Main Street Los Gatos, CA 95030 ● 408-354-6832 www.losgatosca.gov TOWN OF LOS GATOS GENERAL PLAN ADVISORY UPDATE COMMITTEE REPORT MINUTES OF THE GENERAL PLAN UPDATE ADVISORY COMMITTEE MEETING DECEMBER 11, 2018 The General Plan Update Advisory Committee of the Town of Los Gatos conducted a Regular Meeting on December 11, 2018, at 7:00 p.m. MEETING CALLED TO ORDER AT 7:00 P.M. ROLL CALL Present: Chair Melanie Hanssen, Vice Chair Kathryn Janoff, Mayor Rob Rennie, Council Member Barbara Spector, Committee Member Jeffrey Barnett, Committee Member Kendra Burch, Committee Member Jarvis, Committee Member Steven Piasecki, Committee Member Lee Quintana, Committee Member Susan Moore Brown, Committee Member Ryan Rosenberg, and Committee Member Carol Elias Zolla. Staff present: Laurel Prevetti, Robert Schultz, Joel Paulson, and Jennifer Armer PLEDGE OF ALLEGIANCE Committee Member Zolla led the Pledge of Allegiance. The audience was invited to participate. VERBAL COMMUNICATIONS Maria Ristow -Provided feedback regarding the General Plan 2040 website and suggested more effective strategies for public outreach. CONSENT ITEMS (TO BE ACTED UPON BY A SINGLE MOTION) 1.Approval of Minutes – October 30, 2018 MOTION: Motion by Mayor Rennie to approve adoption of the Consent Calendar. Seconded by Committee Member Piasecki. VOTE: Motion passed unanimously. Continued Discussion of Issues and Opportunities Jennifer Armer, Senior Planner, presented the staff report. Committee discussed the matter. Transportation and Parking - None Economics and Retail/Businesses - Consider broader opportunities for businesses such as incubators, a hotel, and satellite offices - Afford opportunities for neighborhood retail businesses such as coffee shops and beauty shops throughout the Town to alleviate traffic issues Town Operations and Services and Programs - Maintain safety as a goal in the General Plan - Address unfunded liabilities and make them understandable to the people of the Town - Find efficient ways the public can report code enforcement issues Parks and Open Space - Clarify goals and policies of private and public open spaces - Measure the components of open space throughout the community and ensure walkability Development/Design - Consider changes relative to housing and land use designations moving forward in the next 20 years Housing - None Town Identity/Community - Consider mentioning it is a family-oriented community with quality schools - Look beyond the downtown area and identify other neighborhood areas in Town Other - Consider additional input on sustainability PAGE 3 OF 3 SUBJECT: MINUTES OF GENERAL PLAN UPDATE ADVISORY COMMITTEE ON DECEMBER 11, 2018 N:\DEV\GPAC\GPAC Minutes\2018\12-11-18.docx Opened Public Comment. Tyler Taylor -Spoke on senior services delivered to the Town by the Saratoga Area Senior Coordinating Council (SASCC) with relation to the Services and Programs in the General Plan. Jeff Loughridge -Inquired how the General Plan will be reviewed and the type of feedback the Bicycle and Pedestrian Advisory Committee can provide that will be most helpful. Matthew Hudes -Commented on the downtown area, preserving historic resources, and creating an innovation hub within the Town which would generate economic activity and address fundamental problems with traffic and unfunded liabilities. Steve Piasecki -Commented on the timeline and implementation strategies for the General Plan. He also mentioned that the General Plan should be a meaningful and readable document. Rob Rennie -Commented on the process of elements in the General Plan and how to better engage the community who are focused on specific topics. Closed Public Comment.
