APN 510-16-025. Minor Development in an Historic District Application HS-21-007. Property Owner: Robert Kreb. Applicant: Anniza Reyes, Jemico LLC dba Renewal by Anderson. Project Planner: Sean Mullin. RECOMMENDATION: Consider a request for construction of exterior alterations (window replacement) to a non - contributing single-family residence in the Almond Grove Historic District on property zoned R - 1D:LHP located at 206 Glen Ridge Avenue. PROPERTY DETAILS: 1. Date primary structure was built: 1926 per County Assessor’s Database; 1920s per Bloomfield Survey 2. Yes DISCUSSION: The applicant proposes replacement of 11 existing windows, some of which appear to be original (Attachment 1). Most of the existing windows are double-hung wood windows with wood ogee lugs and wood trim. The applicant proposes replacement with aluminum clad wood windows with ogee lugs to match the existing (Attachment 1 and 3). The proposed windows would be inserts installed within the wood frames of the existing windows. This product can result in slightly reduced window dimensions given the space limitations of using the existing frame. CONCLUSION: The applicant is seeking approval of the Minor Development in an Historic District Application for the proposed window replacement. If the HPC approves the request, the proposed project would be accomplished under a Building Permit and would not return to the HPC. CONSIDERATIONS: A. Considerations Sec. 29.80.290. Standards for review. In evaluating applications, the deciding body shall consider the architectural style, design, arrangement, texture, materials and color, and any other pertinent factors. Application s shall not be granted unless: In historic districts, the proposed work will neither adversely affect the exterior architectural characteristics or other features of the property which is the subject of the application, nor adversely affect its relationship, in terms of harmony and appropriateness, with its surroundings, including neighboring structures, nor adversely affect the character, or the historical, architectural or aesthetic interest or value of the district. B. Residential Design Guidelines Section 4.8.4 of the Town’s Residential Design Guidelines offers recommendations relative to windows and doors located in Historic Districts and/or on historic properties (Attachment 6).
