Main Street Los Gatos, CA 95030 ● 408-354-6832 www.losgatosca.gov TOWN OF LOS GATOS GENERAL PLAN UPDATE ADVISORY COMMITTEE REPORT MINUTES OF THE GENERAL PLAN UPDATE ADVISORY COMMITTEE DECEMBER 17, 2020 The General Plan Update Advisory Committee of the Town of Los Gatos conducted a Regular Meeting on December 17, 2020, at 7:00 p.m., via teleconference. This meeting was conducted utilizing teleconferencing and electronic means consistent with State of California Executive Order N-29-20 dated March 17, 2020, regarding the COVID-19 pandemic and was conducted via Zoom. All committee members and staff participated from remote locations and all voting was conducted via roll call vote. In accordance with Execut ive Order N-29-20, the public could only view the meeting online and not in the Council Chamber. MEETING CALLED TO ORDER AT 7:00 P.M. ROLL CALL Present: Chair Melanie Hanssen, Vice Chair Kathryn Janoff, Committee Member Susan Moore Brown, Committee Member Kendra Burch, Committee Member Todd Jarvis, Committee Member Steven Piasecki, Committee Member Ryan Rosenberg, Committee Member Lee Quintana, and Committee Member Carol Elias Zolla. Absent: None. Staff present: Jennifer Armer, Joel Paulson, Matt Morley, WooJae Kim, Sally Zarnowitz, and Rob Schultz. VERBAL COMMUNICATIONS None. CONSENT ITEMS (TO BE ACTED UPON BY A SINGLE MOTION) 1. Approval of Minutes – October 1, 2020 2. Approval of Minutes – October 15, 2020 MOTION: Motion by Committee Member Piasecki to approve Consent Items. Seconded by Committee Member Jarvis. VOTE: Motion passed unanimously. Review and Discussion of the Revised Draft of the Mobility Element. Jennifer Armer, Senior Planner, presented the staff report. Open and Closed Public Comment. Committee further discussed the matter and provided the following comments and direction: - Enhancing walkability should be one of the primary goals and should be given equal weight with bicycling and driving. - Whenever existing policies mention driving or biking, there should also be language about walkability. - Should add policies in support of more sidewalks and streetlights. - Organization of the Element doesn’t seem to connect bicycles and pedestrians as they should be. They could be condensed together, rather than separate policies. - May be some opportunities to consolidate bike and pedestrian policies together, or streamline/combine some bicycle policies to reduce the number. - Safe Routes to School should talk about both bike and pedestrian routes. - Remove reference to neighborhood in definition of cut through traffic, as described in written comments in Addendum report. - Add a policy in Land Use Element to reduce/avoid impacts of cut through traffic from new developments on adjacent neighborhoods. - Add a new policy and implementation program that evaluate the possibility of complete streets improvements (lane reductions, enhanced bicycle lanes, etc.) on Los Gatos Boulevard to give it a small town character. - Remove timeframe for Implementation Programs (keep “ongoing” and “annual”). The next GPAC meeting will be on Thursday, January 7, 2021.
