MINUTES OF THE GENERAL PLAN UPDATE ADVISORY COMMITTEE MEETING
SEPTEMBER 19, 2019
The General Plan Update Advisory Committee of the Town of Los Gatos conducted a Regular
Meeting on September 19, 2019, at 7:00 p.m.
MEETING CALLED TO ORDER AT 7:00 P.M.
ROLL CALL
Present: Chair Melanie Hanssen, Vice Chair Kathryn Janoff, Council Member Spector,
Committee Member Jeffrey Barnett, Committee Member Kendra Burch, Committee Member
Steven Piasecki, Committee Member Ryan Rosenberg, and Committee Member Carol Elias
Zolla.
Absent: Committee Member Jarvis, Committee Member Moore Brown, Committee Member
Quintana, and Vice Mayor Jensen
Staff present: Matt Morley, Joel Paulson, Lisa Petersen, Laurel Prevetti, and Robert Schultz
VERBAL COMMUNICATIONS
None.
DISCUSSION ITEMS
1. Consider proposed General Plan amendments to language specific to Highway 17 in
Goal TRA-4 and supporting policies.
Matt Morley, Director of Parks and Public Works, presented the staff report.
Opened and Closed Public Comment.
Committee discussed the following topics:
- Efficiency improvements that does not involve road widening or added lanes.
- Number of lanes from Lark to Highway 9 going southbound .
- Measure B and the Highway 9 interchange.
- Commute traffic and the Highway 17 corridor.
- Potential of a three lane expansion going past town limits southbound.

- Computer model of plan and rendered views of certain points along the highway.
- Next steps after the process, duration, and its potential moving forward .
- Reason or history for this being included in the General Plan.
- Fiscal obligation of the Town to participate in Measure B.
- Wording in the proposed goals and policies, as well as keeping the language
positive and not negative.
Committee further discussed the matter and provided the following comments:
- Committee Member Zolla recommended that Policies TRA-4.2 and 4.3 be
eliminated.
- Committee Member Piasecki recommended to keep Policy TRA-4.3
- Vice Chair Janoff agreed to eliminate Policies TRA-4.2 and 4.3 from the current
and future General Plan. She also agreed to the modification to Policy TRA-4.1.
- Chair Hanssen agreed to make changes to Policy TRA-4.1 and eliminating Policies
TRA-4.2 and TRA-4.3
- Committee Member Barnett recommended that the word “consider” be
changed to “supporting” in Policy TRA-4.1. He also supports the elimination of
Policy TRA-4.3
MOTION: Motion by Committee Member Rosenberg regarding making changes to
Policy TRA-4.1 incorporating the change of the word “consider” to
“supporting”. Seconded by Committee Member Burch
VOTE: Motion passed 6-2. Council Member Spector and Committee Member
Piasecki voting no.
MOTION: Motion by Committee Member Zolla to eliminate Policy TRA-4.2. Failed
for lack of a second.
MOTION: Motion by Committee Member Barnett to eliminate Policy TRA-4.3 due
to its ambiguity. Seconded by Committee Member Rosenberg
VOTE: Motion passed 6-2. Council Member Spector and Committee Member
Piasecki voting no.
MOTION: Motion by Committee Member Rosenberg regarding making changes to
Policy TRA-4.15 eliminating the words “lanes or.” Seconded by Vice Chair
Janoff
VOTE: Motion passed 7-1. Council Member Spector voting no.
