It is derivative of the one that was drafted during the meeting last Tuesday, but it includes some additional concepts. In 2040, Los Gatos will continue to be a Town that embraces all individuals and families within its diverse community. Nestled in the beautiful foothills of Silicon Valley, Los Gatos will welcome smart, sensitive development and innovation, while maintaining its unique history, distinct Downtown, and small town feel. Los Gatos will have a dynamic economy that includes a range of businesses that serve both residents and visitors throughout the Town. The Town will remain safe, offers varied housing options, promote culture and the arts, and have excellent schools. Its focus on sustainability will ensure that our community will remain vibrant and preserved for future generations. Los Gatos will remain a great place to live, work, and visit. Thank you, Carol Elias Zolla ATTACHMENT 5 From: Phil Koen <pkoen@intermedia.net> Date: April 30, 2019 at 4:55:15 AM PDT To: "lprevetti@losgatosca.gov" <lprevetti@losgatosca.gov> Cc: "jvannada@gmail.com" <jvannada@gmail.com> Subject: GPAC Memo April 26, 2018 - Background section - paragraph B Dear Laurel, Setting the record straight, the Background Report is misleading and presents an analysis of cost by land use that is factually incorrect in that it is based on a budget that the Staff knows excludes $1.5m in salary expense. Furthermore it is misleading for the Town to claim that the adopted budget has a surplus when the Council and Staff knew at the time the budget was adopted that there were no salary increases included and there was every intention to approve increases that would be material in the near future. Within 120 days of approving the budget, the Council did exactly that by approving $1.5m in budget adjustments. If honesty means anything to this Town, the budget in the Background Report should be adjusted to reflect the $1.5m in salary increases. This is a known error, and should be corrected. In an effort to improve transparency, I have made 3 requests of the Staff to give me the budget that was legally in effect as of December 31, 2018. This request has been denied three times. The budget that was legally in effect as of the end of Q2 should be the budget used to compare actual revenues and expenditures at the mid-year. This analysis has never been presented. If the Town truly believes in honesty and transparency they should present to the GPAC the budget that was being used as of December 31, 2018. There is no reason for the Staff to not do this.
