RECOMMENDATION:
Adopt the resolution (Attachment 1) supporting the Draft Bay Area Alliance Compact.
BACKGROUND:
Charlotte Powers has requested the opportunity to present the provisions of the Draft Bay Area
Alliance Compact to the Council. The Bay Area Alliance for Sustainable Development (Bay Area
Alliance) is soliciting input from Bay Area residents, businesses, organizations and government
agencies to finalize the Draft Compact for a Sustainable Bay Area. The Bay Area Alliance is a
multi -stakeholder coalition established in 1997 to develop and implement a sustainability action plan
for the Bay Area. The Draft Compact was created through a partnership comprised of the
Association of Bay Area Governments (ABAG) and more than 45 environmental, business and
social equity organizations and government agencies. The Draft Compact is a commitment by
participating organizations to take specific steps over the next 25 years. It is also an action plan to
guide government, businesses, civic organizations and individuals in cooperative efforts that will
lead to a more sustainable region.
DISCUSSION:
An information packet was submitted for the Council's review (Attachment 1). A collaborative
effort over the past three years has led to the creation of the Draft Compact. The Draft Compact
identifies key regional challenges and recommends a package of 10 strategic commitments. The
Draft Compact centers around e-vision, integrating the "three E's" of sustainable development: a
prosperous economy, quality environment and social equity. The overall goal of the Bay Area

Alliance is to reach consensus among stakeholder organizations and civic leaders on a shared vision
about how the region can grow in a more sustainable manner. The Bay Area Alliance is seeking the
Town's support and participation in this effort.
As noted in the General Plan 2000 Introduction, many of the issues identified in the General Plan
are sustainability issues, including open space, hillside protection, environmental quality, natural
plant and animal life, resource conservation and community design. Implementing strategy C.I.7.4
states that the Town should establish and maintain a "sustainability information center: at Town Hall
to inform the public and distribute available brochures. The provisions of the Draft Compact are
consistent with the General Plan 2000.

RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF LOS GATOS
SUPPORTING THE BAY AREA ALLIANCE'S
DRAFT COMPACT FOR A SUSTAINABLE BAY AREA.
WHEREAS, the Town of Los Gatos's economy, environmental resources, cultural
amenities, and educational institutions make it a unique and special place; and
WHEREAS, with many growing communities, the entire Bay Area is undergoing rapid
changes and faces serious challenges; and
WHEREAS, traffic congestion, overburdened transit systems; the lack of sufficient housing
and skyrocketing housing costs, loss of open space, declining neighborhoods, air and water pollution
and the increasingly inequitable distribution of the benefits of our thriving economy are interrelated
problems that require integrated solutions; and
WHEREAS, sustaining a Town as well as the region's environment and economy in a way
that ensures equity for all residents requires innovative thinking and "e-vision", a balanced,
integrated, inclusive, collaborative approach; and
WHEREAS, e-vision is a vision of the future that integrates the Three E's of Sustainable
Development (three E's): prosperous economy, quality environment and social equality. E-vision
is inclusive of all stakeholders and celebrates the region's diverse social and environmental
strengths; and
WHEREAS, the Bay Area Alliance for Sustainable Development (Bay Area Alliance) is a
multi -stakeholder coalition established in 1997 to develop and implement a sustainability action plan
for the Bay Area; and
WHEREAS, sustainable development is defined as "to meet the needs of the present without
compromising the ability of future generations to meet their own needs; and

region -wide among a critical mass of stakeholder organizations and civic leaders regarding a new
shared vision rooted in common values and how the region can grow in a more sustainable manner;
RESOLVED, by the Town Council that the TOWN OF LOS GATOS joins the overall effort
of stakeholder organizations and civic leaders regarding a new shared vision rooted in common
values about how the region can grow in a more sustainable manner;
FURTHER RESOLVED, that the Town Council endorses the concept and joins in building
a consensus on a new shared vision through the development and adoption of the Draft Bay Area
Alliance Compact that can become the foundation for implementation actions by both the pubic and
private sectors at the local, regional and state levels.

Ray Davis, resident, asked that page five of the minutes reflect his statements in entirety.
Motion by Mr. Blanton, seconded by Mr. Attaway, that Council approve the Minutes of May 21, 2001
Town Council/Redevelopment Agency Meeting as submitted. Carried unanimously.
SHANNON ROAD 14045/HICKS ROAD 17101/PLANNED DEVELOPMENT (10.15)
Ray Davis, resident, asked that Shannon Road be improved by any future developers before any further
projects are permitted.
Motion by Mr. Blanton, seconded by Mrs. Decker, to accept report in the form of Planning
Commission minutes recommending denial ofDevelopment Application DEV-99-002 and Architecture
and Site Application S-99-5. (It was noticed that this item would return to Council for hearing on July
16, 2001 at the request of the applicant.) Carried unanimously.
FOSTER ROAD 17975/RESIDENTIAL/PLANNED DEVELOPMENT (12.15)
Ray Davis, resident, asked that any future development on Foster Road have appropriate road repairs
included with the conditions of approval.
Motion by Mr. Blanton, seconded by Mr. Attaway, that Council accept report in the form of Planning
Commission minutes recommending approval ofDevelopment Application GP-00-02, HS-00-1, DEV-
98-9 and Negative Declaration ND-98-15. Carried unanimously.
WEST VALLEY SANTTATION DISTRICT/SEWER AGREEMENT/RESOLUTION 2001-63 (14.40)
Mr. Attaway noted the long standing agreement that the Town has had with the Sanitation District to
maintain its own sewer lines. Due to new federal regulations Los Gatos will extend its agreement for
one year while a consultant is hired and the new regulations and future alternative service delivery
choices are evaluated. With that information Council can determine if it will continue maintaining its
own sewers or contract with the District for the additional service.
Motion by Mr. Attaway, seconded by Mrs. Decker, that Council adopt Resolution 2001-63 entitled,
RESOLUTION OF THE TOWN OF LOS GATOS APPROVING ADDENDUM #2 TO SEWER
AGREEMENT BETWEEN THE TOWN OF LOS GATOS AND WEST VALLEY
SANITATION DISTRICT. Carried unanimously.

BAY AREA ALLIANCE COMPACT FOR SUSTAINABLE BAY AREA/RESO 2001-64 (,1.4.41)
Mrs. Decker asked that growth management, particularly affordable housing, be addressed in this
resolution.
Mr. Glickman noted that this is a work in progress without sufficient specifics to garner his support.
Mr. Attaway believes Los Gatos has done an excellent job in supporting the goals mentioned in this
report and that now is the time to request that the rest of the valley implement some of our ideas in
regards to transportation and housing.
Mr. Blanton noting the work in progress, he anticipates that there will be more facts and supportive
information as the project moves forward.
Mr. Pirzynski supports the resolution and the avenue for Los Gatos to lend its voice to the regional
plans for a sustainable bay area. He spoke of the partnership and ability to have a voice in these
decisions.
Motion by Mr. Pirzynski, seconded by Mr. Attaway, that Council adopt Resolution 2001-64 entitled,
RESOLUTION OF THE TOWN OF LOS GATOS SUPPORTING THE BAY AREA
ALLIANCE'S DRAFT COMPACT FOR A SUSTAINABLE BAY AREA. Carried by a vote of
3 ayes. Mr. Glickman and Mrs. Decker voted no.

The Town Council/Parking Authority/Redevelopment Agency of the Town of Los Gatos met in the
Council Chambers of the Town Hall, 110 East Main Street, at 7:05 p.m., Monday, June 4, 2001, in
joint regular session.

CLOSED SESSION
Town Attorney, Orry Korb, reported that Council had met in Closed Session prior to this evening's
meeting pursuant to Government Code Section 54957.6 to discuss Labor Negotiations. Lead Town
Negotiator: Gary Rogers, Human Resources Manager. Employee Organization: American Federation
of State, County and Municipal Employees - Local 101 (AFSCME). Council gave direction. There was
no reportable action taken.
PRESENTATION/BAY AREA ALLIANCE FOR SUSTAINABLE AREA (00.41)
Mayor Pirzynski introduced Charlotte Powers who made a presentation to Council on the Bay Area
Alliance Draft Compact for a Sustainable Bay Area. She spoke at length of the housing and
transportation needs within the valley and the programs offered to address these needs under smart
growth policies.

Motion by Mr. Glickman, seconded by Mr. Blanton, that Council ratify the check registers for the
payrolls of April 29, 2001 through May 12, 2001, paid on May 18, 2001, in the amount of $487,116.11.
Carried unanimously.
ACCOUNTS PAYABLE/RATIFICATION/MAY 2001 (05.V)
Motion by Mr. Glickman, seconded by Mr. Blanton, that Council ratify the accompanying check
registers for accounts payable invoices paid on May 18, 2001 and May 25, 2001, in the amount of
