Main Street Los Gatos, CA 95030 ● 408-354-6832 www.losgatosca.gov TOWN OF LOS GATOS GENERAL PLAN UPDATE ADVISORY COMMITTEE REPORT MINUTES OF THE GENERAL PLAN UPDATE ADVISORY COMMITTEE OCTOBER 1, 2020 The General Plan Update Advisory Committee of the Town of Los Gatos conducted a Regular Meeting on October 1, 2020, at 7:00 p.m., via teleconference. This meeting was conducted utilizing teleconferencing and electronic means consistent with State of California Executive Order N-29-20 dated March 17, 2020, regarding the COVID-19 pandemic and was conducted via Zoom. All committee members and staff participated from remote locations and all voting was conducted via roll call vote. In accordance with Executiv e Order N-29-20, the public could only view the meeting online and not in the Council Chamber. MEETING CALLED TO ORDER AT 7:00 P.M. ROLL CALL Present: Chair Melanie Hanssen, Vice Chair Kathryn Janoff, Mayor Marcia Jensen, Vice Mayor Barbara Spector, Committee Member Kendra Burch, Committee Member Steven Piasecki, Committee Member Ryan Rosenberg, Committee Member Lee Quintana, and Committee Member Carol Elias Zolla. Absent: Committee Member Susan Moore Brown and Committee Member Todd Jarvis. Staff present: Jennifer Armer, Joel Paulson, Laurel Prevetti, Arn Andrews, Matt Morley, Sally Zarnowitz, Rob Schultz, and Lynne Lampros. VERBAL COMMUNICATIONS None. CONSENT ITEMS (TO BE ACTED UPON BY A SINGLE MOTION) None. DISCUSSION ITEMS 1. Review and Discussion of the Revised Draft of the Public Facilities, Services, and Infrastructure Element. Jennifer Armer, Senior Planner, presented the staff report. Open and Closed Public Comment. PAGE 2 OF 3 MINUTES OF GENERAL PLAN UPDATE ADVISORY COMMITTEE ON OCTOBER 1, 2020 Committee discussed the matter and provided the following comments and direction: - Introduction should be shortened. - Clarify what and when requirements are triggered, for example, what counts as a remodel for PFS-1.2? - Should discuss purple pipe, as it can be used onsite, and prepare for when it will be available in the future. - Policy PFS-4: Clarify language, use of “protect” and “improve” are confusing. - Should consider a compost program. - Change Title of Section 5.5 to Utilities and Alternative Energy. - Clarify Goal PFS-7: What is development that reduces the use of non-renewable energy? - Policy PFS-8.12: Remove mention of prioritizing inspections. - Consolidate and reduce redundancy in Policies PFS-8.1-813. - Consider objective target for LEED Certification. - Consider independent verification for LEED/Green Point Program. - Agree with written comments from Kathryn Janoff on PFS-14.1, 14.6, 17.1. - Add something in this section about racial diversity, not just age, and include a reference to the new Racial, Social, and Environmental Justice Element. - Implement comments from CSSC. - Should expand discussion of Section 5.6 to discuss more than just youth and seniors. - Revise Element to be more forward thinking. - Add newer statistics. - Consider moving Goal 16 to the Land Use Element. - Delete Policy PFS-14.6. - Revise “require the Town” language in Policy PFS-14.1. - Revert to previous language for Policy PFS-17.1 and 17.2 by removing the use of “require.” - Section 5.7: Should be updated to reflect current discussions in the community, and should not have quality of life issues (like barking dogs) which should not be a core service of law enforcement. - Delete list of standards of performance for fire, if we don’t have them for police. - Move Policy PFS-19 to the Community Design Element. - Consider adding regular evaluation of the Police Department as an Implementation Program. - Verify locations of medical facilities in Figure 5-3, ensure that “primary care facilities” are not just doctors offices. - Emergency response should reference new pandemic content in the Safety Element. - Include all schools that Los Gatos residents attend (including those outside of Town boundaries). - Revise PFS-25.1 to existing language. - PFS-25.4: delete “for youth and the broader community.” - Add most of NUMU’s written suggestions. - Add an Implementation program for mental health support.
