R-4 Staff Report - Downtown Landscape PlantersMEETING DATE: 10/21 /96 ITEM NO. AGENCY AGENDA REPORT DATE: October 16, 1996 TO: CHAIR AND MEMBERS THE EVELOPMENT AGENCY FROM: EXECUTIVE DIRECTOR L SUBJECT: DOWNTOWN LANDSCAPE PLANTERS: 1. APPROVE PEDESTRIAN LIGHT STANDARD FOR DOWNTOWN. 2. APPROVE PLANS AND SPECIFICATIONS FOR LANDSCAPE PLANTERS ON SANTA CRUZ AVENUE. RECOMMENDATION: 1. Approve pedestrian light standard for downtown. 2. Approve plans and specifications for landscape planters on Santa Cruz Avenue. DISCUSSION: The 1996-97 Redevelopment Agency Budget includes funding ($72,000) for the two sets of planters on both sides of Santa Cruz Avenue at the crosswalk in front of Mountain Charlies. The planters will include an irrigation system for landscaping and electrical service for the landscape controller and pedestrian lights. The Agency Budget Report indicated that the planters would be constructed in Spring 1997 to avoid potential conflicts with the Thanksgiving/Christmas holiday season. Staff worked with Paul Rodrigues, Landscape Architect, to develop a draft set of construction plans and specifications for the planters. The plans reflect the conceptual design details which were approved as part of Downtown Streetscape Plan. Together with the Los Gatos Chamber of Commerce we put up a poster in August and September asking for public input on the type of Downtown Pedestrian Light Standard. A travelling "display" of the six light standard choices was placed in several Downtown locations. The display will be present at the Council meeting on October 21, 1996. Members of the public noted their preferred light standard and the Chamber of Commerce compiled the results. The comments of 100 people who indicated their preferences are included in Attachment 1, and summarized below: Candy Cane Style Number 1: 6 Number 2: 7 Number 3: 33 Pole Style Number 4: 29 Number 5: 12 Number 6: 13 The light receiving the most votes (#3) was recommended by Paul Rodrigues as part of the Downtown Streetscape Plan. Based on the comments received, many people voted for this light because they thought it would provide more light on the sidewalk than the "pole style" lights. Actually, the "pole style" lights are fitted with reflectors and provide the same light levels as candy cane styles. The light which received only four less votes (#4) is recommended by staff due to its historic character (Pre 1900's) and consistency with existing pedestrian lighting in the Town Plaza. Lights #3 and #4 are shown in Attachment 2. The other light standards included in the public poll are shown in Attachment 3. The Agency Interim Purchasing Manual establishes an informal bid process for projects costing less than $75,000. This enables staff to go to bid before plans and specifications are approved. However, due to the interest in the planter design staff decided to have the Agency and Council approve the plans and specifications before going out to bid. A detailed construction plan for the planters is included as Attachment 4. The proposed construction schedule is provided below. 1. October 21 - Town Council/Agency Approves Plans and Specifications "Planning Department." This will include the selection of the light standards, choice of colors & material and site selection. 2. November 18 - Town Council/Agency Awards the Bid "Building & Engineering (to finish)." Assumes that acceptable bids are received. 3. December 9 - Contractor provides Bonds, Insurance & 1997 Business License. Notice to Proceed is issued. 4. January 13 - Contractor begins work Contractor will need four to six parking spaces for working and staging materials. Pedestrians will be redirected during various phases of construction. 5. February 21* - Work is complete or Town assesses liquid damages. *Date would be extended equal to the number of rain days. ENVIRONMENTAL ASSESSMENT: The installation of planters is a Class 1 Categorical Exemption pursuant to Section 15301(c) of the California Environmental Quality Act Implementation Guidelines. FISCAL IMPACT: The Redevelopment Agency Budget includes $72,000 for construction of downtown planters (Account 4420-77800). Suggest globe with cheapest globe replacement cost. Which light fixture produces the best lighting- hence pedestrian protection safety? What is the goal? #3: Tough choice- are costs all the same? In a town known for its strict Planning Commission, I'm surprised there is such little consistency. Thanks for asking! Could we replace some of the existing ones too- Funds? - special lighting fundraiser or just a plea to citizens or groups to "adopt a light". When replacement of existing lights are needed, will they be replaced with these new selections of lights so there will be uniformity. The Candycane style lamp post and light will provide lighting at crosswalks. Style #3 is most appropriate, I believe, for the historic architecture of our town. Great project tough choices! Least glare, focused downward. I chose this because I feel this style will give more light. Good aesthetic appearance and good reflection of light onto sidewalk. Needs larger reflector. Thanks for caring about our opinions. Thank you for installing street lights! #4: 1900 light Just plain cute! Looks close to the old Los Gatos Gas Company's gas lamp of 1891. Most old fashioned look. Looks most authentic and old. So glad you're asking our opinion! Also glad you're about to improve the looks of our town. Would really like combo of arched lamp posts. Is more like old original gas light. I like the pre 1900's the best. I would like this style because it is more like the original. Like the style #3, but think #4 would shine down better on pedestrians, The selection of choices was great - but we liked #4 best. Our town has so much history I would love to see it preserved. #5: Pole #5 with #3 with wider 18" reflector. Thanks for giving us the opportunity to vete. Victorian. Candy cane light #3, though aesthetical, pie ming, would introduce yet one more street light type to Los Gatos. I would have liked to select two choices - one of each style. Less likely to get broken - attractive, historic Reminds me of those old beautiful lamp styles of victorian times, which I.os Gatos reminds me of with all its victorian architecture. As part of this project why don't you ask shop owners to keep their sidewalk clean! Some do, but some areas are really filthy - doesn't lend anything to town beauty. First three would be to easy to break fixture (believe me it would happen) #4 and offer some protection against that. #6: The top look great. Thanks!
