Main Street Los Gatos, CA 95030 ● 408-354-6832 www.losgatosca.gov TOWN OF LOS GATOS GENERAL PLAN UPDATE ADVISORY COMMITTEE REPORT MINUTES OF THE GENERAL PLAN UPDATE ADVISORY COMMITTEE NOVEMBER 5, 2020 The General Plan Update Advisory Committee of the Town of Los Gatos conducted a Regular Meeting on November 5, 2020, at 7:00 p.m., via teleconference. This meeting was conducted utilizing teleconferencing and electronic means consistent with State of California Executive Order N-29-20 dated March 17, 2020, regarding the COVID-19 pandemic and was conducted via Zoom. All committee members and staff participated from remote locations and all voting was conducted via roll call vote. In accordance with Executi ve Order N-29-20, the public could only view the meeting online and not in the Council Chamber. MEETING CALLED TO ORDER AT 7:00 P.M. ROLL CALL Present: Chair Melanie Hanssen, Vice Chair Kathryn Janoff, Mayor Marcia Jensen, Committee Member Susan Moore Brown, Committee Member Todd Jarvis, Committee Member Steven Piasecki, Committee Member Ryan Rosenberg, Committee Member Lee Quintana, and Committee Member Carol Elias Zolla. Absent: Vice Mayor Barbara Spector, and Committee Member Kendra Burch. Staff present: Jennifer Armer, Joel Paulson, Laurel Prevetti, Arn Andrews, Sally Zarnowitz, and Lynne Lampros. VERBAL COMMUNICATIONS Kathleen Willey - Commented that we are in a climate crisis at the moment. We need to take drastic measures to save the planet. Please add Vision2025 under the sustainability section. Town has already adopted Meatless Mondays, but Vision2025 is more measurable. Jeff Suzuki - Commented that there needs to be more direct reference to residen tial development in the downtown. CONSENT ITEMS (TO BE ACTED UPON BY A SINGLE MOTION) None. Review and Discussion of the Initial Draft of the Land Use Element and the Initial Draft of the Community Design Element. Jennifer Armer, Senior Planner, introduced the consultants’ presentation . Rick Rust and Brent Gibbins, of Mintier Harnish, presented the verbal report summarizing the Initial Drafts of the Land Use and Community Design Elements . The Committee Members asked questions of staff. Open and Closed Public Comment. Committee further discussed the matter and provided the following comments and direction: - Additional information is needed to explain how regulations have been modified and how they implement the Preferred Land Use Alternative Framework. - Requested a table showing the projected housing production from the existing General Plan, and the proposed new regulations. - Incorporate more information about Missing Middle Housing into the Land Us e Element and/or the Community Design Element. - Language in the Element should be more forward thinking and we should delete the outdated elements of the 2020 plan, for example, references to the Los Gatos Boulevard Plan and the automobile dealerships. - Introduction should be rewritten to give context to the increase in housing density contained in this update. - Requested a study session to discuss the questions that have come up at this meeting. - A maximum allowed density should be added for residential in the office designation. - Consider adding a policy to limit additional density in the Hillsides. The next GPAC meeting will be on Thursday, November 19, 2020.
