Main Street Los Gatos, CA 95030 ● 408-354-6832 www.losgatosca.gov TOWN OF LOS GATOS GENERAL PLAN ADVISORY UPDATE COMMITTEE REPORT MINUTES OF THE GENERAL PLAN UPDATE ADVISORY COMMITTEE MEETING DECEMBER 12, 2019 The General Plan Update Advisory Committee of the Town of Los Gatos conducted a Regular Meeting on December 12, 2019, at 7:00 p.m. MEETING CALLED TO ORDER AT 7:00 P.M. ROLL CALL Present: Chair Melanie Hanssen, Vice Chair Kathryn Janoff, Vice Mayor Barbara Spector, Committee Member Jeffrey Barnett, Committee Member Susan Moore Brown, Committee Member Kendra Burch, Committee Member Steven Piasecki, Committee Member Ryan Rosenberg, Committee Member Lee Quintana, and Committee Member Carol Elias Zolla. Absent: Committee Member Jarvis and Mayor Marcia Jensen Staff present: Jennifer Armer, Joel Paulson, Lisa Petersen, and Laurel Prevetti PLEDGE OF ALLEGIANCE Committee Member Quintana led the Pledge of Allegiance. The audience was invited to participate. VERBAL COMMUNICATIONS Maryellen Stamos - Commented on health benefits of plant-based diets, and the need to have more plant-based options in Town. Sue Ann Lorig - Commented on the environmental impact of industrial animal agriculture. Karen Aidi - Commented that climate change should not be a divisive political issue, because you can have an impact by changing what you eat to have less meat, which is also better for your health . Kathleen Willey - Read a letter from Karen Rubio in favor of plant-based diet to reduce irreversible impacts of climate change. Rosilene Martins - Commented that the best way she found to reduce her carbon footprint was to replace cow’s milk in her diet and reduce her meat consumption by half. CONSENT ITEMS (TO BE ACTED UPON BY A SINGLE MOTION) 1. Approval of Minutes – August 15, 2019 2. Approval of Minutes – September 19, 2019 MOTION: Motion by Vice Mayor Spector to approve Consent Items with revised August 15, 2019 minutes as reflected in the desk item. Seconded by Committee Member Burch. VOTE: Motion passed unanimously. DISCUSSION ITEMS 3. Review Land Use Alternatives Report and Develop a Preferred Land Use Alternative Recommendation Brent Gibbons and Rick Rust of Mintier Harnish, spoke about the land use alternatives report. Committee discussed the matter and provided comments on the following (though no consensus was reached): - The housing unit data in the report is confusing since some sections include the units from pending and approved projects, and some do not. - Future analysis should include additional commercial growth. - Future analysis should include additional residential growth in downtown. - The Campbell Draft General Plan also looks at increased density in areas adjacent to our opportunity areas. - Potential fiscal impacts of future growth need to be considered. During the discussion, the Committee requested additional information regarding the following: - More detailed figures on household size, possibly differentiating between different housing types. The next GPAC meeting will be on Thursday, January 30, 20 20.
