for a bench. The Downtown Association is readily awaiting the program's
implementation.
Staff recommends that the Agency authorize proceeding with Part B of the contract with Paul Rodrigues. Part B
includes drafting plans, specification and estimates for the planters and seating areas.
ENVIRONMENTAL ASSESSMENT:
The CBD Streetscape Plan is a project as defined under CEQA but is Categorically exempt under Section 15301(c).
A Notice of Exemption will not be filed.
The Streetscape Plan was addressed by EIR's prepared for the Downtown Specific Plan and Redevelopment Plan.
Streetscape Plan is an implementation measure of these two Plans. The conceptual plan for the Los Gatos -Saratoga
Road and N. Santa Cruz Ave. intersection will be addressed as a separate project and an environmental assessment will
be prepared.

I. INTRODUCTION
In May 1990, the Town Council accepted a report from the Commercial Plan Committee that
included a recommendation to develop guidelines and standards for the orderly placement of street
furniture and appurtenances on downtown sidewalks. These guidelines will provide the standard for
the placement and location of such things as benches, trash receptacles, newspaper racks, and
anything that may be placed on the public sidewalks, streets, alleys and public right-of-way in the
Central Business District.
II. SCOPE
The standards in this document apply to the area within the boundary of the C-2 zone identified on
the Town of Los Gatos Zoning Map as C-2 (Central Business District) (see Figure 1).
III. PURPOSE
Street furniture and appurtenances placed on street, sidewalks, alleys and other rights -of -way may
unreasonably interfere or obstruct pedestrian, vehicular or bicycle use of the public travel lanes. The
primary purpose of streets and sidewalks is to efficiently, safely and conveniently move people
between destinations. Additionally, the Town is concerned with providing the highest level of
accessibility for elderly people and satisfying the American Disabilities Act (ADA) and Title 24
requirements.
There is an urgent need to provide policy for keeping streets and sidewalks safe for pedestrian travel.
During the last fivc ycars The Town has been involved in several lawsuits due to serious injury
caused by insecure tree wells and street furniture that was not designed with safety in mind or was
placed on the sidewalk inappropriately. An ankle injury may cost the Town as much as $200,000
in costs and awards. More serious injuries have occurred in the downtown including head injuries
caused by tripping over obstacles in the public right-of-way. These injuries are often permanent and
debilitating.
These standards are also intended to provide for clear sight distance, a clear view of traffic signs and
promote the clean and orderly appearance of the downtown.
IV. DEFINITIONS
(1) Public right-of-way. Those areas dedicated for the public use for public purposes including
but not limited to streets, parkways, alleys and sidewalks.
(2) Street furniture. Includes such things, but is not limited to benches, trash and recycling
receptacles, planters, newspaper racks, bicycle racks, electroliers, directional signs and
similar appurtenances.
V. GENERAL
No person shall place or install any appurtenance into or over the public right-of-way. No person
shall install or place any appurtenance into or over the public right-of-way if such appurtenance is
determined to interfere with or impede the flow of pedestrian or vehicular circulation, endanger the
safety persons or property, obstruct ingress or egress from any business or residence, interfere with
disabled access or obstruct the use of postal service collection boxes, fire hydrants, utility meter
boxes, traffic signals, crosswalks or other appurtenances permitted in the right-of-way.
Any street furniture excluding newsracks purchased by a private individual, corporation or
organization to be placed in the public right-of-way, becomes a donation to the Town and therefore,
property of the Town of Los Gatos. The Town will endeavor to locate the donation item in the
location requested by the donor. If that location does not meet all of the requirements of these
guidelines, the Town reserves the right to locate the item elsewhere in the C-2 Zone. Once donated
the Town has absolute control over the donated item, and may remove, relocate or dispose of the
item whenever it is in the public interest to do so. Each donation shall include payment to cover
installation and maintenance costs. A plaque no larger than 36 square inches may be attached to
street furniture in recognition of a donation, upon approval of the Town.
1) Any appurtenance that in whole or in part is placed upon, or over any sidewalk shall:
a) Only be placed near a curb or adjacent to the wall of a building;
b) Not impede the growth of a Town approved tree, nor impede the use of another
permitted appurtenance, or be attached to a street tree or tree grate, or placed upon
a tree grate;
c) Not exceed eight (8) feet in length;
d) Provide a four (4) foot clearance zone between each eight (8) foot appurtenance or
group of appurtenances to allow curb face access.
e) Be in full compliance with any applicable ADA and Title 24 requirements.
2) No appurtenance shall be placed or installed:
a) Within ten (10) feet of any marked or unmarked crosswalk as measured from the
curb return (pedestal newsracks with a minimum height of fifteen inches from paved
surface to bottom of newsrack may be closer to curb return - but no closer than five
feet - at the discretion of the Planning Director);
b) Within three (3) feet of any fire hydrant, fire call box, police call box, or other
emergency facility;
c) Within three (3) feet of any bench fixed parallel to curb, within four (4) feet of any
bench fixed perpendicular to curb;
d) Within five (5) feet of any driveway;
e) Within five feet (5) of any bus stop zone;
f) At any space where the clear space for the passage of pedestrians is reduced to less
than six (6) feet, except that in areas where physical barriers provide for less than six
feet, a clear space for passage of not less than four (4) feet may be permitted for a
distance of not more than ten (10) feet with the approval of the Planning Director;

f) In a way that impedes or interferes with the reasonable use of any commercial
window display;
g) Within ten (14) feet of the eurh return of any whar curb pimp not in marked
crosswalk;--
g) Within eighteen (18) inches from back of curb;
h) Within twelve (12) inches of any accessible utility or meter flush mounted in
sidewalk;
i) In a way which impedes or interferes with an established path of travel related to
access for persons with disabilities as defined in the ADA.
3) Non-compliance with these standards is a violation of Town Code Section 23.10.85(b)(1).
VI. SIGNS (Refer to Figure No. 33-3(a) of the California Accessibility Reference Manual. May
1994, as amended )
1) The Town shall develop a consistent public sign program for non -regulatory signs that allow
the casual user to quickly orient themselves to the area. Typical sign groups are directional,
traffic, street signs and public parking lot signs.
2) Sign locations shall be chosen carefully and should be consolidated when possible to reduce
visual clutter.
3) The selected sign program shall be consistent throughout the Central Business District and
signs shall consist of the same material, size, color and type.
4) Town signs shall use symbols instead of text as much as possible, particularly for traffic
signs.
5) Town signs shall be fully compliant with ADA and Title 24 requirements.
VII. LIGHTING
1) Develop cicctrolicr and strcct pedestrian scale lighting standards for the downtown.
2) Upgrade lighting intensity near crosswalks and other areas that may be potentially hazardous.
VIII. STREET FURNITURE
Street furniture consists of but is not limited to benches, bicycle racks, trash and recycling
receptacles, planters and newspaper racks.

1) Only the following bench models may be permitted in the public right-of-way in the Central
Business District. All such benches shall be installed, owned and maintained by the Town
of Los Gatos. ,

Trash and Recycling Receptacles
1) Trash and Recycling Receptacles shall be consistent in design and materials. The standard
trash receptacle in the Central Business District shall be as follows:

Bicycle Racks
1) The Town shall remove existing publicly owned bicycle racks and encourage donations to
replace existing bicycle racks throughout the Central Business District with a standard model
that can be conveniently located and is easy and safe to use.
2) Bicycle racks shall not interfere with pedestrian flow and shall be easy and safe to use.

Newspaper Racks
Newspaper racks provide an important public information source and are entitled to be
displayed in the public right-of-way subject to Section 23.70.010 of the Town Code. Amy
Newsracks must be installed in compliance with
all requirements of the plan.
Landscaping
1) A plan shall be developed to replace the planter boxes along N. Santa Cruz Avenue
2) Trees and landscaping shall be an integral elements of the downtown.
3) Tree grates shall be designed to meet the requirements of the ADA and Title 24 requirements
and Americans with Disabilities Act Guidelines and shall be used at the base of street trees
to provide tree protection and facilitate pedestrian flow and accessibility.
4) Parking lot areas shall be adequately landscaped to create a more aesthetically pleasing
buffer zone between sidewalks and parking areas as well as to create distinctive parking lot
entryways.
Utilities
1) Continue the underground utility program.
2) Untletweiund Utility boxes, backflow devices, and other mechanical equipment shall be
placed in unobtrusive locations and those above ground shall be screened from view.
3) Scrccn all above ground utility boxes.
IX. FUTURE CONSIDERATIONS
1) Create distinguishing entries into downtown and other areas such as public parking lots.
2) Develop locations for pedestrian corridors that link parking areas to shopping areas.
X. IMPLEMENTATION
This downtown streetscape plan outlines the framework for orderly placement of street furniture and
landscaping in the public right-of-way. This is intended to be the first phase of a comprehensive
plan for the downtown. Phase II willbe is an expansion of this policy further defining standards for
eleetroliers street furniture, pedestrian scale lighting, sidewalk design, public landscaping and public

signs. It is necessary that implementation be a combined public and private venture involving those
who have a stake in the success of the Central Business District. Implementation of improvements
is intended to be completed as funding, private proposals and other improvement opportunities
become available. Thus, completion of improvements may be completed in phases.
The overall adoption and approval of Phase II constitutes detailed guidelines for location, character
and completion of streetscape improvements. Phase II was approved by the Town Council on March
18, 1996 in the form of the following documents:
1) Concept Streetscape Plan for Central Business District Improvements (dated 2/26/96).
2) Street Tree Plan for Central Business District Improvements (dated 2/27/96).
3) Lighting and Furnishings Plans for Central Business District Improvements (dated 2/26/96).
4) Six detail prototypes as follows (dated 1/27/96):

This policy is to be used in tandem with the goals of the General Plan, a l c Downtown Specific
Plan and Redevelopment Plan. Town government can play an important role in maintaining a lively
economically viable downtown, but it is essential that the private property and business owners
expand their role in ensuring the long range success of downtown.

curb return (pedestal newsracks with a minimum height of fifteen inches from paved
surface to bottom of newsrack may be closer to curb return - but no closer than five
feet - at the discretion of the Planning Director);
b) Within three (3) feet of any fire hydrant, fire call box, police call box, or other
emergency facility;
c) Within three (3) feet of any bench fixed parallel to curb, within four (4) feet of any
bench fixed perpendicular to curb;
d) Within five (5) feet of any driveway;
e) Within five feet (5) of any bus stop zone;
f) At any space where the clear space for the passage of pedestrians is reduced to less
than six (6) feet, except that in areas where physical barriers provide for less than six
feet, a clear space for passage of not less than four (4) feet may be permitted for a
distance of not more than ten (10) feet with the approval of the Planning Director;

f) In a way that impedes or interferes with the reasonable use of any commercial
window display;
g) Within eighteen (18) inches from back of curb;
h) Within twelve (12) inches of any accessible utility or meter flush mounted in
sidewalk;

access for persons with disabilities as defined in the ADA.
3) Non-compliance with these standards is a violation of Town Code Section 23.10.85(b)(1).
VI. SIGNS (Refer to Figure No. 33-3(a) of the California Accessibility Reference Manual. May
1994. as amended )
1) The Town shall develop a consistent public sign program for non -regulatory signs that allow
the casual user to quickly orient themselves to the area. Typical sign groups are directional,
traffic, street signs and public parking lot signs.
2) Sign locations shall be chosen carefully and should be consolidated when possible to reduce
visual clutter.
3) The selected sign program shall be consistent throughout the Central Business District and
signs shall consist of the same material, size, color and type.
4) Town signs shall use symbols instead of test as much as possible, particularly for traffic
signs.
5) Town signs shall be fully compliant with ADA and Title 24 requirements.
VII. LIGHTING
1) Develop pedestrian scale lighting standards for the downtown.
2) Upgrade lighting intensity near crosswalks and other areas that may be potentially hazardous.
VIII. STREET FURNITURE
Street furniture consists of but is not limited to benches, bicycle racks, trash and recycling
receptacles, planters and newspaper racks.

replace existing bicycle racks throughout the Central Business District with a standard model

2) Bicycle racks shall not interfere with pedestrian flow and shall be easy and safe to use.

Newspaper Racks
Newspaper racks provide an important public information source and are entitled to be
displayed in the public right-of-way subject to Section 23.70.010 of the Town Code.
Newsracks must be installed in compliance with all requirements of the plan.
Landscaping
1) A plan shall be developed to replace the planter boxes along N. Santa Cruz Avenue .
2) Trees and landscaping shall be integral elements of the downtown.
3) Tree grates shall be designed to meet the requirements of the ADA and Title 24 requirements
and shall be used at the base of street trees to provide tree protection and facilitate pedestrian
flow and accessibility.
4) Parking lot areas shall be adequately landscaped to create a more aesthetically pleasing
buffer zone between sidewalks and parking areas as well as to create distinctive parking lot
entryways.
Utilities
1) Continue the underground utility program.
2) Utility boxes, backflow devices, and other mechanical equipment shall be placed in
unobtrusive locations and those above ground shall be screened from view.
IX. FUTURE CONSIDERATIONS
1) Create distinguishing entries into downtown and other areas such as public parking lots.
2) Develop locations for pedestrian corridors that link parking areas to shopping areas.
X. IMPLEMENTATION
This downtown streetscape plan outlines the framework for orderly placement of street furniture and
landscaping in the public right-of-way. This is intended to be the first phase of a comprehensive
plan for the downtown. Phase II is an expansion of this policy further defining standards for street
furniture, pedestrian scale lighting, sidewalk design, public landscaping and public signs. It is
necessary that implementation be a combined public and private venture involving those who have
a stake in the success of the Central Business District. Implementation of improvements is intended
to be completed as funding, private proposals and other improvement opportunities become
available. Thus, completion of improvements may be completed in phases.

and completion of streetscape improvements. Phase II was approved by the To Council on March
18, 1996 in the form of the following documents:

As requested at our meeting on February 2, Santa Clara County Transit District staff have
developed recommendations for transit improvements on North Santa Cruz Avenue in conjunction
with the above referenced project. We have also researched issues posed by the project relative to
the Americans with Disabilities Act (ADA).
Optimal Bus Stop Locations
We were asked to recommend optimal bus stop locations along North Santa Cruz Avenue
between Highway 9 and West Main Street. We recommend two bus stops -- one at Bachman
Avenue and one at Bean Avenue.
We are flexible on the location of a bus stop at Bachman Avenue. Either far -side or near -side
of the intersection is acceptable. At the existing far -side location, the bus stop would require a
bulb that extends 45 feet beyond the pedestrian crosswalk to allow adequate clearance. As
indicated during our meeting, buses must not encroach on pedestrian crosswalks while
servicing bus stops. If the bus stop were relocated to near -side of the Bachman Avenue
intersection, the bulb could be reduced to 35 feet in length before the crosswalk (see marked -
up plan, enclosed).
We recommend relocation of the existing Nicholson Avenue bus stop to far -side of Bean
Avenue. Tnis would improve general bus stop spacing and access for students of St. Mary's
School on Bean Avenue. The existing streetscape planter east of the intersection could be
replaced by the new bus bulb.
ADA Issues
We offer the following discussion concerning the compatibility of the proposed design with
ADA requirements:
The distance between ground level and the first step of a bus is 15 inches in the front and 16
inches in the rear. The Transit District is seriously considering the purchase of low -floor
buses in the near future. Low -floor buses are not equipped with lifts. Rather, they deploy
ramps to board and deboard wheelchairs. If a bus stop has a standard 6-inch curb, the
boarding is almost level. The slope of a ramp reaching down to ground level would be
substantial.

Regarding the tapered sidewalk (curb), the ADA requirement for truncated domes at
hazardous vehicular areas, while currently suspended, has not been finally resolved.
Placement of a long curb ramp may require installation of truncated domes at some point in the
future. Construction of a curb ramp sloping upward from street to sidewalk level, instead of a
standard curb and bus platform, may pose difficulty with boarding for frail seniors and
persons with disabilities. Also,

Notwithstanding the above discussion, we do not oppose bulbing out the bus stops on North
Santa Cruz Avenue. Such a design may actually assist our operation by eliminating the delays
presently incurred by buses reentering the flow of traffic. Our only concern is with the
proposed tapered sidewalks. It would seem that tapered sidewalks only make sense if the
intent is to facilitate pedestrians crossing the street. However, it is not acceptable for our
buses to encroach on pedestrian crosswalks while servicing the stops. Consequently, the
tapers would appear to have no purpose. In addition, the tapered curb would provide no
deterrent for vehicles and buses jumping the curb; they may cause a potential situation in
which wheelchairs could roll into the traffic lane in the event of brake failure or inattention:
and they could cause a potential problem for wheelchair lift deployment, as the mechanism
requires a relatively level surface to operate properly.
In summary, to maintain safety and convenience for boarding and deboarding passengers, we
recommend that the sidewalk bulbs for bus stops be provided with a standard 6-inch curb
measured from the flow line.

My first reaction to your presentation of the Downtown Streetscape
Plan at the study session Saturday was extremely favorable. It
became even better as I had a chance to look at the drawings up
close and chat with you at the lunch break.
The plan was very much in my mind as I strolled Los Gatos on my
bike later that afternoon. I particularly like the concept of the
center medians south of Main Street. I stood at Wood Rd. looking
north and visualized a half dozen redwoods filling the sky between
the commercial buildings on the west side and the post office and
lots on the east. I loved the view. It certainly enlarges the
sense of the Town Plaza and I'm sure will maintain the
counterpoint of the Plaza's redwoods and the two big palms in
front of Lyndon Plaza.
The masonry planters will provide the opportunity to plant larger
trees and perhaps offset the rather unsuccessful little ones
planted along the sidewalks after the hard frost a few years ago
(providing, of course, that all of the trees are maintained
properly).
I do request, however, that a great deal of thought be given to
car and bike traffic issues. Constricting Santa Cruz Avenue to
discourage commuters from passing through is a worthy objective,
but please be mindful of the "users" of downtown: those of us
that do errands during the day that involve north/south trips,
and those of us who stroll by bike. I was riding next to one of
the existing planters when one of the (typically empty) behemoth
buses came upon me. Believe, there isn't a lot of extra width
today.
Tightening the intersection at Bachman is a good idea. Many
drivers appear confused as to the appropriate yield pattern,
particularly left turns from Bachman (in both directions). Making
Grays Lane one way will reduce the likelihood of doing the crime
of inadvertently turning out of a lot towards University after 10
pm. When the sidewalks are widened it ought to be possible to
improve the look of all of that masonry on the sides of the art
shop and the brew pub.

But I am not so sure that loosing the free right turn from
northbound South Santa Cruz onto East Main is such a great idea.
It peels off the stream heading toward University, the high school
and the east part of town. I do not see what would be gained by
slowing down that flow. Even the existing painted triangle island
is probably big enough for a good-sized tree.
Also, as we discussed briefly, there needs to be a safe/legal
turn around for drivers parked southbound in front of #1 Broadway
and the hardware store who wish to turn around and head back into
town. The Wood Rd. intersection just south of the first new
island is probably the place although there is the potential
problem of making a U-turn in front of traffic roaring in from
the freeway.
As a final thought for this letter... Have you considered a well
publicized "walk" a'la' Scott's parking lot tour last Fall?
Perhaps you could have some of the new islands outlined in marking
paint (green, of course) and hand out color renderings. The
downtown association and the service clubs perhaps could help get
a turnout; maybe even make it a minor "event". It is too late to
use it as subtitle PR for the utility tax vote?
Obviously, there's a lot more to the plan than I took in at first
look, but simply put, I think it's great.

ADOPT -A -BENCH PROGRAM
Program Description:
The Town of Los Gatos established the Adopt -A -Bench Program to increase public interest in the
downtown and to create a way for individuals and businesses to contribute donations towards the
cost of new benches and trash receptacles. The Program creates a public / private partnership that
combines matching funds from the Los Gatos Redevelopment Agency with each donation.
Costs:
The total cost (i.e. item cost, tax, freight. maintenance, installation) for each bench and trash
receptacle will be shared by the donor and Redevelopment Agency. The donor will contribute 60%
and the Redevelopment Agency will contribute 40%. The Agency will provide the matching funds
in the form of a grant to the Town. The Town will create an Adopt -A -Bench designated account for
all donations and the Agency grant funds will be placed in a fixed asset purchase account. When
a donation is made to the Town and the item is ordered, the Agency's contribution will be transferred
to the designated account. The account will provide a funding source for the Department of Parks,
Forestry and Maintenance Services (PFM) to purchase, install, and maintain the benches and trash
receptacles. If theAgency is unable to fund a grant or the grant funds have been exhausted, the donor
may pay the total cost of the item.
Terms and Conditions of Donation:
All donors will sign an Acknowledgement Form describing the terms and conditions of the donation
including the Town's maintenance responsibilities. The Acknowledgement Form indicates that the
Town will provide routine maintenance and repair of the bench / trash receptacle but the public
interest or limitations on public monies may cause the Town to relocate or otherwise dispose of the
item. Each donor may request that a brass plaque with a personalized inscription be affixed to the
bench or trash receptacle.
Guidelines:
Each donor may sponsor a specific bench or trash receptacle by selecting the item from the Central
Business District Streetscape and Improvement Guidelines. The Guidelines establish the Town's
standards for the streetscape improvements including the manufacturer, model, and specifications
for installation. The Donor may identify the preferred location for the item. The Town will install
the item as close as possible to the preferred location but the exact location is specified by the
Streetscape Guidelines.

The Task Force has met several times since February, 1995 to study ways of enhancing the Plaza
as the visual and physical center of our community.
The members, representing a wide range of community interests, have come to consensus on the
following points:
1. The Town Plaza is a wonderful resource and serves the community very well.
Improvements to the Plaza must be made carefully to maintain its function and ambiance.
2. Additional parking near the Plaza is highly desirable. The Task Force requested a review
of parking spaces on Montebello and the location of the Post Office drop boxes to see if
more space could be provided. As a result, five new spaces have been made available at
no cost. The Committee considered adding a row of diagonal parking along the eastern
edge of the Plaza but rejected this idea.
3. Narth Santa Cruz Avenue should be visually extended southward. This could be
accomplished by narrowing South Santa Cruz Avenue between Main and Broadway to
allow expansion of the park.
4. An eastbound turn lane onto Main Street from northbound South Santa Cruz Avenue
should be maintained.
5. Town Council should pursue eliminating the South Santa Cruz bus stop. It should also
pursue changes to the schedule which would eliminate bus layovers at the Plaza.

of its streetscape plan for downtown, the town
has taken an important step in that direction.
At face value, the plan may look like much ado
about where to put benches and posies. The
streetscape plan, however, is a blueprint for
maintaining the charm of the downtown area, which,
no one has failed to notice, has fallen into disrepair.
While other cities have tried, with some success, to
create downtowns as part of their economic
development strategies, Los Gatos already has a
downtown adored by residents and visitors alike.
To risk losing one of Los Gatos' strongest assets
would be utter folly. But without serious attention,
it could be lost.
Investing redevelopment dollars into the streetscape
plan is an example of economic development at its
best. While there's value in attracting new business as
part of an economic development strategy, the
foundation —especially in a community that already
boasts a popular downtown —must be support of the
businesses that are already here.
The beauty of having a blueprint is that it won't be
necessary to wait until all the funding is in place
before work can begin. Volunteer efforts, including
the purchase of benches, won't have to be put on
hold. Work can be done a little at a time without
risking a result that looks like a hodgepodge.

The streetscape plan that will be
presented to the Town Council
March 18 may look like a formula to
enhance the beauty of downtown, but
at its heart, it's a bottom -line measure
intended to enhance the business dis-
trict's economic development.
Everything about it —from the red-
wood trees in the median in front of
the Toll House to the crosswalk lights
that will shine down on pedestrians —
is intended to encourage pedestrians
to come to downtown and stay a while.
The $9,000 design by Santa Cruz
landscape architect Paul Rodrigues
is Phase II of the streetscape plan.
The first phase was a decision on stan-
dards for benches and trash recepta-
cles. The Redevelopment Agency,
created following the 1989 Loma Pri-
eta earthquake to assist in the recov-
ery of the downtown business district,
footed the bill for the design.
Among the design elements in the
plan are:
• Medians on S. Santa Cruz Avenue
toslowtraffic coming off the freeway;
• New concrete planters to replace
the current wooden ones. The new
planters will be set back farther from
the street than are the wooden ones
and will run from Highway 9 down
N. Santa Cruz Avenue, to be repeat-
ed at the corner of Main Street and
University Avenue and again at
Main and College Avenue;
• Improved street lighting, with
an emphasis on illuminating pedes-
trian crosswalks;
• A planned pattern for crosswalks;
• The conversion of several side
streets into one-way streets and
widening of the sidewalks on those
streets.
A second part of the plan calls for
dramatic changes at the corner of
Highway 9 and N. Santa Cruz
Avenue, but because those changes
will require an environmental plan,
it will be considered separately, so as
not to slow down the momentum on
the first part of the plan, according to
Planning Director Lee Bowman.
Proposed changes at that corner
include landscaping and the elimi-
nation of free right turns.
Once the first part of Phase II is
approved, work can begin in bits
and pieces, according to Bowman.
A number of local citizens have
already responded to an appeal by
the Los Gatos Downtown Associa-
tion to adopt benches, but until the
plan, including location of benches,
is adopted, benches cannot be placed.

RECOMMENDATION:
1. Adopt resolution authorizing Executive Director to execute agreement with Paul Rodrigues to prepare
Phase II of the Central Business District Streetscape Guidelines.
2. Authorize transfer of $20,987.50 from Capital to Contract Services.
BACKGROUND:
On February 21, 1995, the Town Council adopted Phase I of the Central Business District Streetscape and
Improvement Guidelines. The Guidelines (Phase I) provide standards for installing public improvements such
as benches, trash receptacles, and newspaper racks in the Central Business District (CBD). The CBD is
located within the Central Los Gatos Redevelopment Project Area and the Guidelines must be completed
before the Agency can implement projects identified in the Five -Year Implementation Plan. Phase II will
address improvements such as landscape planters, street lights, and public signs and include a map that
shows the location of all improvements. The purpose of the Guidelines is to establish a "master plan" for
public improvements in the CBD so that the design, placement and function of downtown improvements are
compatible and part of a coordinated program. The Guidelines will prevent construction of an improvement
that is later found to be in conflict with another improvement. For example. it will prevent installing a street tree
where a street light will be located. It is not intended that all the improvements be constructed immediately.
The purpose of the Guidelines is to coordinate public improvements in the CBD, whether constructed by the
private sector as part of project or by the Town as part of the Capital Improvement Program. Due to limited
funding it is anticipated that the improvements will be completed in phases over an extended period of time
and it may take many years before all of the improvements are completed.

The Los Gatos Downtown Association Beautification Committee worked two and a half
years on a Streetscape Plan for Santa Cruz Ave. We have investigated benches,
trash receptacles, and have spent countless hours to assure that the street furniture
chosen would be of the highest quality, with the best prices, and most befitting (he
charm of our Downtown. We also desired a unified look for the entire Santa Cruz Ave.
We interviewed streetscape designers to hear their vision of planters and the total
streetscape design so work would not be done piece -meal, but all aspects would be
considered and prioritized. (First, we dealt successfully with newspaper racks).
Finally, our committment to beautification is becoming a reality. We sun fort the
plan of the streetscape design as presented at the Town Council Meeting, Marc 18.
We would like to thank the Redevelopment Agency for supporting our dedicated efforts.

WHEREAS, an opportunity exists to create a better defined gateway to the downtown
Redevelopment area by improving the medians.
RESOLVED: by the Los Gatos Town Council that the Town enter into an agreement with
the Los Gatos Redevelopment Agency (attached hereto as Exhibit A) for the Landscaping and
Irrigation Grant and does hereby accept the $6,000.00 grant from the Redevelopment Agency to
repair/replace landscaping and irrigation on Los Gatos -Saratoga Road.
RESOLVED: that the Town Manager is authorized, and is hereby directed, to execute the
agreement for the Landscaping and Irrigation Grant.

Speakers continued:
Shirley Henderson, 98 W. Main St., owner of the Antiquarium and active on the downtown
beautification project. Spoke of the improvements inherent in the new design and suggested that
these improvements would cause merchants to take a more active part in the upkeep of their
sidewalk frontage.
Scott Kay, manager of Smith & Hawkins, spoke in favor of public rest rooms to be included in
the downtown street scape plan.
Lee Quintana, 5 Palm Ave., member of the Redevelopment Advisory Committee, asked
questions about noticing the public, greater public input and traffic concerns arising from the
design.
Warlaw Bilkiewicz, 170 Lester Lane, was concerned about the traffic on Santa Cruz Ave., and
was of the opinion that the shop owners should be held responsible for the cleanliness of the
sidewalks in front of their establishments. He also requested public rest rooms in the downtown.
No one else from the audience addressed this issue.
Mayor Attaway suggested a noticed walking tour of the area that could include residents and
business interests, Planning Commissioners and other involved committees. He feels that a
traffic report is necessary. He asked for further public hearing with additional noticing of the
adjacent neighborhoods for April 15, 1996.
Motion by Mrs. Lubeck, seconded by Mr. O'Laughlin, to continue this public hearing to May 6,
1996. Carried unanimously.
