MINUTES OF THE GENERAL PLAN UPDATE ADVISORY COMMITTEE MEETING
MAY 23, 2019
The General Plan Update Advisory Committee of the Town of Los Gatos conducted a Regular
Meeting on May 23, 2019, at 7:00 p.m.
MEETING CALLED TO ORDER AT 7:00 P.M.
ROLL CALL
Present: Chair Melanie Hanssen, Vice Chair Kathryn Janoff, Vice Mayor Marcia Jensen, Council
Member Barbara Spector, Committee Member Todd Jarvis, Committee Member Steven
Piasecki, Committee Member Susan Moore Brown, Committee Member Lee Quintana, and
Committee Member Ryan Rosenberg
Absent: Committee Member Kendra Burch, Committee Member Jeffrey Barnett, and
Committee Member Carol Elias Zolla
Staff present: Joel Paulson and Jennifer Armer
PLEDGE OF ALLEGIANCE
Vice Chair Janoff led the Pledge of Allegiance. The audience was invited to participate.
VERBAL COMMUNICATIONS
Kathleen Willey
- Commented on environmental justice and the impact of animal agriculture. She, along with
Mary Mackey, encouraged the introduction of the Green Monday initiative to the Town.
Lucas Wade
- Commented that he supports the Green Monday initiative as it is great for people and the
environment.
Mike Sage
- Commented on the Meatless Monday Proclamation issued by the San Jose City Council.

DISCUSSION ITEMS
1. Continue the discussion of General Plan Vision and discuss Guiding Principles
Jennifer Armer, Senior Planner, presented the staff report.
Opened and Closed Public Comment.
Committee discussed the following Guiding Principles.
Guiding Principles
Transportation
MOTION: Motion by Vice Chair Janoff to approve the language “Provide a well -
connected transportation system that enables safe access for all
transportation modes, including pedestrians, bicyclists, motorists, and
transit riders of all ages and abilities.” Seconded by Vice Mayor Jensen.
VOTE: Motion passed unanimously.
Sustainability
MOTION: Motion by Vice Mayor Jensen to approve the language “Manage,
conserve, and preserve Los Gatos' natural environment for present and
future generations. Identify and provide opportunities to enhance the
Town' s sustainability policies and practices.” Seconded by Vice Chair
Janoff.
VOTE: Motion passed unanimously.
Protect Natural Resources
MOTION: Motion by Vice Mayor Jensen to approve the language “Protect the
natural resources and scenic assets that define Los Gatos, including open
space preserves, recreational trails, surrounding hillsides, and natural
waterways.” Seconded by Vice Chair Janoff.
VOTE: Motion passed unanimously.

Fiscal Stability/Responsibility
MOTION: Motion by Vice Mayor Jensen to approve the language “Provide high
quality municipal services to the Los Gatos community while sustaining
the Town's long term fiscal health.” Seconded by Council Member
Spector.
VOTE: Motion passed unanimously.
Government Transparency
MOTION: Motion by Vice Mayor Jensen to approve the language “Conduct
governmental processes in an open manner and encourage public
involvement in Town governance.” Seconded by Council Member
Spector.
VOTE: Motion passed unanimously.
Community Vitality
MOTION: Motion by Vice Chair Janoff to approve the language “Invigorate
downtown Los Gatos as a special place for community gathering,
commerce, and other activities for residents and visitors. Foster the
economic vitality of all Los Gatos business locations. Preserve the Town’s
historic resources as an on-going asset to the community.” Seconded by
Committee Member Piasecki.
VOTE: Motion passed unanimously.
Diverse Neighborhoods
MOTION: Motion by Vice Mayor Jensen to approve the language “Foster
appropriate investments to maintain and enhance diverse
neighborhoods, housing opportunities, and infrastructure to meet the
needs of all current and future residents.” Seconded by Council Member
Spector.
VOTE: Motion passed unanimously.

Inclusivity
MOTION: Motion by Committee Member Piasecki to approve the language
“Promote ethnic, cultural, and socio-economic diversity and equity to
enhance the quality of life in Los Gatos”. Seconded by Council Member
Spector.
VOTE: Motion passed unanimously.
Promote Public Safety
MOTION: Motion by Vice Mayor Jensen to approve the language “Maintain and
enhance Los Gatos as a safe community through preparation and
planning, education, and community design that is responsive to the full
range of potential natural and man-made hazards and safety issues”.
Seconded by Council Member Spector.
VOTE: Motion passed unanimously.
Committee discussed the following Vision Statement.
Vision Statement
The Town of Los Gatos is a safe, welcoming, and family-oriented community nestled in
the beautiful foothills of the Santa Cruz Mountains. The Town is a sustainable
community that takes pride in its small-town character and provides a range of housing
opportunities, historic neighborhoods, local culture and arts, excellent schools, and a
lively and accessible downtown. Los Gatos offers a choice of mobility options, superior
public facilities and services, and an open and responsive local government that is
fiscally sound. Los Gatos has a dynamic and thriving economy that includes a mix of
businesses throughout Town that serves all residents, workers, and visitors.
MOTION: Motion by Committee Member Jarvis to approve the Vision Statement.
Seconded by Committee Member Brown.
VOTE: Motion passed unanimously.
