Main Street Los Gatos, CA 95030 ● 408-354-6832 www.losgatosca.gov TOWN OF LOS GATOS GENERAL PLAN UPDATE ADVISORY COMMITTEE REPORT MINUTES OF THE GENERAL PLAN UPDATE ADVISORY COMMITTEE FEBRUARY 4, 2021 The General Plan Update Advisory Committee of the Town of Los Gatos conducted a Regular Meeting on February 4, 2021, at 7:00 p.m., via teleconference. This meeting was conducted utilizing teleconferencing and electronic means consistent with State of California Executive Order N-29-20 dated March 17, 2020, regarding the COVID-19 pandemic and was conducted via Zoom. All committee members and staff participated from remote locations and all voting was conducted via roll call vote. In accordance with Executi ve Order N-29-20, the public could only view the meeting online and not in the Council Chamber. MEETING CALLED TO ORDER AT 7:00 P.M. ROLL CALL Present: Chair Melanie Hanssen, Vice Chair Kathryn Janoff, Council Member Mary Badame, Council Member Maria Ristow, Committee Member Susan Moore Brown, Committee Member Kendra Burch, Committee Member Joseph Mannina, Committee Member Steven Piasecki, Committee Member Ryan Rosenberg, Committee Member Lee Quintana, and Committee Member Carol Elias Zolla. Absent: Committee Member Todd Jarvis. Staff present: Jennifer Armer, Joel Paulson, Laurel Prevetti, Matt Morley, Sally Zarnowitz, and Rob Schultz. VERBAL COMMUNICATIONS None. CONSENT ITEMS (TO BE ACTED UPON BY A SINGLE MOTION) None. DISCUSSION ITEMS 1. Revised Initial Draft of the Land Use Element and Revised Initial Draft of the Community Design Element. Jennifer Armer, Senior Planner, presented the staff report. Committee discussed the matter and provided the following comments and direction: - Discuss whether an area plan will be needed for the community place districts once the Community Design Element has been reviewed. - Consider a new term to replace “Community Place Districts.” - Add to the bulleted items under Policy LU-15.2 to encourage use of interconnected parking areas of adjacent commercial properties. This could be a reference to the Mobility Element, if it is already located there. - Should add emphasis in the policies under Goal LU-15 that state that we encourage mixed use in these districts, maybe within Policy LU-15.1. - Add policy under LU-15 to encourage redevelopment of residential areas to increase density when within Community Place Districts. - Agreed with Historic Preservation Committee comments and suggestions. - Add information to acknowledge that the historic districts already contain multi- family housing. - Expand/revise language in Section 3.9, so that this applies to keeping all Elements and Town documents current and consistent. - In Policy LU-17.1 delete “for purposes of.” - Translate Policy LU-17.2 to simpler language. - Revise Goal LU-20 to remove the word “disadvantaged” to be more generic to engage all members across the community since engagement of disadvantaged communities is already included in the new Racial, Social, and Environmental Justice Element. - Revise LU-20.10 to allow alternatives to story poles, possibly by adding “or other visual representations.” - Relocate and integrate the content of the “Lifelong Learning” section, into the Public Facilities, Services, and Infrastructure Element. - Policy LU-21.3 – Modify the language about coordination with school districts. - Relocate and integrate the content of the “Healthy Community” section, into the Public Facilities, Services, and Infrastructure Element. - Add text within Policy LU-22.6 that the healthy food at Town sponsored events should include “plant-based options.” - Consider an additional policy here to encourage plant-based eating. - Consider removing the more specific policies under Healthy Community, for example the policy on vending machines. - Consolidate the number of policies under LU-22, Healthy Community. - Revise Policy 23.2 to state the intent, that incorporating unincorporated islands is good government for efficiency, and remove the majority of the remaining details. - Relocate content of Implementation Program A within Implementation Program I. - Add specifics in Implementation Program B to encourage smaller residential units.
