Main Street Los Gatos, CA 95030 ● 408-354-6832 www.losgatosca.gov TOWN OF LOS GATOS CONCEPTUAL DEVELOPMENT ADVISORY COMMITTEE REPORT MEETING DATE: 12/11/2019 ITEM NO: 1 DRAFT MINUTES OF THE CONCEPTUAL DEVELOPMENT ADVISORY COMMITTEE MEETING NOVEMBER 13, 2019 The Conceptual Development Advisory Committee of the Town of Los Gatos conducted a Regular Meeting on November 13, 2019, at 4:30 p.m. MEETING CALLED TO ORDER AT 4:34 PM ROLL CALL Present: Chair Mary Badame, Vice Mayor Marcia Jensen, Committee Member Matthew Hudes, and Committee Member Thomas O’Donnell Absent: Vice Chair Barbara Spector PLEDGE OF ALLEGIANCE SUBCOMMITTEE REPORTS/COMMISSION MATTERS VERBAL COMMUNICATIONS - None. CONSENT ITEMS (TO BE ACTED UPON BY A SINGLE MOTION) 1. Approval of Minutes – August 14, 2019 MOTION: Motion by Chair Mary Badame to approve the consent item. Seconded by Committee Member Thomas O’Donnell. VOTE: Motion passed unanimously. PUBLIC HEARING 1. 16492 Los Gatos Boulevard Conceptual Development Advisory Committee CD-19-004 Requesting preliminary review of a proposal for construction of a mixed-use building and four townhomes on property zoned C-1. APN 532-07-085 and 532-07-086. PROPERTY OWNER: Nicholas Gera for Princeton Garden Group Prop LLC APPLICANT: Kohlsaat & Associates, Inc. Applicant presented the proposed project. Open public comment. Gil Mesa (Nearby Property Owner) • Expressed concerns about traffic and parking. Joe Brady (Ferris Avenue Resident) • Asked if there is any screening or privacy protection at the rear. Maria Risto (Resident) • Stated that a lot of housing is needed under the Housing Element. She would hate to see property squandered by single-family residential zoning and is in favor of multi-family housing on the site. Steven Leverton (Ferris Avenue Resident) • The Town is losing its charm. He is concerned about high-density housing, traffic and privacy adjacent to his property. Closed public comment. Committee members discussed the matter and provided the following questions and comments: • Would the Safe Routes to School program (SR2S) apply? • How would this be compatible with residential just behind the site, per General Plan Policies? • Would the residences be one or two-story? The rear yard was not taken into account on 2-2-5. • Anytime Los Gatos Boulevard developed, community benefit includes implementing SR2S/Complete Streets. Looks like high percentage of lot coverage with either of these options. Two-story townhomes against one-story single-family residential behind, the compatibility of bulk and mass is a bit much at the rear of the property. • There is no easy solution, may be better served by housing rather than office/housing. Traffic in Town is bad, but as Ms. Risto pointed out we need more housing. • The site should not be Low Density Residential. The General Plan Designation should be changed. Housing is appropriate here. Prefer first plan, because it includes rentals and mixed-use which is consistent with that side of the street, plus it has more units, and smaller attached units, with ownership units behind. • Liked the scale of the townhomes, scaled back and with more landscaping, Spanish style with second floor and more articulation fits in. • General Plan amendment could be requested.
