Main Street Los Gatos, CA 95030 ● 408-354-6832 www.losgatosca.gov TOWN OF LOS GATOS GENERAL PLAN ADVISORY UPDATE COMMITTEE REPORT MINUTES OF THE GENERAL PLAN UPDATE ADVISORY COMMITTEE MEETING JUNE 20, 2019 The General Plan Update Advisory Committee of the Town of Los Gatos conducted a Regular Meeting on June 20, 2019, at 7:00 p.m. MEETING CALLED TO ORDER AT 7:00 P.M. ROLL CALL Present: Chair Melanie Hanssen, Vice Chair Kathryn Janoff, Vice Mayor Marcia Jensen, Council Member Barbara Spector, Committee Member Jeffrey Barnett, Committee Member Todd Jarvis, Committee Member Steven Piasecki, Committee Member Susan Moore Brown, Committee Member Ryan Rosenberg, and Committee Member Carol Elias Zolla Absent: Committee Member Kendra Burch and Committee Member Lee Quintana Staff present: Arn Andrews, Jennifer Armer, Joel Paulson, and Robert Schultz PLEDGE OF ALLEGIANCE Committee Member Jarvis led the Pledge of Allegiance. The audience was invited to participate. VERBAL COMMUNICATIONS None. CONSENT ITEMS (TO BE ACTED UPON BY A SINGLE MOTION) 1. Approval of Minutes – December 11, 2018 2. Approval of Minutes – April 23, 2019 3. Approval of Minutes – April 30, 2019 4. Approval of Minutes – May 23, 2019 MOTION: Motion by Committee Member Rosenberg to approve Consent Items with corrections to Item 3 and 4. Seconded by Council Member Spector. VOTE: Motion passed unanimously. Council Member Spector abstained from Item 4. Provide Direction for Draft Land Use Alternatives Jennifer Armer, Senior Planner, presented the staff report. Opened and Closed Public Comment. Committee discussed the following with regard to land use alternatives: - Suitability of focus areas, and whether more of the Town should be included; - Possible RHNA and other requirements from the State for new housing; - Job centers; - Growth in businesses and vitality; - Location of unincorporated areas; - Status of Vasona Light Rail; - Smaller residential units; - Reduction in width of Los Gatos Boulevard; - Protection of hillside property rights; - Granny units in single-family areas; - Additional units targeted at youth and aging population; - Fire safety; - Consensus to not increase density in hillsides except as allowed with current ADU regulations; and - Potential for small units in mixed-use developments if increased heights or density isallowed. Committee reached a consensus that additional density in the hillsides was not desirable, both for the protection of the natural character of the hillsides and as a part of wildfire preparedness. After further discussion, the Committee requested the following information prior to providing direction on the alternatives report: - Existing or proposed wildfire legislation and plans; - Form-Based Zoning; - Growth statistics and projections; - Existing land use designation limitations; and - Example alternatives reports. Council Member Spector announced that Historic Preservation Committee Member Leonard Pacheco recently passed away. The next GPAC meeting will be on Thursday, July 18, 2019.
