Main Street Los Gatos, CA 95030 ● 408-354-6832 www.losgatosca.gov TOWN OF LOS GATOS GENERAL PLAN ADVISORY UPDATE COMMITTEE REPORT MINUTES OF THE GENERAL PLAN UPDATE ADVISORY COMMITTEE MEETING OCTOBER 30, 2018 The General Plan Update Advisory Committee of the Town of Los Gatos conducted a Regular Meeting on October 30, 2018, at 7:00 p.m. MEETING CALLED TO ORDER AT 7:00 P.M. ROLL CALL Present: Chair Melanie Hanssen, Commissioner Kathryn Janoff, Commissioner Kendra Burch, Mayor Rob Rennie, Council Member Barbara Spector, Committee member Jeffrey Barnett, Committee member Steven Piasecki, Committee member Lee Quintana, Committee member Susan Moore Brown, Committee member Ryan Rosenberg, and Committee member Carol Elias Zolla. Absent: Committee member Todd Jarvis Staff present: Laurel Prevetti, Robert Schultz, Joel Paulson, Jennifer Armer PLEDGE OF ALLEGIANCE Committee member Barnett led the Pledge of Allegiance. The audience was invited to participate. VERBAL COMMUNICATIONS None. DISCUSSION ITEMS 1. Election of Chair and Vice Chair Chair Pursuant to Resolution 2018-015, the Chair of the General Plan Update Advisory Committee (GPAC) is the Chair of the General Plan Committee, Melanie Hanssen. Vice Chair MOTION: Motion by Commissioner Burch to nominate Commissioner Janoff as Vice Chair. Seconded by Council Member Spector. VOTE: Motion passed unanimously. Overview of General Plan Update Presentation by Rick Rust from Mintier Harnish. B. Community Engagement Strategy Presentation by Rick Rust from Mintier Harnish. GPAC members suggested the following outreach strategies: - Weekend workshops/events - Work with the schools to get the word out, school events - Work with sports leagues and clubs - Chamber of Commerce - Rotary and other service clubs - Home Owner’s Associations - More specific items in outreach materials and use catchy phrases - Grocery stores, but don’t just target downtown - Trailheads - Neighborhood watch groups - Coffee shops or coffee with a planner - Prompt people with a question, what is a small town - Tree lighting and parade C. Presentation of the issues and opportunities identified at the first Community Workshop on October 17, 2018 Presentation by Rick Rust and Brent Gibbons from Mintier Harnish. D. Discussion by GPAC members to refine the issues and opportunities identified GPAC member comments: - Plan for the potential societal changes that need to be addressed by in the 2040 timeframe that we have not included (i.e. autonomous vehicles, will as much parking be needed, transportation networking companies, etc.) - Successful access to the Town for a comfortable amount of time in the Town for economic vitality - Incentivize kids to use VTA and work with the schools on traffic and parking challenges - Provide options for controlling traffic and cut-through traffic - What will the Town look like in 20 years - Include sidewalks, lighting, and bicycle improvements throughout Town - Plan for diversity in housing types and people - How are we going to deal with traffic circulation challenges PAGE 3 OF 4 SUBJECT: MINUTES OF GENERAL PLAN UPDATE ADVISORY COMMITTEE ON OCTOBER 30, 2018 N:\DEV\GPAC\GPAC Minutes\2018\10-30-18.docx - Do we want Los Gatos to be easy to drive through or be used for cut-through traffic - Plan for spaces for satellite office space so commutes are reduced - Can we modify large intersections to reflect small town feel - Address issues to make Los Gatos a destination again - How to address complex traffic challenges that are different depending on the timeframe more holistically - What will school enrollment trends look like over the next 20 years, need to help families live here - Plan for resident serving businesses - Land use for neighborhood commercial pockets, not strip malls - Plan for fire safety - Consider fire break options around the Town - Plan for community character - Consider options to make the Town more walkable - Plan for more vertical mixed use - Policies to discourage hillside development - Consider downzoning hillside properties - Plan for unfunded liabilities - Make sure we address topics and spread vitality throughout the Town - Capitalize on the Bicycle and Pedestrian Master Plan - Need visionary discussions to identify ideas on how things will be in 2040 E. Public Comments Jeff Loughridge - Commented that the LOS for traffic is too low, that we should consider a new metric for traffic (LOSS) for all modes of transportation, that we should get Town commissions involved in the General Plan update, and address multi-jurisdictional challenges and enforcement Maria Ristow - Commented that she is interested in addressing complete streets concepts for all modes of transportation. Closed public comment. 3. Announcements The next GPAC meeting will be on Tuesday December 11, 2018.
