Main Street Los Gatos, CA 95030 ● 408-354-6832 www.losgatosca.gov TOWN OF LOS GATOS GENERAL PLAN UPDATE ADVISORY COMMITTEE REPORT MEETING DATE: 10/15/2020 ITEM: 1 DRAFT MINUTES OF THE GENERAL PLAN UPDATE ADVISORY COMMITTEE SEPTEMBER 3, 2020 The General Plan Update Advisory Committee of the Town of Los Gatos conducted a Regular Meeting on September 3, 2020, at 7:00 p.m., via teleconference. This meeting was conducted utilizing teleconferencing and electronic means consistent with State of California Executive Order N-29-20 dated March 17, 2020, regarding the COVID-19 pandemic and was conducted via Zoom. All committee members and staff participated from remote locations and all voting was conducted via roll call vote. In accordance with Executive Order N-29-20, the public could only view the meeting online and not in the Council Chamber. MEETING CALLED TO ORDER AT 7:00 P.M. ROLL CALL Present: Chair Melanie Hanssen, Vice Chair Kathryn Janoff, Mayor Marcia Jensen, Vice Mayor Barbara Spector, Committee Member Kendra Burch, Committee Member Todd Jarvis, Committee Member Steven Piasecki, Committee Member Ryan Rosenberg, and Committee Member Lee Quintana. Absent: Committee Member Susan Moore Brown and Committee Member Carol Elias Zolla. Staff present: Jennifer Armer, Joel Paulson, Laurel Prevetti, Matt Morley, and Lynne Lampros. VERBAL COMMUNICATIONS Jeffrey Suzuki - Commented that though detached single-family housing is seen as the standard in Los Gatos, there is research that shows that that density in itself is a bad predictor of traffic problems, whereas proximity to public transit, consumption, and work are better predictors. Commented that detached single-family residential is actually structured to cause traffic. Kinsey - Commented as an advocate for Black Lives Matter (BLM), suggested that the library add a People of Color (POC) reading list on the website and promote writings by POC on their podcast. Approval of Minutes – July 16, 2020 MOTION: Motion by Committee Member Piasecki to approve the Consent Item. Seconded by Committee Member Rosenburg. VOTE: Motion passed unanimously. Committee Members Susan Moore Brown and Carol Elias Zolla absent. DISCUSSION ITEMS 2. Review and Discussion of the Initial Draft of the Mobility Element. Jennifer Armer, Senior Planner, presented the staff report. Open Public Comment. Maria Ristow - Commented on her concern that when there is discussion of LOS, which is traditionally a way of prioritizing cars over pedestrians and cyclists. Closed Public Comment. Committee further discussed the matter and provided the following comments and direction: - The general direction and updates made to the section are appropriate. - Consider reorganization that would put the more important “shall” and “should” statements before the less important statements like “consider.” - Also important to have policies grouped with other similar or related policies. - Add stronger language connecting climate change and the new mobility policies, possibly in the introduction to section 4.1. - Consider updating the road classification system to be more consistent with Vehicle Miles Traveled and Complete Streets. - Define TIF. An appendix with acronyms wou ld be useful. - In MOB-1, use “Vehicle Miles Travelled” instead of “Vehicle trips and vehicle trip lengths.” - Consider a specific numerical target for the reduction in vehicle trips discussed in MOB-1.1 and MOB-1.2 - Add “The Town encourages employers to create…” at the beginning of MOB-1.2. and delete “existing.” - Consider additional language about regional transportation efforts and include corporate bussing. PAGE 3 OF 4 MINUTES OF GENERAL PLAN UPDATE ADVISORY COMMITTEE ON SEPTEMBER 3, 2020 N:\DEV\GPAC\GPAC Minutes\2020\09-03-20 DRAFT.docx - Consider policy consolidation of MOB-1.1 and 1.3. - Require TDM in Policy MOB-5.4 and 5.5, and potentially under policies in Sections 4.2 (Multimodal Systems) and 4.4 (Transportation Systems). - Delete “major” from Policy MOB-1.4 where referencing “major transit stops.” - Delete duplicate language used in MOB-2.2 and 2.3. - Revise MOB-2.5 to parallel wording in MOB-3.5 (which is clearer language). - Take intent of MOB-2.7 and consolidate into MOB-2.6 so that there is through access in large developments. - Change back to “encourage” for MOB-2.10, or make only for new major employers. - Consider revisions to MOB-2.12: Delete “in the Downtown,” specify only for new parking lots, add “where feasible/possible.” - Policy MOB-3.4 is too detailed, consider alternative wording or conversion to implementation measure. - Consider combining MOB-4.1, 4.6, and 4.7. - Consider combining MOB-4.2 and 4.5. - MOB-4.9: Delete first bullet point. - Goal 4 – Maybe delete connection to open space areas. - Use alternative to “consider” in MOB-4.4, possibly “accommodate.” - Combine policies MOB-4.10 through 4.14. - Clarify that MOB-4.7 is not requiring existing HOAs to provide maintenance of trails. - Delete “in downtown” from title and content of MOB-5.1, and consider combining with 5.2. - MOB-5.2: Delete reference to e-scooters. - Consider alternative terms like, “sustainable modes of transportation,” rather than “non-driving.” - Add a policy encouraging walkability in Downtown under the pedestrian section. - Reorder sections so that Multi-modal comes before the bike and pedestrian sections. - MOB-6.3 should focus on multi-use paths, not sidewalks. - Page 4-12: Delete reference to school bus pilot. The next GPAC meeting will be on Thursday, September 17, 2020.
