COMMITTEE REPORT
MINUTES OF THE DEVELOPMENT REVIEW COMMITTEE MEETING
MARCH 23, 2021
The Development Review Committee of the Town of Los Gatos conducted a Regular
Teleconference Meeting on March 23, 2021, at 10:00 a.m.
This meeting was conducted utilizing teleconferencing and electronic means consistent with
State of California Executive Order N-29-20 dated March 17, 2020, regarding the COVID-19
pandemic and was conducted via Zoom. All committee members and staff partic ipated from
remote locations and all voting was conducted via roll call vote. In accordance with Executive
Order N-29-20, the public could only view the meeting online and not in the Council Chamber.
ROLL CALL
Present: Sally Zarnowitz, CDD Planning; Robert Gray, CDD Building; Mike Weisz, PPW
Engineering; Kenny Ip, SCCFD.
Absent: None.
Staff: Sean Mullin, CDD Planning; Robert Shultz, Town Attorney.
MEETING CALLED TO ORDER AT 10:00 AM
VERBAL COMMUNICATIONS

CONSENT ITEMS
1. Approval of Minutes – March 16, 2021.
MOTION: Motion by Mike Weisz to approve the consent calendar. Seconded by
Kenny Ip.
VOTE: Motion passed unanimously 4-0.

PUBLIC HEARINGS
1. 29 University Avenue
Conditional Use Permit Application U-21-0012
Requesting Approval for a New Restaurant (Blue Bottle) on Property Zoned C-
2:LHP:PD. APN 529-02-044.
PROPERTY OWNER: SRI Old Town LLC
APPLICANT: Amber DeMaglio
PROJECT PLANNER: Sean Mullin
The project planner, Sean Mullin, presented the staff report.
Opened Public Comment.
Jeff Kreshek
Representative of the owner, Federal Realty speaking on behalf of the project. This is
the next step in continuing to remerchandise this shopping center.
Jay G.
Vice President of Blue Bottle Coffee speaking on behalf of the project. They have been in
the Bay Area for over 15 years and have been asked to open a location in Los Gatos. They are
community-focused and work with local bakeries to ensure the community stays strong.
Teri Hope
Owner of Los Gatos Coffee Roasting Company . She submitted a letter stating this
project should be denied at this location. There are already seven local coffee shops in the area
and adding another could cause more economic hardship to the area.
Jeff Kreshek
Representative of the owner making closing comments. He appreciates the comments
that have been presented. While he understands the number of other coffee shops in the area,
Blue Bottle will offer something different and unique.
Jay G.
Vice President of Blue Bottle Coffee making closing comments. Community is the most
important thing to us. We want to help strengthen our community and we will continue to do
so within Los Gatos.

MOTION: Motion by Robert Gray to approve with the required findings, including
that the use is desirable to the public convenience and would not be

detrimental to public health, safety, or general welfare, and
recommended conditions of approval. Seconded by Mike Weisz.
VOTE: Motion passed unanimously 4-0.
